COMMON CHALLENGE TACKLED BY CONDEREFF: The challenge and opportunity faced by the CONDEREFF regions is to accelerate their policy work on improving resource efficiency at territorial level. Τhe EU Construction & Demolition Waste Management Protocol and the transition towards Circular Economy can guide the regulative roll-out of C&D waste management across EU regions; accordingly, the proliferation of infrastructures & methods for recycling and re-use of C&D waste materials can introduce a green growth opportunity. Regions can exploit this opportunity by improving their policy instruments to factor these developments in, and support projects and processes to this direction. OBJECTIVE AND EXPECTED CHANGE: The CONDEREFF project brings together 8 partners from 7 countries to exchange experiences and practices on how to move forward from existing procedures on C&D waste management towards the adoption and further exploitation of the best practices and measures applied in the field. The project will enable the participating regions to advance their goals for resource efficiency and green growth through the proper management of C&D waste, which can boost demand for C&D recycled materials and support both sustainability and recycling in the construction sector. OUTPUTS & BENEFITS: - 7 Action Plans aiming to improve the 7 policy instruments addressed. - 3 interregional workshops, 1 exchange of experience visit, and 1 policy & industry symposium . - 42 regional stakeholders meetings. - 7 regional building confidence meetings. - 10 policy briefs to transfer lessons learnt beyond the partnership. - 1 “track & change C&D waste” toolkit. - 1 compendium of best practices. - 4 joint thematic studies & analyses.

Achievements (EN):

In terms of activities, the project has organised a total of 48 policy learning events. It has also identified 22 good practices, produced 6 action plans and led to the increased capacity of 148 people. In terms of results, the project has succeeded in improving 3 regional development policies for a total amount of funds influenced of EUR 11,579,052. 60.

Expected Results (EN):

OVERALL OBJECTIVE: CONDEREFF aims to support the integration of the provisions of the EU Construction and Demolition Waste Management Protocol in territorial policies, strengthening the transition of European economies towards improved resource efficiency and the circular economy model. The project sets out to support the development of policy frameworks and strengthen public authorities' capacities in C&D waste management regulations, public procurement practices, landfill restrictions, recycling facilities, public perception, awareness, and acceptance. The overall objective is to support the CONDEREFF partners to transfer the lessons learnt into regional policies and action plans. TACTICAL SUB-OBJECTIVES: 1. Increase the capacity of regional administrations to effectively implement resource efficiency policies related to C&D waste management. 2. Explore, assess, expand, and enhance current practices in managing C&D waste streams generation, tracing, and processing. 3. Incentivise investments and use public procurement as a driver to foster the economic potential of C&D waste re-use. 4. Improve the implementation of resource efficiency policies, adopting proven transferable methods on C&D processes monitoring and enforcement of the regulatory framework. 5. Improve regional chain actors’ perception and confidence in C&D waste re-use potential and value.

Expected Outputs (EN):

A) EXCHANGE OF EXPERIENCE: Outputs: 1 interregional workshop on pre-demolition audits &demolition activities supervision and documentation. 1 interregional workshop on using public procurement as a driver for resource efficient C&D waste management. 1 interregional workshop on best practices for enforcement of the regulatory framework. 1 interregional exchange of experience visit on selection, permits and monitoring of C&D waste management sites and facilities. 1 policy and industry symposium on promoting and incentivising re-use of C&D waste. 7 stakeholder groups. 42 meetings with stakeholder groups. 7 Value chain actors regional confidence building meetings . 1 toolkit enabling public authorities to plan and improve relevant policies and practices on the basis of collected data and generated statistics. Peer reviews of C&D waste management costs and benefits practices. 10 policy briefs based on project’s lessons learnt. 7 action plans to improve the 7 policy instruments addressed. 1 comparative analysis report on regulatory frameworks for C&D waste management. 1 report on the economic potential of C&D waste and corresponding priority areas for regional C&D recycled materials markets. 1 report on the available and required C&D recycling capacity in the project territories. 1 survey mapping stakeholder and public awareness, perception, and acceptance of C&D waste re-use potential and value. 40 internal debriefing meetings to allow organisational learning. Results: 200 staff members from partners with increased capacity (knowledge / skills), 30 regions & member states considering integration of project’s policy recommendations & guidelines, 20 territorial administrations used the tool. 7 policy instruments addressed by the project will fund new projects for new green products & services and will be improved in terms of management. B) COMMUNICATION AND DISSEMINATION: Outputs: 1 communication plan; 1 website, networking pages, updates of web resources, biannual issues of newsletters, 72 press releases, 1 sustainability plan, 1 brochure printed in 5000 copies and disseminated in 8 countries, 1 poster printed in 300 copies and disseminated in 8 countries, 8 infodays and 7 policy awareness events. Results: 72 appearances on the media, 1500 participants in all events, 500 biannual new visits to the project’s website, 1800 followers/funs of project’s networking pages, at least 1000 external stakeholders reached. C) PROJECT MANAGEMENT: Outputs: 1 partnership agreement signed by all partners, 1 operational workplan & biannual updates, 1 quality management plan, 6 steering group meetings, 2 monitoring meetings in phase 2, 8 progress & 1 final report. Results: Continuous and effective day-to-day administrative, financial and technical coordination between partners, achievement of all project's objectives, project having reached its indicator targets in terms of outputs & results, 100% of project’s budget correctly spent.
