Description (EN):

Data has become a key asset for the food industry which is leading to innovations in technology and the development of new tools and skills. However, the large volume and diverse nature of food value chains data and actors call for specific integration and management procedures to make the most of new economic opportunities based on information, data and cognitive technologies and promote innovation-driven growth. With the aim to address this issue, seven regions have decided to join efforts to face new challenges in relation ICTs and data with the overall objective of maximising the innovation potential of all actors of the agri-food value chain. For this purpose, project partners have developed an exchange of experience approach and work plan which allow them to create synergies and opportunities by identifying good practice implemented in other regions. Partners will work in close cooperation with stakeholders to interconnect regional innovation ecosystems, and bring together the “quadruple helix” of actors involved at different stages in the food value chain. Best practices for each region will be integrated in their action plans in order to improve the targeted policy instruments governance or to implement projects that will contribute to achieving the above-mentioned goal. Main project outputs and results will be: - Seven action plans to improve policy instruments selected by project partners according to their relevance in terms of better exploiting ICT’s potential and deliver innovation to food industry and hence, smart progress and growth. - Support capacity-building at all levels, that is, staff, organisational and regional but also beyond the partnership considering most project partners are members of the S3P Agri-food on Traceabiliy and Big Data. - Reinforcing cooperation between research and business sectors and therefore, to improve the economic exploitation of R&D results. - Delivering strategic guidelines for new programming period.

Achievements (EN):

In terms of activities, the project has organised a total of 89 policy learning events. It has also identified 18 good practices, produced 7 action plans and led to the increased capacity of 73 people. In terms of results, the project has succeeded in improving 9 regional development policies for a total amount of funds influenced of EUR 8,173,670. 65.

Expected Results (EN):

The overall objective of the project is to improve the implementation of regional policy instruments oriented to maximise the innovative potential of all actors of the food value chain through ICTs. This overall objective is broken down into the following operational objectives: - Bring together regional authorities to join forces in the implementation of their RIS3 strategies. - Interconnect regional innovation ecosystems, and bring together the “quadruple helix” of actors involved at different stages in the food value chain. - Identify relevant technological and institutional innovation patterns to guide future policies and strategies in the agri-food industry. - Identify the critical factors (enabling and constraining) for change that facilitate innovation, the transfer of technology and modernisation in the agri-food industry. - Reduce the distance between the world of research and companies, so that knowledge is oriented to a better exploitation of market opportunities. - Make visible the capacities and strategic lines that are being investigated and may be of interest to the agri-food industry. - Generate added-value from existing knowledge through innovation and smart specialisation in the agri-food industry. - Promote public-private governance mechanisms to link capacity building with technological offer and agri-food industry and consumers demands. Partners have selected the policy instruments according to their capacity to contribute to better exploiting ICTs and therefore, to promoting innovation in the agri-food industry and consequently, progress and growth.

Expected Outputs (EN):

-6 Steering Committees (phase1) & 2 project meetings (phase2) will ensure coordination and follow up of project activities. SCs will allow pps to assess previous semester activities, decide about the next ones, discuss and take decisions at operational & strategic level resulting in a sound management. To this result will contribute: 1 Project Partnership Agreement & 1 Internal Regulations Agreement, 1 calendar for phase1 & phase2, 8 events at Program level, 8 Progress Reports. -6 interregional seminars: stakeholders & policy makers exchange ideas and knowledge, together with project partners, assuring learning at different levels, enabling and enriching the exchange and boosting synergies with their pairs from partners’ regions. Seminars will allow to jointly reflect about innovation policies in the food value chain at EU level and how to improve them in view of the next program period. As a result, pps will draw (6th semester), a Joint Agreement on Strategic Recommendations, addressed to innovation policy makers at EU level (Commission) and disseminated in phase2: 1 High Level Dissemination Event. -1 guide for regional mapping & identification of good practice in each region. These, together with online seminar and Fact Sheet model will enable pps to obtain homogeneous and shareable data. -6 stakeholders meetings and participation in the 6 interregional meetings that will result in their increased learning level, enabling them to take active part in monitoring Action Plans: phase2. -7 reports on regional state of art on innovation which, with 1 conclusions report on partnership regional context will enable pps to get deep knowledge of the starting point at project level regarding innovation policies in the food value chain. - 21 GP (3/project partner) identified, leading to 21 study visits: experts and policy makers will participate resulting in depth knowledge of the same and inspiring their later input into the Action Plans. -7 visits assessment reports will sum up lessons learnt and how to include them into Action Plans. -7 peer reviews (1/Action Plan) resulting in 7 reports with strategic recommendations bringing added value to APs, closing the learning stage. -7 Action Plans will improve pps regional policies related to innovation opportunities and smart specialisation areas and will contribute to improving traceability of the agri-food value chain through Big Data technologies. -1 communication strategy will optimise potential impact of knowledge exchange in the improvement of policies addressed. -2 regional dissemination events will result in deeper knowledge of project activities and follow up, and so enhance learning process of regional stakeholders. 42 internal reporting meetings (1/pp/semester) will produce this result at an organisational level. Brochure, website updates (phase1&phase2), press releases (1/pp/semester), 6 e-newsletters and dissemination event (phase2) will reach external players of the innovation ecosystem.
