Skupni izziv na čezmejnem projektnem območju Italije in Slovenije predstavlja neharmoniziran sistem prostorskega upravljanja, ki otežuje pridobivanje prostorskih podatkov, potrebnih za kakovostno upravljanje s prostorom s strani javnih institucij, lokalnih, regionalnih in nacionalnih organov. Aktivnosti na projektu so osredotočene predvsem na razvoj skupnega modela prostorskega upravljanja in na oblikovanje Smernic za čezmejno prostorsko upravljanje.

Una sfida comune nell’area transfrontaliera della Slovenia e dell’Italia è rappresentata dal sistema di gestione territoriale non armonizzato che rallenta l’acquisizione di informazioni ai fini di un’adeguata gestione del territorio da parte delle istituzioni pubbliche e autorità locali, regionali e nazionali. Le attività di progetto sono indirizzate allo sviluppo di un modello congiunto di gestione del territorio e la realizzazione di linee guida per una gestione transfrontaliera del territorio.

A challenge that is shared by Slovenia and Italy in the border area is the territorial management system, which is not harmonised and slows down the acquisition of information for an appropriate area management on behalf of public institutions, local, regional and national authorities. The activities of the Program aim at developing a joint model for the management of the area and the creation of guidelines for cross-border territorial management.

Achievements (EN):

One common challenge within the Project area was the non-harmonised territorial management system, which slowed down the acquisition of information for the purpose of proper land management by public institutions and local, regional and national authorities. The overall objective was to improve the capacity for cross-border institutional cooperation between the public authorities and those responsible for territorial planning, by promoting the creation of joint system coordination and effective land management solutions. The objective was achieved with the development of a joint territorial management model, including a platform for the harmonisation of the territorial data, and a territorial management protocol signed by the competent authorities within the area. The project’s main outputs were the following: A protocol for the harmonisation of territorial data, a joint platform for the harmonisation of the territorial data, and beneficiaries involved in the land management training process. The target groups were the following: policy makers, national, regional and local authorities, companies, civil protection agencies and organisations dedicated to preventing environmental risks, protected areas, universities, and research centres. Through the consolidation of the relationships between the public authorities and the exchange of good practices among territorial managers, the cross-border approach provided for the coordination of policies, as well as an increase in knowledge for effective joint planning and the implementation of an integrated land management model. The creation of a territorial platform consistent with the INSPIRE directive represents an innovative solution in the area, where territorial management was not coordinated. The selected municipalities were able to test its functionality, thus ensuring the model’s effective transfer for the future joint management of the cross-border area. Main results: The improvement of cross-border institutional cooperation between public authorities and key territorial management operators in the border area, through the creation of new professional networks of cross-border cooperation between the Slovenian and Italian representatives from both state/regional institutions and the private sector. Territorial management can only function efficiently with good cross-border cooperation by all the parties involved, which was guaranteed by the complementary make up of the partnership. The project’s partners and associated partners guaranteed the presence of the main territorial process managers within the cross-border area. The improvement of the territorial planning management capacity of the public authorities and the main subjects of the border area, through the establishment of a new cross-border system that allow for verification throughout the entire territory, as well as for the exchange of data, information and good practices throughout the cross-border area. Through the harmonisation of the guaranteed cross-border territorial data, the public sector stakeholders are able to more quickly and easily access the territorial data collections necessary for carrying out their tasks, thus helping to overcome administrative burdens, while at the same time reducing the time required for each individual task. The project helped to increase cross-border cooperation between the program area’s citizens and institutions by establishing a unified territorial data management system that contribute to the achievement of the program’s objective, or rather the improvement of the public authorities’ and the stakeholders’ capacity for cooperation and cross-border territorial management.

Glavni cilj projekta je okrepiti zmogljivost institucionalnega sodelovanja s spodbujanjem javnih organov in ključnih akterjev s področja prostorskega načrtovanja na programskem območju k oblikovanju skupnih rešitev za uskladitev sistemov in učinkovitejšo upravljanje čezmejnega prostora, predvsem s pomočjo čezmejne platforme za harmonizacijo prostorskih podatkov.

L’obiettivo principale del progetto è rafforzare le capacità di cooperazione istituzionale con la mobilitazione delle autorità pubbliche e degli operatori principali della pianificazione territoriale al fine di creare soluzioni congiunte volte all’armonizzazione dei sistemi e alla gestione più efficace dell’area transfrontaliera, soprattutto mediante una piattaforma transfrontaliera per l’armonizzazione dei dati territoriali.

Expected Outputs (SL):

Okrepljena zmogljivost institucionalnega čezmejnega sodelovanja javnih organov in ključnih akterjev s področja upravljanja s prostorom na obmejnem območju z oblikovanjem novih čezmejnih strokovnih mrež sodelovanja med slovensko-italijanskimi predstavniki, tako iz vrst državnih / deželnih inštitucij, kot tudi iz zasebnega sektorja. Prostorsko upravljanje lahko deluje učinkovito zgolj ob dobrem čezmejnem sodelovanju vseh vključenih deležnikov, kar bo zagotovila že sama komplementarna sestava partnerstva. Partnerji in pridruženi partnerji projekta zagotavljajo prisotnost ključnih upravljavcev prostorskih podatkov na čezmejnem območju. Skupaj bodo oblikovali protokol za harmonizacijo prostorskih podatkov na čezmejnem območju, ki bo omogočil krepitev čezmejnega sodelovanja javnih uprav in deležnikov na področju upravljanja s prostorom.. Okrepljena zmogljivost upravljanja na področju prostorskega načrtovanja javnih organov in ključnih akterjev z dotičnega področja z vzpostavitvijo novega čezmejnega sistema, ki bo omogočil popoln pregled nad teritorijem, izmenjavo podatkov in informacij ter dobrih praks na čezmejnem območju. Z zagotovljenimi čezmejno harmoniziranimi prostorskimi podatki bodo deležniki iz javnega sektorja namreč imeli hitrejši in enostavnejši dostop do zbirk prostorskih podatkov, ki jih potrebujejo pri izvajanju svojih nalog, kar bo skrajšalo potreben čas za izvedbo posamezne naloge in s tem pripomoglo k odpravi administ rativnih bremen. Projekt bo prispeval k večji intenzivnosti čezmejnega sodelovanja med državljani in institucijami programskega območja z vzpostavitvijo enotnega sistema za prostorsko upravljanje, ki bo pripomogel k doseganju kazalnika programa, in sicer h okrepljeni zmogljivosti javnih organov in deležnikov na področju čezmejnega prostorskega sodelovanja in upravljanja.

Il rafforzamento della cooperazione transfrontaliera istituzionale tra le autorità pubbliche e gli operatori principali nel campo della gestione territoriale nell’area di confine mediante la creazione di nuove reti professionali di cooperazione transfrontaliera tra i rappresentanti sloveni e italiani, provenienti sia dalle istituzioni statali/regionali che dal settore privato. La gestione territoriale può operare in modo efficiente solo mediante una buona cooperazione transfrontaliera di tutte le parti coinvolte, che sarà garantita dalla composizione complementare del partenariato. I partner e i partner associati del progetto garantiscono la presenza dei gestori principali dei processi territoriali nell’area transfrontaliera.. Il rafforzamento della capacità gestionale nel campo della pianificazione territoriale delle autorità pubbliche e dei soggetti principali dell’area di confine mediante l’impostazione di un nuovo sistema transfrontaliero che permetterà la verifica su tutto il territorio, lo scambio dei dati e delle informazioni e delle buone prassi nell’area transfrontaliera. Mediante l’armonizzazione dei dati territoriali transfrontalieri garantiti le parti interessate del settore pubblico potranno accedere in modo più facile e veloce alle raccolte dei dati territoriali, necessari per l’espletamento dei loro compiti, diminuendo così il tempo necessario per l’effettuazione in ogni singolo compito e contribuendo così al superamento degli oneri amministrativi. Il progetto contribuirà a incrementare la cooperazione transfrontaliera tra i cittadini e le istituzioni dell’area di programma mediante l’impostazione di un sistema unico per la gestione dei dati territoriali che contribuirà al raggiungimento dell’indice del programma ossia al rafforzamento delle capacità delle autorità pubbliche e delle parti interessante nell’area di cooperazione e della gestione territoriale transfrontaliera.
