Description (EN):

SMARTLOGI aims to enhance the operational and institutional cooperation on sustainable multimodal freight transport options, tackling the administrative and technological issues currently hindering additional modal shift from road to rail thus decreasing the impact of freight transport in terms of pollution, GHG emissions and noise. This will be achieved through a cross-border action plan (WP3) that will be tested through feasibility studies and joint pilot actions (WP4), leading to the elaboration of a strategy for enhancing cross-border multimodal transport (WP5), that will be adopted both at operational level by PPs and at institutional level by two EGTCs of the Programme Area, for the creation of a long-term crossborder institutional cooperation framework on freight transport. The project’s results will be used by both PPs and by the other logistic nodes (ports / inland terminals) and policy makers at regional and national level. These are also the main target groups of the project, together with terminal and logistic operators. They will be reached both through wide communication means (e.g. press releases, articles, website) but mainly through dedicated activities (e-newsletters and targeted events). SMARTLOGI will make multimodal transport more competitive and attractive, thus increasing the modal shift from road to rail and contributing to the safeguard of the environment of the whole Programme Area.

SMARTLOGI zielt auf eine Verbesserung der operativen und institutionellen Kooperation bei nachhaltigen multimodalen Transportoptionen ab, um die administrativen und technologischen Probleme, die aktuell einen stärkeren modal shift von der Straße auf die Schienen behindern, zu bewältigen und damit die Auswirkungen des Güterverkehrs auf Verschmutzung, Treibhausgasemissionen und Lärm zu verringern. Dies wird durch einen grenzüberschreitenden Aktionsplan (WP3) erreicht, der durch Machbarkeitsstudien und gemeinsame Pilotaktionen (WP4) getestet wird und zu einer Ausarbeitung einer Strategie zur Verbesserung des grenzüberschreitenden multimodalen Verkehrs (WP5) führt, welche auf der operativen Ebene durch PP und auf der institutionellen Ebene durch zwei EVTZs des Programmgebiets angewandt wird und so ein langfristiges, grenzüberschreitendes Kooperations-Framework für den Gütertransport schafft. Die Ergebnisse des Projekts werden von PP als auch von anderen Logistikknoten und regionalen und nationalen Entscheidungsträgern genutzt. Diese sind die Hauptzielgruppen des Projekts. Sie werden durch verschiedene Kommunikationskanäle aber hauptsächlich durch Dinge wie beispielsweise E-Newsletter oder gezielte Veranstaltungen erreicht. SMARTLOGI will den multimodalen Transport wettbewerbsfähiger und attraktiver gestalten, um den modal shift von der Straße auf die Schiene zu erhöhen und gleichzeitig zum Schutz der Umwelt des Programmgebiets beitragen

SMARTLOGI mira a potenziare la cooperazione operativa e istituzionale riguardante le opzioni sostenibili di trasporto merci intermodale, affrontando le questioni amministrative e tecnologiche che attualmente ostacolano il modal shift e riducendo gli impatti in termini di inquinamento, emissione di gas serra e rumore. L’attuazione avverrà attraverso un piano d’azione transnazionale (WP3), valutato attraverso studi di fattibilità e testato da azioni pilota congiunte (WP4), guidate dall’elaborazione di una strategia atta a potenziare il trasporto intermodale transfrontaliero (WP5). Essa verrà adottata sia a livello operativo dai partner di progetto (PPs), sia istituzionale dai due GECT dell’area di programma, al fine di creare una base di cooperazione istituzionale transfrontaliera a lungo termine per il trasporto merci. I risultati del progetto saranno usati sia dai PPs sia da altri nodi logistici e decisori politici a livello regionale e nazionale, che sono i principali destinatari del progetto, insieme agli operatori dei terminal intermodali e della logistica. Essi saranno contattati sia tramite i principali mezzi di comunicazione sia attraverso specifiche attività (e-newsletter, eventi mirati). SMARTLOGI renderà il trasporto intermodale più competitivo, così da favorire il modal shift verso forme di trasporto maggiormente sostenibili e contribuendo alla tutela dell’ambiente nell’intera area di programma.

Achievements (EN):

After more than three years of intensive activities, the SMARTLOGI project — cross-border sustainable and intelligent logistics is coming to an end. SMARTLOGI aims to improve operational and institutional cooperation on sustainable multimodal freight transport options, to address administrative and technological problems currently hampering shifts to other modes of transport, and to reduce the impact on pollution, greenhouse gas emissions and noise. A cross-border action plan, assessed through feasibility studies and tested by joint pilot actions, has led to the development of a common strategy to improve cross-border multimodal transport. The Action Plan shall be adopted at operational level by the project partners as well as at institutional level by the two EGTCs of the programme area in order to provide a basis for long-term, cross-border, institutional cooperation for sustainable freight transport.

Achievements (DE):

Nach mehr als drei Jahren intensiver Aktivitäten geht das Projekt SMARTLOGI - Grenzüberschreitende nachhaltige und intelligente Logistik zu Ende. SMARTLOGI zielt darauf ab, die operative und institutionelle Zusammenarbeit bei nachhaltigen multimodalen Güterverkehrsoptionen zu verbessern, administrative und technologische Probleme zu lösen, die derzeit eine Verlagerung auf andere Verkehrsträger behindern, und die Auswirkungen in Bezug auf Umweltverschmutzung, Treibhausgasemissionen und Lärm zu reduzieren. Ein grenzüberschreitender Aktionsplan, der durch Machbarkeitsstudien bewertet und durch gemeinsame Pilotaktionen getestet wurde, hat zur Entwicklung einer gemeinsamen Strategie zur Verbesserung des grenzüberschreitenden multimodalen Verkehrs geführt. Der Aktionsplan wird sowohl auf operativer Ebene von den Projektpartnern als auch auf institutioneller Ebene von den beiden EVTZs des Programmgebiets übernommen, um eine Grundlage für eine langfristige, grenzüberschreitende, institutionelle Zusammenarbeit für nachhaltigen Güterverkehr zu schaffen.

Expected Results (DE):

Der Güterverkehr in den Alpen ist essentiell für die wirtschaftliche Entwicklung des Programmgebiets, bestehend aus zwei Hauptverkehrsachsen: Brenner und Tarvisio. Gleichzeitig ist der Güterverkehr die Hauptursache für Verschmutzung, Treibhausgasemissionen und Lärm, vor allem in den Alpentälern. Das Potenzial für einen modal shift zwischen den beiden wichtigsten Logistikknoten des Programmgebiets (dem Hafen von Triest und dem Binnenterminal Fürnitz) ist noch nicht ausgeschöpft: administrative (z.B. Zölle) und technologische Hürden (IKT-Barrieren) bestehen noch immer. Entlang des Brenner-Korridors wird die bevorstehende Einweihung des Brenner Basistunnels die Kapazität der Bahninfrastruktur merklich erhöhen. Allerdings sollten vor diesem Zeitpunkt angemessene Integrationen zu den intermodalen Terminals und andere unterstützende Maßnahmen bewertet werden. Das Hauptziel von SMARTLOGI ist die operative und institutionelle Kooperation im Programmgebiet zu verbessern, um den modal shift von der Straße zu den Schienen zu verstärken und somit die Umweltbelastungen des Gütertransports zu verringern, durch: 1)Verbesserung der grenzüberschreitenden multimodalen Güterverkehrsplanungskapazitäten durch territoriale Bedarfsanalysen und einen grenzüberschreitenden Aktionsplan (WP3). 2)Prüfung des verstärkten grenzüberschreitenden multimodalen Güterverkehrs durch IKT-Pilotaktionen zwischen Triest und Fürnitz, um den Weg für den ersten grenzüberschreitenden Zollkorridor zu ebnen, sowie technische und ökonomische Machbarkeitsstudien für die Brenner-Achse und die Region Venetien (WP4). 3)Bereitstellung eines langfristigen strategischen Rahmens für die Förderung des grenzüberschreitenden multimodalen Güterverkehrs durch eine grenzüberschreitende Strategie, die eng mit EUSALP verknüpft ist, um auf operativer Ebene zwischen PP und auf institutioneller Ebene zwischen zwei EGTC des Programmgebiets nach Projektende fortgesetzt wird.

Le Alpi sono un’area rilevante per il trasporto delle merci. Quest’ultimo è essenziale per lo sviluppo economico dei territori dell’area di programma, che comprende due assi di trasporto principali: il Brennero e il Tarvisio. Allo stesso tempo, specialmente nelle valli, questi sono una delle principali fonti di inquinamento, emissioni di gas serra e rumore. Attualmente, la ripartizione modale nei due assi è in media circa 70% strada e 30% ferrovia. Le potenzialità di modal shift tra i due principali nodi logistici dell’area di programma (il porto di Trieste e l’interporto di Fürnitz) non sono sfruttate pienamente: persistono ostacoli amministrativi (es. dogana) e tecnologici (barriere tecnologiche). Lungo il corridoio del Brennero, l’imminente inaugurazione della galleria di base del Brennero incrementerà notevolmente la capacità dell’infrastruttura ferroviaria. Tuttavia prima di tale data, è necessario studiare adeguate integrazioni alle infrastrutture e misure di supporto. SMARTLOGI mira a potenziare la cooperazione operativa e istituzionale nell’area di programma, incrementando la ripartizione modale delle merci da strada a ferrovia e riducendo l’impatto ambientale del trasporto merci: 1) Migliorando le competenze nella pianificazione del trasporto merci intermodale transfrontaliero, con valutazioni sui bisogni territoriali e un piano d’azione transnazionale (WP3). 2) Potenziando il trasporto merci intermodale transfrontaliero con azioni pilota ICT tra Trieste e Fürnitz aprendo la via al primo corridoio doganale transfrontaliero e con studi di fattibilità tecnica ed economica per l’asse del Brennero e per la Regione Veneto (WP4). 3) Fornendo una base strategica a lungo termine per potenziare il trasporto merci intermodale transfrontaliero con strategie transnazionali strettamente correlate a EUSALP, da adottare a livello operativo dai partner e a livello istituzionale dai due GECT dell’area di programma, che continueranno oltre la chiusura del progetto (WP5).

OI7 - Anzahl institutioneller Kooperationen im Bereich nachhaltige Mobilität; Anzahl 2,00; 2 neue langfristige Kooperationsstrukturen im Rahmen nachhaltiger Mobilität werden in WP5 geschaffen: 1) operative Kooperation zwischen PP, AP und Stakeholdern zur Verbesserung des täglichen multimodalen Transports zwischen bestimmten Knoten (Triest-Fürnitz, Brenner-Achse), 2) institutionelle Kooperation zwischen zwei EGTCs des Programmgebiets zur Verbesserung des multimodalen Transports auf einer breiteren Ebene in enger Kooperation mit nationalen Ministerien und EUSALP.

OI7 - Numero di cooperazioni istituzionali nell’ambito della mobilità sostenibile; Numero 2,00; Con il WP5 verranno realizzate due nuove strutture organizzative per la cooperazione a lungo termine riguardo la mobilità sostenibile: 1) cooperazione operativa tra i partner, partner associati e stakeholder per potenziare il trasporto intermodale tra specifici nodi (come l’asse Trieste-Fürnitz e l’asse del Brennero); 2) cooperazione istituzionale tra i due GECT dell’area di programma per potenziare il trasporto intermodale a scala più ampia, in stretta cooperazione con i ministeri nazionali ed EUSALP.
