Changing consumer and citizen demands add to the existing pressure on rural employment. All food chain related SMEs are affected by these demands towards the sourcing and the environment, climate and health impact of food. Since 2016 Reframe has stimulated these SMEs to innovate and specialize within a Regional Food Framework (re-)creating short food supply chains.Reframe has realized the co-creation of short food supply chains, connections between consumers and SMEs, the development of specialization strategies and cooperation structures. Involved SMEs are very aware of the challenges and opportunities of the changing consumer and citizen and ask Reframe for more, specific support measures.Reframe takes up these challenges and supports SMEs to use the opportunities in short food supply chains for a better environment, climate and health impact. Continuing the living lab of 5 regional pilots, Reframe strengthens the support infrastructure for food related SMEs, develops new smart specialization strategies focusing on a changing demand. New data will reveal more regional possibilities. Partners will continue to demonstrate how to scale up and accommodate urban food demands and regional supplies. The transnational learning lab for all stakeholders focusses on health, climate and environment impact of new solutions. Reframe pools the know-how needed to set up these Regional Food Frames in a transnational network of experts, each closely linked and footed in its own pilot region.

Achievements (EN):

REFRAME was a journey of sharing and learning... REFRAME has strengthened the capacity among many organisations within the North Sea Region to support short-food-chains and to increase the amount of regionally produced food that is also consumed regionally. REFRAME developed and tested new innovation support measures, received new experiences and strengthened regional cooperation. The REFRAME project supported growth in North Sea Regions economies by facilitating networking clusters between local SMEs, food professionals, higher education, large scale distribution centres and local authorities. Shortening the supply chain stimulated the green economy. Through educating and showing food professionals good practices of local farming and production, the demand of local products increases. A shorter distance between supply and demand reduces the environmental foodprint of the region. REFRAME has also strengthened the conditions for small and medium-sized regional food producers to obtain profitable sales for their products regionally - e.g. in West-Sweden new services have been developed that support skills development, networking and new business contacts, more professional market communication, a change in attitude and an increased knowledge and understanding among consumers, grocery stores and public purchasers. In Wesermarsch raising awareness of regional and sustainable food among large-scale consumer in the food sector (public canteens) and of the whole population contributes to a change in purchasing behaviour. This change in consumer behaviour leads to an increase in demand for regional products, thus promoting economic growth in the region. With the help of networking events and public relations, new knowledge partnerships between businesses and end consumers was promoted. Public authorities have been encouraged to increase their demand for regional products in their own canteens. Flanders organized a B2B taste market. The first time was a live event, the second edition was held online due to corona, containing 100 videos of local producers. Taste of Denmark has been instrumental in developing R&D activities based on activities in food producing SMEs. It has been a driver in developing marketing principles for products with terroir qualities. One example of R&D activities of the ToD is salt tolerant vegetables production and screening of salt tolerant plants fit to grow in soil of coastal areas in Denmark. The Municipality of Groningen supported the Food Network (Ketentafel Voedsel) on different levels throughout the food chain which was collaborating better each year. Partners of the Food Network helped each other with different challenges, such as cultivating new crops and experimenting with new ways of production or processing produce. In Westerkwartier the nature beef cooperative, the food cooperative and the Food Agreement have emerged from transnational cooperation in REFRAME. The REFRAME approach is vital to releasing the innovative potential of emerging food SMEs as reported at the project website: 'The REFRAME perspective': compliance with the UN 2030 Agenda for Sustainable Development and . The need for a sustainable transformation in food production requires urgently that this discussion is taken, and policies of R&D funding is changed. Throughout the project over 75 best practices from the project partners were gathered in REFRAME’s Online Resource Centre for others to get inspired on how to implement short food supply chains in their own region. On March 25th 2021, the REFRAME final conference took place online. Participants were informed about REFRAME's successes and lessons learned on short chains and food policy.
