In adapting its Climate Change indicators according to the IPCC V Assessment Report (2014), the EEA has introduced two indicators relevant for the I-STORMS project: a) flood & health as “extreme coastal high-water events have increased the risk of river & coastal flooding in many European regions”; b) storms as they “may lead to structural damage, flooding & storm surges”. Indeed, extreme sea storms events are recognized, by the scientific community, as one of the major factors, together with the anthropic pressures, affecting the coastal changes. Coastal flooding & erosion, impacts on ecosystems, damages to infrastructures & productive activities can be worsen if combined with the absence of adequate early warning systems, coordinated strategies, coastal management & planning with significant related economic costs. The territorial challenges linked to lack of shared information & know-how on sea storms, poor macro-regional cooperation, low data interoperability, lack of coordination & exchange on civil protection procedures will be jointly faced by the I-STORMS partners. The aim is to enhance transnational cooperation sharing knowledge, data & forecasts through a common infrastructure, joint strategies to deal with sea storm emergencies, improving at the same time countries' capacities on data interoperability, early warning & civil protection procedures, in alignment with the EU Civil Protection Mechanism. The innovative approach on data sharing, the common guidelines on early warning & civil protection, the transnational strategy, and the permanent cooperation table set up by the project will ensure that current challenges are faced & overcome in the framework of EUSAIR and with a medium-term implementation perspective. Project benefits will firstly tackle citizens of the Adriatic-Ionian coastal areas and competent public administrations, but also decision makers, sectoral agencies, marine productive activities, research & scientific community.

Achievements (EN):

It has been more than 2 years of coordinated efforts, hard work and constructive collaboration, among the I-STORMS Partners, that have enabled us to create tools and to develop joint strategies for safeguarding the Adriatic-Ionian area from sea storm emergencies, paving the way for our macro-region to improve risk preparedness in its coastal areas. The intensified by climate change phenomenon of sea storms, as one of the major factors along with anthropic pressures, affecting coastal areas and causing damages to the environment, to the citizen’s quality of life, to cultural heritage sites and to business sectors, has demonstrated the imperative need for joint actions and strategies, which can be achieved through transnational cooperation of the territories involved. The I-STORMS Project, funded by the lnterreg ADRION Programme, has effectively addressed this challenge, by delivering concrete tools and outputs for sharing knowledge, data and forecasts among the countries involved, improving their capacities in terms of early warning and civil protection procedures, increasing accuracy and reliability of sea storm forecasts and ultimately progressing risk management and preparedness as regards sea storms. We hope that our approach will set the foundations for parallel and broader initiatives, raising awareness to other territories also affected by sea storms, as a consequence of climate change.

Expected Results (EN): Level of capacity of the involved organisations to operate transnational, providing service and management regarding environmental vulnerability, fragmentation, and the safeguarding of ecosystems’ services

Expected Outputs (EN):

Main I-STORMS project results will be: - increased cooperation on civil protection issues at country level (multi-level governance) and at ADRION level (transnational cooperation) thanks to the I-STORMS Network; - increased skills of public and private actors on open source systems, data interoperability, sharing tool architecture and functioning; - increased knowledge of technical officers on most effective procedures and practices of civil protection being carried out in the different countries; - more reliable forecasts of sea storm as an effect of the common data shared by beneficiaries and target groups in the Web System; - reduced fragmentation of know-how and marine data allowing more effective forecasting and emergencies response services in the involved countries; - strengthened common understanding of current challenges (Sea Storm Atlas) and further needs for cooperation (Guidelines, Strategy) in the field of sea storm emergencies response; - increased awareness of citizens on coastal vulnerability to sea storms. The I-STORMS results will strongly contribute to the ADRION Programme result indicator as, thanks to the project, the level of capacity of the involved organisations to operate transnational, providing service and management regarding environmental vulnerability, fragmentation, and the safeguarding of ecosystems’ services will be increased. In fact, the project will help participating organisations (beneficiaries and end-users) in: 1. reinforcing fruitful relationships with other actors of the ADRION area and appreciating added values of transnational cooperation improving the quality and accuracy of their daily work; 2. acquiring relevant competences in the field of interoperable data sharing and open source systems in compliance with EU legislation; 3. benefiting from common guidelines for the improvement of their early warning practices at local/regional/national level.
