The North Sea Region (NSR) is a crucial area for Europe`s Blue Economy, but it is faced with profound challenges. To understand and open up emerging technological and market opportunities, which lead to sustainable innovations, PERISCOPE will establish an entrepreneurial discovery process to reinforce the knowledge base, identify and valorise innovation ideas, and open up a Blue Growth ecosystem to stimulate industry-driven action on the concrete opportunities ahead. PERISCOPE will bring together fragmented and specialised knowledge in a novel entrepreneurial discovery process that will trigger innovations and sustainable business development. Concretely, PERISCOPE will enhance the capacity of 300+ NSR actors within the blue economy, kick start 10+ Blue Growth innovation partnerships within the NSR, accelerate at least two major cross-border innovation projects, and increase understanding of innovation support and conditions for blue business development in the NSR. Linking six NSR countries, PERISCOPE will also improve trans-regional innovation capacity by working with the public sector and enhanced smart specialisation will follow as a consequence of the ecosystems dialogue platform. Closer transnational cooperation within the project will lead to better synergies in reaping emerging Blue Growth opportunities, utilising funds and infrastructures, and creating a platform for sustainable joint innovation actions and investment.

Achievements (EN):

The Periscope project, co-financed by the Interreg North Sea programme, has since 2017 actively worked towards establishing a permanent innovation ecosystem in the North Sea region (NSR) to enable transnational innovation partnerships for sustainable business development in emerging blue markets. The alliance behind the Periscope Network has managed to bring together stakeholders from across the North Sea region to address emerging market opportunities. Based on foresight techniques and active outreach through clusters and digital media, more than 1500 organisations have been informed and invited to engage in the key themes of the network, which arose around opportunities linked to decarbonisation of the North Sea region. Through structured dialogue and deep dives into the market opportunities, 600+ organisations have actively shared insight and co-developed ideas around the following areas: Power-to-X concepts connected to ports and maritime sector Hydrogen, from production to use in port activities & maritime sector Offshore & near shore hubs for the green energy transition in the maritime and offshore sectors Electrification of leisure boats and charging infrastructur The key result of the work is the formation of eight new partnerships, involving 46 organisations from around the North Sea region, pursuing the following opportunities: OME as alternative fuel for the maritime sector Small-scale hydrogen production and its use in ports and shipping Cross-border charging infrastructure for electric leisure boats in the Skagerak region. Mileage warning system for electric leisure boats Floating battery storage Multipurpose floating wind farms Maritime Aerial Autonomous Inspection System for offshore renewable energy assets Offshore data centres Seven of the above partnerships are led by an SME, of which two have already applied for funding to further the respective business opportunity. The eighth, the charging infrastructure for leisure boats, is in the process of preparing a funding application. Beyond the focus on identifying emerging market opportunities and accelerating business-led innovations, the Periscope Network has sought to enhance the understanding of the innovation climate and conditions for growth. Four Periscope Forums have brought together representatives from policy, authorities and industry to discuss how the North Sea Region can achieve global leadership in the blue economy. Concrete recommendations have been produced, including how Public-Private Partnerships can benefit regional growth, competitiveness and jobs. The Periscope Network will continue its important mission beyond the project financed period, with a particular focus on Public-Private co-creation.
