Cultural borders & political rifts caused in the ADRION area a lack of cooperation and I&D, and a weak application of EU policies; as a result, ADRION ports, also due to small dimensions & infrastructural limits, lost their historical mission as places of exchanges, and suffer now from low modernization rate, inadequate smartness level, and unsolved issues related to sustainability and urban regeneration needs. On the other hand, ADRION ports are still complex ecosystems, offering the perfect substrate for becoming actors of the development in the area again. In this framework, PoWER aims to support the evolution of ports into Innovation Hubs, able to act as new transmission belts between regions, and to exploit their untapped entrepreneurial potential. In particular, PoWER fosters collaboration among the key-actors of the Innovation Supply Chain (ISC): cognitive institutions (schools, Universities, research bodies), enterprises and PAs, in order to turn the multi-layered challenges affecting ADRION ports into an opportunity to integrate, cross-fertilize and exploit the “power” of territories. To this extent, 6 case studies will be carried out in ADRION port areas, where an original approach will be followed by: carrying out collaborative processes applied to energy-oriented issues (energy efficiency, buildings requalification, RES, etc.) to trigger the rise of IHs; building ISCs capable to bridge ideas&production of the energy sector; merging Energy Transition & Gaming Approach as basis for co-creation and social innovation.
The project outputs will be:
- the PoWER methodology for facilitating the collaboration between enterprises and research institutions and, in so doing, speeding up the building of ISCs;
- the Innovation Hubs Network (IHN);
- the IHN joint Strategy for the evolution of ports into innovation hubs, supported by an ICT Platform devoted to its implementation. These outputs will allow the members of IHN to pursue the transformation of ADRION ports into IHs as well as the further enlargement of the Network.

Achievements (EN):

TRANSFORMING PORTS INTO INNOVATION HUBS: THE CHALLENGE OF POWER: The PoWER project supports the evolution of Adriatic-Ionian ports into so-called “Innovation Hubs”. Activities are based in six pilot areas: Bari and Ravenna (Italy), Brčko (Bosnia-Herzegovina), Durrës (Albania), Igoumenitsa (Greece) and Rijeka (Croatia). Each pilot area brings together local stakeholders – enterprises, schools, universities and public administration – in a participatory process aimed at co-creating roadmaps to evolve ports into Innovation Hubs. This participatory process, defined as “the PoWER Methodology”, focuses on energy efficiency and ways to transform ports into sustainable and innovative hubs. In particular, PoWER has mapped the ports’ energy-related needs and launched a call for solutions targeted to researchers and entrepreneurs for selecting innovative solutions, including patents and products. High school and university students have also contributed in shaping the sustainable and innovative ports of tomorrow through gaming sessions aimed at drafting new business ideas. The project has ultimately developed a joint strategy for the evolution of ADRION ports into Innovation Hubs consisting of four pathways: the ports as digital, economic, sustainable and logistic hubs.

Expected Results (EN): Level of capacity of key innovation actors to be effectively involved in transnational actions for the development of a regional Innovation system

Expected Outputs (EN):

The joint developed results of PoWER are the following. 1. Creation of the transnational Innovation Hubs Network, characterized by a clear structure and mission; the Network will allow to fade the cultural barriers across the ADRION area, and will be supported by the following transnational collaborative activities among the involved actors: ― 3 Transnational Teams composed by representatives of project partners, which will interlink the local processes in order to draw common instruments and methods for the Network; ― joint selection of the solutions collected at local level, in order to build a shared database for the implementation of transnational Innovation Supply Chains (energy-oriented); ― targeted transnational matchmaking activities such as: ideas to research, ideas to business, business to business, in order to enable and foster a real transnational collaboration; ― targeted transnational communication and dissemination events, to foster the Network enlargement. Such activities will be customised in order to suit to the specific needs and capacities of the actors involved (schools, Universities, research bodies, enterprises and public administrations). 2. Construction of local networks among the key innovation actors, based on the activities carried out in the case-studies within port areas; the adoption of a co-creative and holistic approach will empower innovation-led collaborative processes, fostering capacity building and preparing the actors for the transnational dimension of the activities. 3. Definition of a long-term institutional and strategic framework, for guaranteeing the effective transnational involvement of the actors in the evolution of ports into Innovation Hubs; this result will be supported by shared instruments such as: Scenarios for the Energy Transition of ports, a Strategy for the ports evolution, Agreements and Protocols for the joint commitment of actors, a Platform for supporting transnational activities.
