Description (EN):

Ports are core nodes for multimodal transport in the Adriatic-Ionian basin and strategic key drivers for economic growth: reducing negative environmental impacts is essential for a sustainable development of the area. SUPAIR responds to a major challenge (EUSAIR strategy, pillar 2, topic 1), in that it tackles reduction of emissions from shipping and on-shore port operations with an integrated approach, enhancing port authorities’ capacity to plan and implement low-carbon and multimodal transport and mobility solutions and further empowering the main political, technical, trade stakeholders and partners in related decision-making. SUPAIR firstly establishes a TRANSNATIONAL NETWORK of port authorities, technical organizations, relevant actors to jointly elaborate the project’s durable and transferable methodology; then develops operational ACTION PLANS complete with technical and feasibility studies in the 7 partner ports; ultimately implements dedicated actions and produces a TRANSNATIONAL STRATEGY for port-based low-carbon transport systems to increase the network, disseminate, enhance and widen scope, methodology and results. The transnational development and implementation (3 EU and 2 IPA countries) of methodology and actions insisting on a broad range of fields, with an innovative territory-based approach, involving port authorities, technical partners, stakeholders and institutional actors guarantee quality, durability and transferability. SUPAIR’s impacts are short-term (7 operational plans developed) and mid- to long-term plans implemented and financed, new actions undertaken following the established methodology by an enhanced and widened network of ports. Benefits for the involved territories embrace enhanced technical capacity for ports, increased empowerment of relevant local organizations and institutions, improved environmental quality and attractiveness, increased investments in low-carbon and environment-friendly port transport and mobility solutions.

Achievements (EN):

Transnational Strategy for Low-Carbon Transport Systems in the Adriatic-Ionian basin: The SUPAIR consortium is releasing its Transnational Strategy for Low-Carbon Transport Systems in the Adriatic-Ionian basin, which accompanies the SUPAIR Memorandum of Understanding and supports the Transnational Cooperation Network of Adriatic-Ionian Sustainable and Low-Carbon Ports. The Strategy provides a set of key guiding principles for its roll-out by the Network members and outlines the key policies at international, European and national level that is being aligned with. Key other initiatives that can be exploited for meeting the objectives that have been set are also indicated (such as World Port Sustainability Program, EcoPorts Network, etc.). Network of Adriatic-Ionian Sustainable and Low-Carbon Ports: Within the framework of the SUPAIR project’s objectives, a “Transnational Cooperative Network of Adriatic-Ionian Sustainable and Low-Carbon Ports” has been established, through the signature of a Memorandum of Understanding (MoU) between the core members of the project consortium as well as other ports and associations from the Region. Which is the Network purpose? To disseminate further the results of the SUPAIR project, as well as to establish a non-legally binding cooperation between signatory ports and other entities that want to join, in the field of sustainable port development, environmental & energy management and low carbon solutions. Specifically, the focus of the Network is the promotion of exchange of expertise on the following topics: • implementing low-carbon port action plans during and beyond the SUPAIR project’s duration; • environmentally friendly transport systems solutions related to port activities; • improving transnational relationships between the signatory ports and stakeholders of the Adriatic-Ionian Region; • increasing sustainability integration in the community and benefit socio-economically the contracted entities; • stakeholder engagement on environmental issues. 7 Action plans for sustainable and low-carbon ports: Covering a broad range of fields, the plans produced within the SUPAIR project promote solutions identified by the port authorities aimed at reducing the environmental impacts of shipping and on-shore port operations. Each port focused on specific areas of interest.

Expected Results (EN): Level of capacity of organisations in the field of transport and mobility to transnationally plan and implement sustainable and multimodal transport and mobility solutions

Expected Outputs (EN):

SUPAIR’s main result is the enhanced capacity of port authorities in the ADRION area to plan and implement sustainable, low-carbon, multimodal transport and mobility solutions with an integrated, territory-based approach, in the frame of a specific transnational network and contributing to the development of relevant action plans for ports, in the wider scope of a dedicated transnational strategy for environment-friendly and low-carbon transport. To achieve this overarching goal, a set of subsidiary results are needed as listed to follow: - A transnational network of port authorities, technical institutions and main stakeholders and actors, firstly within the project partnership, then extended to new territories (‘Network of ADRION low-carbon ports’); - A shared transnational methodology (collected in the ‘Guidelines for Sustainable and Low-carbon Ports’) for the development of action plans for ports, based on participation of the main relevant political, technical and trade stakeholders and actors, integrated with local and/or regional planning tools (SEAPs, SECAPs and SUMPs); - 7 ‘Action Plans for Sustainable and Low-carbon Ports’ with technical and financial feasibility studies; - A ‘Transnational strategy for low-carbon transport systems’, addressed to increase the network and further disseminate methodology and results. This will lead to lasting enhanced technical competences and skills in ports to produce, implement and finance their operational plans, as well as widened territorial integration and ownership of decisions, leading to increased feasibility. Expertise and know-how accrued during the implementation of the project in a significant number of territories throughout the programme area, acting on a range of relevant fields and benefitting from feedback from a substantial number of significant stakeholders and actors guarantee SUPAIR’s satisfactory durability and transferability parameters.
