Description (EN):

The 7 regional maritime territories focused by BLUE_BOOST PJT (Zadar county; Marche, F.V.G. and Apulia regions; Western Greece and Central Macedonia regions; coastal areas of Durres, Vlora, Saranda and Shengjin in Albania) are branded by the presence of maritime (from mature/growing to emerging/just aspired) clusters with high heterogeneity of activities, tangible gap in communication and interaction among their 4 strands and poor attitude to interclustering, espec. at trans-sectoral level. Thus, our proposal aims at unlocking and boosting the potential of knowledge/technology transfer, transnational and cross-sectoral cooperation of key innovation actors of traditional (primarily fisheries and ship-building) and emerging (primarily Blue technologies-including aquaculture- green shipbuilding, robotics and new materials) Blue Growth sectors by reinforcing the relationships and interactions within and among their clusters according to an open source,knowledge sharing&community based approach. The main change sought is to improve the basic conditions for bridging the gap between the 3 helixes of the focused maritime clusters between research/SMEs, users/SMEs, etc. thanks to the collaboration with the NEW INNOVATION AGENTS such as fablabs, co-working spaces, makerspaces, innovation hubs, living labs, techshops, etc. Due to such renewed flexibility, this enhanced 3 helixes approach can be naturally adopted in transnational actions for stimulation&guidance, funding (B_B TRANS. BLUE INNOVATION VOUCHER SCHEME) and networking of innovation (B_B TRANS. INNOVATION NETWORKING STRATEGY & JOINT ACTION PLAN) in order to explore possible sectoral cross-fertilizations, new ideas or expertise, new alliances and networking between individuals, communities, enterprises, organizations, institutions of the Blue Economy which deserves to be better supported, being it an economic driver and a potential generator of development and jobs.

Achievements (EN):

Innovation Voucher scheme – Thanks to BLUE_BOOST innovation vouchers, 35 awarded ADRION blue growth companies could actually implement an innovation process and thus improve their long term business perspective. BLUE_BOOST has: -Encompassed Blue Labs, Workshops and Hackathons as innovative and interactive coaching tools, where companies have developed their own innovation project under the expert stimulation and guidance of blue growth and/or ‘new innovation’ experts. -Provided €350.000 to 35 small-scale projects under the Blue Innovation Voucher Scheme, thus funding the implementation of innovation projects developed by companies. -Drawn a transnational database of Knowledge Providers, i.e. blue growth experts and ‘new innovation agents’ aimed at promoting expertise and innovation coaching services in a transnational context. -BLUE_BOOST is actively engaged to endorse a Transnational Innovation Networking Strategy and Joint Action Plan for the long-term capitalization of project findings for maritime clusters in the involved 7 Adriatic-Ionian regions and beyond. Final project results to be transformed in policy -Increased awareness and understanding among the business community about the competitive advantage of the Blue Growth and its potential market opportunities; -Enhancement of the strategic competencies/skills of blue MSMEs, that are needed to increase the value of their own products/services or address new markets, by cross-sectoral and cross-boundary fertilizations as well as by the close collaboration with research and innovation agents; -Preparation of a favorable environment for the establishment of transnational clusters on promising blue economy’s sectors through the adoption of open source, knowledge sharing & community based approaches. Policy Recommendations -Paving the ground for know-how transferring within and towards the business community by enhancing a regional and transnational innovation environment -Supporting innovation within Blue Economy and Blue Growth sectors through the set-up of targeted investment and funding programs -Scaling up innovation processes at transnational level by enforcing multistakeholders’ networks.

Expected Results (EN): Level of capacity of key innovation actors to be effectively involved in transnational actions for the development of a regional Innovation system

Expected Outputs (EN):

Primary general pjt result of BLUE_BOOST will be the increase of common awareness and understanding among the 7 involved maritime terr. about the competitive advantage of Blue Growth and its potential market opportunities deserving to be better sustained with trans. innovation actions generating cross-sectoral and cross-boundary fertilizations, new business ideas, new alliances and networking within and among the 3 helixes of maritime clusters. Moreover, specific results will regard the enhancement of the competencies/skills to increase the value of their own products and/or services, or the start-upping, diversification on emergent Blue market segments of the involved Blue MSMEs/START UPs: the choice of involving in the same action both traditional and emerging sectors businesses will produce additional mutual contamination, diversification and collaborations opportunities across different sectoral contexts. In addition, the great trans. mobilization of research org. and NEW INNOVATION AGENTS involved in the Blue growth, especially during pilot action, will increase the capacity of involved local Blue MSMEs/START UPs to utilize/transfer/acquire knowledge bridging over the geographical barriers, fostering interclustering, exporting and internationalization capacities of their 7 focused ADRION maritime clusters. At the end, the significant and wide-ranging trans. networking among ADRION regional/national maritime/marine cluster org., research bodies, new innov. agents, businesses and their support/sectoral org., local/reg. and nat.and EU institutional actors, FLAGs and communities of the 7 maritime territorial ecosystems will contribute to prepare ground for establishment of transnational cluster on promising sectors (green shipbuilding, new materials, etc.), to build new cross-sectoral and cross-boundary value chain, jointly address future challenges, supporting benchmarking and learning through the open source, knowledge sharing & community based approach.
