Description (EN):

SMILE is focused on first and last mile of mobility in some variegated and paradigmatic urban areas of Adrion Region, embracing coastal, inland and bordering cities of different size (capital, middle, little). Urban areas are place where every day residents, commuters and tourists face consequences of unsustainable mobility models and lack of effective multimodal solutions: air pollution, aggravated in many urban areas involved in SMILE by circulation of obsolete diesel vehicles, congestion and related waste of time, CO2 emission, noise, accidents, too public spaces occupied by cars. SMILE will address these issues through a logical sequence of actions and related outputs: depiction and comparison of mobility scenarios to enable policy makers and key stakeholders to better understand consequences of inaction/action; elaboration of a transnational SUMP-Sustainable Urban Mobility Plan as common cognitive umbrella under which to elaborate (or reinforce, where already initiated) local SUMPs mirroring local specific situations; to test by residents, commuters, tourists, freight and bus tourism operators some IT-Information Technology solutions (APPs/Platforms) aimed at reducing/curbing congestion, promote intermodal solutions and make more efficient traffic flows. The expected change of SMILE is multilevel: firstly, to strengthen knowledge and operational capacity about mobility of local/regional authorities; secondly, to test quick-win solutions based on IT, and hence not requiring large infrastructural investments, to promote intermodal transport. The transnational approach is needed because it allows a comparison, exchange and share of experiences. The novelty and originality of SMILE resides in the elaboration of mobility scenarios and SUMP scheme within a transnational context and in the mix of IT solutions that will be tested. SMILE will strongly contribute to achievement of EUSAIR strategy (Pillars 2 &3: “Connecting the Region”; Sustainable Tourism”).

Expected Outputs (EN):

Summary of main expected results: - Increase policy-making capacity through the elaboration of mobility scenarios and a joint transnational Sustainable Urban Mobility Plan (SUMP) scheme. Since the partnership involves also regional authorities and local authorities covering several municipalities as well as regional and local authorities close to various countries’ borders of the Adrion region, the transnational SUMP scheme mentioned above will include also “interurban sustainable mobility plans” drafted on the basis of SUMP model plus “interurban sustainable mobility policies” in order to integrate and coordinate the strategies of SUMP affecting cross-border cities; - Favor sustainable mobility in urban areas by testing IT solutions : An APP enabling each commuter and tourist to monitor the total traffic flows in the destination area, find alternative solutions and calculate his/her own footprint in terms of CO2 emission on the basis of the selected means; TOWER system to collect information on travel behaviors of tourists; A digital platform/APP to rule the flow of tourism buses as well as freight delivery means, and hence reduce the street/road congestion. The transport service provider should communicate in advance the date of the arrival and the related itineraries. Geo-referenced maps should allow local authorities (especially Municipal Policy) to undertake measures to prevent congestion; APPs for commuters and tourists (and residents/other city users) on sustainable means available at destination/city: public transport, bikes, sidewalks, electrical vehicles, local trains etc. These APPs will encourage a multimodal use of sustainable means of transportation by all the categories of users, including cruise passengers, facilitating their access to cities. They meet Result Indicators of PA3, by contributing to increase capacity of organizations to transnationally plan and implement sustainable and multimodal mobility solutions.
