Description (EN): Dobrudzha (Dobrogea) region, including Dobrich and Constanta County, possesses a unique common heritage: Hamangia culture - the earliest protocivilisation of continental Europe. The most famous and valuable artefacts have been discovered in Cernavoda and Shabla Municipalities. This significant potential for cultural tourism is not smartly used, although according to the World Tourism Organisation UNTWO the share of cultural tourism is growing worldwide constantly. Both sites are facing the same problems: missing information and promotion, lack of completed tourist product, unattractive archaeological sites, not valorized resources.
The overall objective of the project is to improve the sustainable use of the cultural heritage - the Hamangia Culture in Bulgarian and Romanian Dobrudzha (Dobrogea) Region through joint efforts and actions regarding preservation and valorization of the Hamangia cultural heritage with a view of development of a joint integrated tourism product "Hamangia" and its joint promotion and management.
Taking into account the common challenges and the overall objectives, the specific objectives are, as follow:
1. to study the Hamangia culture of the target CB region as an info-base for the further well-grounded joint development of the tourism product "Hamangia";
2. to develop a joint integrated tourism product "Hamangia", incl. joint tourist route and innovative ICT-based touristic services;
3. to valorize resources and to do more attractive the archaeological site "Archaeological Park Durankulak – Hamangia” in Shabla Municipality through small scale investments as improving the accessibility, reconstructions works, installation of viewpoints, placing tourist information boards, signboards, etc.;
4. to valorize historic and cultural resources of Cernavoda by developing the „Hamangia Centre” composed by a new museum approach through small scale investments in rehabilitation and endowments of existing buildings.
5. to provide information about the Hamangia culture and to promote the tourism product "Hamangia" through carry out the promotional campaign among the target groups in compliance with the marketing strategy developed under the project;
6. to ensure the sustainable use and management of the Hamangia cultural heritage through the management plan developed under the project.
The project will contribute to the following Programme Output Indicators:
I9 – 1 nr. (14.58% of the Call’s target), incl. created 1 joint integrated tourism product "Hamangia", incl. "Archaeological Park Durankulak – Hamangia” in Shabla Municipality and "Hamangia Centre" in Cernavoda.
I10 – 2 nr. (15.38% of the Call’s target), incl. 1 developed joint integrated marketing strategy of the tourism product "Hamangia" and 1 joint integrated Management Plan of the tourism product "Hamangia".
With the increased number of tourists in the target region the project will contribute to the Programme Result Indicator: Number of tourists overnights in the CBC region - in total 40 000 (0.556% of the already achieved call’s target).
The project takes an innovative approach for valorizing and sustainable use of the common cultural heritage for further development of tourism in the CBC area, while creating attractive and sustainable joint integrated tourism product "Hamangia" and the respective relevant ICT-based touristic services.
The approach consists of development, promotion, management and sustainable use of a joint integrated tourism product "Hamangia". In that way, the following four phases are differentiated:
I. Preliminary Phase, which encompasses: (1)preparation of a joint study on “Hamangia” culture and (2)organizing and conducting a thematic conference "Hamangia".
II. Development phase, which encompasses: (1)development of a joint tourist route “Hamangia”; (2)activities and works regarding the development of "Archaeological Park Durankulak – Hamangia” in Shabla Municipality; (3)activities and works regarding the development of Hamangia Centre in Cernavoda Town and (4)development of joint integrated ICT-based tourism services.
III. Promotional phase, which encompasses: (1)development of a joint integrated marketing strategy of the tourism product "Hamangia"; (2)carry out the joint promotional campaign and (3)design and development of trilingual website (in Bulgarian, Romanian and English language).
IV. Sustainable use and management phase, which encompasses development of a joint integrated management plan of the tourism product "Hamangia" for further sustainable culture heritage use.
Both project partners will join efforts to turn the unique common cultural heritage into a joint attractive tourist product "HAMANGIA - FIRST CIVILISATION OF OLD EUROPE", which will significantly increase the tourist flows and contribute to the revival of the local economy. The Bulgarian and Romanian Dobrudja Region will form a single cultural area that has preserved its unique heritage and occupy a respectful place on the cultural map of the cross-border region.
The original about the project is that the cultural heritage of the Hamangia Culture in Bulgarian and Romanian Dobrudzha (Dobrogea) Region will be presented to the target groups through up-to-date ICT means of promotion and dissemination like: (1)a virtual tour of the objects of the joint tourist route Hamangia "Archaeological Park Durankulak – Hamangia” in Shabla Municipality and Hamangia Centre in Cernavoda Town through a 3D digital reconstruction of the objects and (2)free smartphone applications for the tourist route of Hamangia. The virtual tour is a unique and unforgettable IT-based means of perception of the Hamangia culture heritage. The envisaged experimental archaeology service for Hamangia methods -Thinker Workshop is new and original too in terms of hands-on activities.
The project indicative budget is at amount of 1 500 000,00 EUR.
Read more Achievements (EN): The reported achievements so far are as follows:
- The project management teams have been established. 2 Press Announcements for the project start were posted on the websites of Shabla and Cernavoda Municipalities;
- The technical design for the development and reconstruction of the "Archaeological Park Durankulak-Hamangia” in Shabla, has been elaborated by the LB. The contract for works execution was signed on 13.04.2023, the construction site was opened on 21.04.2023. At present, the construction works are ongoing, at the date of 01.07.2023 the completion of works being 38%;
- The technical design for the Development of the Hamangia Centre in Cernavoda Town, incl. the two existing buildings allocated for the development of Hamangia Centre and Atelier Ganditorul (Thinker Workshop), has been elaborated by B2. The contract for works execution was signed on 04.08.2021, the construction site was opened on 25.08.2021 and currently, the construction works are ongoing, at the current date the completion of works being of 85%;
- The project website was developed and is available at www.hamangia.eu in Bulgarian, Romanian and English language;
- The joint study on “Hamangia” culture and its impact in the target CB region has been developed by the contractor and accepted by the LB;
- The thematic conference "Hamangia" was organized online on 16th of December 2021 online, through ZOOM platform;
- The LB signed contract for development of virtual tour on the objects and for smartphone applications for the joint tourist route Hamangia, which is in implementation;
- There were organized 4 thematic working meetings, during which the cultural and historical heritage sites of Hamangia existing in the target cross-border region, which should be included in the joint tourist route, were discussed:
1. Meeting no. 1 in Cernavoda Town, on 28.10.2022
2. Meeting no. 2 in Shabla Town, on 25.11.2022
3. Meeting no. 3 in Cernavoda Town, on 05.12.2022
4. Meeting no. 4 in Shabla Town, on 06.12.2022
- The joint tourist route “Hamangia” was developed. The product includes visits to archaeological sites and museums, as well as hands-on experiences such as pottery making workshops and traditional culinary classes. The tour is designed to provide an immersive and educational experience for visitors interested in learning about the history and culture of the region. The joint tourist route starts at the Durankulak-Hamangia Archaeological Park in Shabla Municipality, Bulgaria and ends at the "Hamangia" Centre in the town of Cernavoda, Romania;
- The Lead Beneficiary purchased 50 pcs of MP3 players with headphones, which will be used to broadcast the developed guiding tour service;
- The development of the joint integrated marketing strategy was finalized;
- The development of the joint integrated management plan of the tourism product "Hamangia" is in implementation – the service was contracted on 13.07.2021.

Expected Results (EN): R2.1 - Number of tourist overnights in the CBC region
Expected Outputs (EN): The current project proposal will turn the unique common cultural heritage into a joint attractive integrated tourism product "HAMANGIA - FIRST CIVILISATION OF OLD EUROPE" (incl. the respective relevant touristic services developed jointly), which will valorize and improve the sustainable use of the cultural heritage in target CBC region. It will significantly increase the tourist flows and respective the number of tourists overnights in the region which will directly contribute to PRI - R2.1. Number of tourist overnighrs in the CBC region - approximately estimated in total 40 000 nr. (0.556% of the already achieved call’s target). The estimation has been prepared on basis of following calculations and presumptions:
According to Report 2016 of Tourism Consultative Council of Shabla the number of tourists overnights in the region is 35 134. According to a research the number of tourists overnights in the Constanta county, including the municipality of Cernavoda is 75 545 in 2016. Total 110 679. The project foresees the increase of the tourist flows with 36,14% which is 40 000 number of tourists overnights in the target CB region. Information about the number of the tourists overnights in the region will be taken from:
1. tourism agencies, hotels and B&Bs within the target CB region which number is 100 in Dobrich Region and Constanta County – mostly in tourist resorts Mangalia, Eforia, Mamaia, Constanta, Albena, Balchik, Kranevo, Kavarna, Shabla.
2. public local and regional authorities and NGOs within the target CB region which number is 6 in Dobrich region and Constanta county.
The achivement of the expected results depends on: (1)the Promotional Campaign envisaged to be carry out under the project and (2)the used means of distributions which will be defined in the developed Marketing Strategy for the integrated tourism product "Hamangia".
The sustainability of the created tourism product "Hamangia" will be ensured by:
1. sustainable management of both included objects "Archaeological Park Durankulak – Hamangia” and „Hamangia Centre” through the Management Plan developed under the project;
2. correct and appropriate market positioning, promotion and distribution of the created common tourism product "Hamangia" by their determination within the Marketing Strategy developed under the project. The Marketing Strategy will take into account the opportunities for inclusion of the new integrated tourism product "Hamangia" in already created and existing in the local tourism market events and cultural tourist packages by the local tour-operators using an integrate approach for promotion.
The increase of cultural tourists number is guaranteed by improvement of touristic objects "Archaeological Park Durankulak – Hamangia” and „Hamangia Centre” and promotional events of new tourism product "Hamangia" integrated within CBC area.
Furthermore, as a result of all afore-mentioned, the project will contribute to the revival of the local economy. The Bulgarian and Romanian Dobrudja Region will form a single cultural area that has preserved its unique heritage and occupy a respectful place on the cultural map of the cross-border region.
