Description (EN):

Common CBC problems and challenges that will be jointly tackled in project are: low level of energy efficiency and independency of the utility companies in the field of drinking water supply and wastewater disposal (hereafter “UCs”), poor utilization of renewable energy sources (RES) and environmental protection. For the realization of the project has been adopted an integrated approach which at the same time solve the three aforementioned problems. This means that increasing of energy efficiency and independency in UC’s by maximal use of renewable energy sources has an extremely positive effect on the improvement of environmental quality, and vice versa. The main objective is the promotion and improvement of the use of various forms of renewable energy sources in the CBC area. Expect changes are raising of energy efficiency and independency of UC’s and positive environmental effects. Main project outputs are: the construction of 380kW solar power plant and biogas cogeneration plant with 200kW of electric nad 230kW of heat power; increasing the production of biogas from 1700m3/day to 3000m3/day at existing biogas plant; the establishing of mobile laboratories for analysis of raw materials potentials for biogas production and the quality of bio mass. The main affected target groups are: UC’s; local communities; local power distribution companies; agricultural institutes; stakeholders at “green energy” market; high education and scientific institutions. The main cross-border effects are: joint addressing of cross-border problems through exchange of experience; developing of plants assortments suitable for biogas production for the whole cross-border area due to soil and climatic similarities. Formed mobile laboratories will be available to all stakeholders in cross-border area. Through this project, Serbian companies will be trained to do business according to EU laws and standards.

Achievements (EN):

The construction and commissioning of a biogas cogeneration plant: The construction and commissioning of a biogas cogeneration plant with 200kW electric and 230kW heat power in Public Utility Company „Vodokanal“ Sombor and increasing the production of biogas from 1700m3/day to 3000m3/day at existing biogas plant. Equipping a mobile laboratory in Novi Sad: The mobile laboratory equipment for the needs of the XDegree project, financed from the Interreg IPA Cross-border Cooperation Programme Croatia-Serbia, was arriving on several occasions: on 30 May 2018, and then on 27 June 2018 and finally on 5 July 2018. The installation of the equipment and preparation of the field laboratory commenced on 16 July 2018. A larger part of the equipment has been assembled and is now in the testing stage. The equipment start-up should be conducted in August, while its full functionality and field start-up are expected in early September. The construction of 380kW solar power plant Vinkovci Water Supply and Sewerage Ltd. has planned to build solar power plants at 6 sites during the implementation of the XDegree project, whose main objective is the exploitation of renewable energy sources and energy efficiency in the cross-border area. The construction of a solar power plant within the Waste Water Treatment Unit (WWTU) Ivankovo was completed in spring 2018, while the ones within the WWTU Otok and the Distribution Centre Kanovci were built in autumn. The installations are being connected, which will be followed by a trial run. The plan is to complete the power plants and commission them in early 2019. The purchase and installation of solar panels were funded by grants provided as part of the Interreg-IPA Cross-Border Cooperation Programme Croatia-Serbia. Equipping a new laboratory for the quality analysis of biomass: Preparation of an analytical study on the potentials of renewable energy sources as part of the activities implemented by the European Affairs Fund of Autonomous Province of Vojvodina. Preparation of analytical study: Preparation of an analytical study on the potentials of renewable energy sources as part of the activities implemented by the European Affairs Fund of Autonomous Province of Vojvodina. Study visit of students of the Faculty of Technical Sciences to the facility in Vinkovci within the XDEGREE project: Within the framework of the XDEGREE project, which is being co-financed under the INTERREG IPA CBC Croatia-Serbia 2014-2020, there was a study tour for the students of the Faculty of Sciences of the University of Novi Sad to the facilities of Vinkovci Water Supply and Sewerage Ltd. on 28 November. During the implementation of the XDEGREE project, the company has built 6 solar power plants. The solar panels were procured and installed in 2018, and the Kanovci distribution centre, which the students visited, has an installation on the roof with a total capacity of solar panels of 76.18 kWp with an output of 134 kW to the distributor network. The students had the opportunity to learn about the process of wastewater treatment and see the SCADA system monitoring the operation of the water plant. They were also informed about the future goals and plans of the water utility company to build a biogas plant and improve its energy efficiency, which was also the main objective of the XDEGREE project: to increase the energy independence of public utility companies through the use of renewable energy sources and a better use of biomass. Study visit of students of the Faculty of Agriculture to the biogas plant in Sombor: The students of the Faculty of Agriculture of the University of Novi Sad visited the biogas plant of the PUC “Vodokanal” in Sombor on 27 November within the framework of the XDEGREE project, which is being co-financed under the INTERREG IPA Cross-border Cooperation Programme Croatia-Serbia 2014-2020. The students had the opportunity to learn about the process of biogas production from wastewater and maize silage using anaerobic digestion, as well as to see a new biogas generator, from which biogas is used for heating the digesters and generating additional electricity. They visited the mobile laboratory where brand new recipes for biogas production from various gratis biomass sources are experimentally used. After 29 months of implementation, the XDEGREE project is entering its final phase and is to end on 14 January 2020. The results of the project achieved at PUC “Vodokanal“ Sombor in accordance with the analytical study developed as part of the activities of the European Affairs Fund of AP Vojvodina are already examples of good practice to other companies and research institutes having the same or similar scope of activity and will allow the development and implementation of similar innovative projects in the future.

Expected Results (EN): Energy consumption by public buidings in the programme area.

Expected Outputs (EN):

The construction of 380kW solar power and cogeneration plant with 200kW electric and 230kW heat power, powered by biogas produced from waste water, directly affects the indicator of program results by increasing the total installed power generating capacity using renewable energy sources and by reduction of direct energy requirements from classical sources. Increasing the production capacity of biogas plant from 1700 m3/day to 3000 m3/day increases the total quantity of produced "green energy" which will be used for UC’s own consumption, and with perspective for using in public heating system and hot water distribution service which directly lowers participation of classical energy sources in the consumption of public facilities. Working out of technical documentation for the construction of biogas and cogeneration plant in the VWSS and solar power plant in VS set up preconditions for physical realization of these facilities, which will have a lasting effect after the ending of this project. This means that this project is only part of a long development process towards maximal energy efficiency and complete energy independence of partners. Establishing of mobile laboratory directly affects the indicator of programme results because the optimization of biogas production opens the possibility for large-scale use for various purposes. Also, it allows all stakeholders to develop recipes for its biogas plant, optimize its operation, and maximize their production of biogas.
