Veiligheid in de haven is een basisvoorwaarde om het volledige functioneren ervan te garanderen. Nederlandse en Vlaamse havens kampen echter met ladingdiefstallen en de transmigratie in, op en rond Calais zorgt voor nieuwe uitdagingen in de havens zoals Oostende. De noodzaak om op zoek te gaan naar innovatieve veiligheidsoplossingen is groot. ‘PASSAnT’ zet in op experimentele ontwikkeling van anomaliedetectie rond vrachtwagens, treinen en schepen. Camerasensoren zullen geïnstalleerd worden op relevante locaties in de havens van Oostende en Moerdijk. Deze data wordt gebruikt om het ‘machine learning’ systeem te leren wat normale en vreemde patronen zijn. Algoritmen worden ontwikkeld voor complexe beeldanalyses zoals het herkennen en classificeren van mensen en voertuigen, het meten van snelheid, herkenning van kentekens, enz. Het systeem zal leren om personen, fietsers, wagens en vrachtwagens van elkaar te onderscheiden op een zeer gedetailleerd niveau en zal bijvoorbeeld het type en model van een voertuig kunnen onderscheiden, net als de kleur, de snelheid van beweging en het kentekennummer. Afwijkende patronen zoals onbevoegde personen, pogingen tot ladingdiefstal, inklimming en smokkel kunnen op die manier vroegtijdig en automatisch worden gedetecteerd. Om ladingen te beschermen wordt daarnaast ingezet op de ontwikkeling van geavanceerde ‘slimme’ zeildoeken dat een alarm genereert van zodra een poging tot inbraak wordt ondernomen. Daarnaast zal geavanceerd hek- en sluitwerk van Betafence op diverse sites in havengebieden geplaatst worden. Deze verschillende systemen zullen door Securitas worden verbonden zodat in een test-meldkamer permanent signalen opgevolgd kunnen worden. Al deze oplossingen die ‘PASSAnT’ genereert, kunnen in een later stadium op maat gemaakt worden voor andere havens, terminals of bij uitbreiding bedrijventerreinen.

Safety in the port is a basic condition to guarantee its complete functioning. However, Dutch and Flemish ports are faced with cargo thefts and the transmigration in, on and around Calais creates new challenges in the ports of Ostend and Zeebrugge. The need to look for innovative security solutions is great. 'PASSAnt' focuses on the experimental development of anomaly detection around trucks, trains and ships. Camera sensors will be installed at relevant locations in the ports of Ostend and Moerdijk. This data is used to teach the 'machine learning' system what are normal and strange patterns. Algorithms are developed for complex image analyses such as recognizing and classifying people and vehicles, measuring speed, recognition of license plates, etc. The system will learn to distinguish between people, cyclists, cars and trucks at a very detailed level and, for example, will be able to distinguish the type and model of a vehicle, as well as the color, the speed of movement and the registration number. Deviating patterns such as unauthorized persons, attempts at cargo theft, climbing and smuggling can thus be detected early and automatically. In order to protect loads, the project is also working on the development of advanced 'smart' tarpaulins that generate an alarm as soon as an attempt to burglary is made. In addition, advanced fence and locks from Betafence will be placed on various sites in port areas. These different systems will be connected by Securitas so that permanent signals can be monitored in a test control room. All these solutions that are generated by 'PASSAnt' can be tailor-made at a later stage for other ports, terminals or by extension of business parks.

Achievements (NL):

Havens zijn belangrijke logistieke knooppunten met grote economische waarde. Ook criminelen proberen hiervan te profiteren. Daarom moet werk gemaakt worden van een geavanceerde aanpak zonder dat die de operationele activiteiten van de havens belemmeren of beperken. Een tiental publieke en private partners experimenteren sinds 2018 in de havens van Oostende en Moerdijk met innovatieve oplossingen om deze criminaliteitsfenomenen tijdig te ontdekken of onveilige situaties onmogelijk te maken. Sioen industries ontwikkelt samen met Securitas een dekzeil voor vrachtwagens dat bestand is tegen inklimming en diefstal. Sinds juni 2019 rijdt al één truck met een eerste proefversie op de Europese wegen. Vanaf april 2020 rijdt een drietal trucks met geüpdatete en verschillende proefversies van het dekzeil rond. Vinotion, de Technische Universiteit Eindhoven en Omines internetbureau werken aan slimme camerasoftware die op basis van AI en deep learning in staat moet zijn om objecten te her-identificeren en afwijkingen ten opzichte van ‘het normale’ te detecteren. Sinds het begin van het project werken zij volop aan de ontwikkeling van de software en het aanleren van de technologie, met de bedoeling de correctheid en efficiëntie zo maximaal mogelijk te krijgen. In het voorjaar 2020 willen de partners de volgende stap zetten van labo-setting naar het werkveld. Betafence installeerde in oktober 2019 een innovatief hekwerk in haven Oostende. Deze fencing is enerzijds bestand tegen alle types weersomstandigheden en anderzijds in staat om overklimming en sabotage te detecteren om het gebied maximaal te beveiligen. PASSAnT wil na afloop van het project (eind 2020) beschikken over een nieuw wapen in de strijd tegen mensen-, drugs- en explosievensmokkel. Met Europese steun ontwikkelen een aantal bedrijven en kennisinstellingen uit België en Nederland, gecoördineerd door Iungos -het vroegere INNOS-, het innovatienetwerk van het Belgische Vias institute, en het Nederlandse DITSS, Dutch Institute for Technology, Safety & Security, een hoogtechnologische totaalaanpak voor het detecteren van afwijkende patronen met behulp van slimme dekzeilen, innovatieve hekwerken en dataverwerkende camera’s. Het project PASSAnT heeft veel media-aandacht ontvangen na de drie persconferenties in dagbladen en in diverse branchegerelateerde vakbladen zowel schriftelijk als online. Vele evenementen en werkgroepen vooral van politie, wetenschap en havenbedrijven hebben presentaties gevraagd en gekregen over het project. Tevens zijn diverse filmpjes gemaakt om het project visueel inzichtelijk te maken. Tijdens een slotseminar van het project PASSAnT op 15 april 2021 zijn de resultaten van het project getoond. Achievements (EN):

Ports are important logistics hubs with great economic value. Criminals are also trying to take advantage of this. It is therefore necessary to adopt an advanced approach without hampering or restricting the operational activities of the ports. Since 2018, a dozen public and private partners have been experimenting in the ports of Ostend and Moerdijk with innovative solutions to detect these crime phenomena in a timely manner or to make unsafe situations impossible. Sioen industries, together with Securitas, develop a tarpaulin for trucks that can withstand ascent and theft. Since June 2019, one truck already operates with a first trial version on European roads. From April 2020, three trucks with updated and several trial versions of the tarpaulin will be driving around. ViNotion, Eindhoven University of Technology and Omines internet agency are working on smart camera software based on AI and deep learning to be able to re-identify objects and detect deviations from ‘the normal’. Since the start of the project, they have been working on the development of the software and the learning of the technology, with the aim of maximising the correctness and efficiency. In spring 2020, the partners want to take the next step from lab setting to the field of work. Betafence installed an innovative fencing in Ostend in October 2019. On the one hand, this fencing is resistant to all types of weather conditions and on the other hand is able to detect overcrowding and sabotage in order to maximise the protection of the area. Passant wants to have a new weapon in the fight against human, drug and explosives smuggling after the end of the project (end of 2020). With European support, a number of companies and knowledge institutions from Belgium and the Netherlands, coordinated by Iungos — the former INNOS — the innovation network of the Belgian Vias institute, and the Dutch DITSS, Dutch Institute for Technology, Safety & Security, are developing a high-tech overall approach to detecting abnormal patterns using smart tarpaulins, innovative fencing and data processing cameras. The PASSAnT project has received a lot of media attention after the three press conferences in daily newspapers and in various industry-related trade journals, both in writing and online. Many events and working groups mainly from police, science and port companies have asked and received presentations about the project. Several films were also made to make the project visually visible. The results of the project were shown at a final seminar of the PASSAnT project on 15 April 2021.
