Maritime Spatial Planning (MSP) is a new type of a sustainable marine governance stipulated by an EU Directive in 2014. MSP is a cornerstone of the EU Blue Growth strategy and EU Integrated Maritime Policy. It requires new skills and new types of knowledge. To date, only two MSP trainings have been organised in the South Baltic Area (SBA)(VASAB and Baltic University Programme in 2013 and BonusBaltSpace in 2016). However, the attendees were mainly members of maritime administrations and some PhD students, while representatives of entities affected by MSP (local/regional governments, businesses, sectoral agencies, NGOs) were absent. The current project aims to fill this gap. The project aim is to increase the quality of the labour force engaged in MSP dialogue and the number of people who understand the impact and influence of marine governance in their daily work related to blue growth. This will be done by cross-border training and networking according to the jointly prepared SBA training curricula with a focus on national specificities. Therefore, a key target group is professionals at local/municipal administrative levels, from companies and communities and students who plan to work in the field of blue growth stimulation. The project will make a significant contribution to the implementation of the EU Strategy for the Baltic Sea region (EUSBSR), Europe 2020 and the "Blue Growth" strategy.

Expected Results (EN):

The work plan will be executed using innovative methods. During the preparatory stage, interactive methods such as world cafes and citizens’ juries that support discussion and consensus building will be applied since they foster better target group engagement. The problem-oriented training will be based on case studies and small group work. Trainees will develop solutions for marine governance problems and compare different proposals, which will permit groups to choose the best solution. The maritime administration will participate in trainings to better understand the end-users of MSP and to establish relations with those who will potentially be affected by MSP. The lessons learned will be developed with the active engagement of target groups that will be approached online. Face-to face meetings will also be held to verify lessons learned. The SEAPLANSPACE portal will be used to match people with the necessary skills with potential employers. All these will permit achieving project objectives of increasing the size of the SBA skilled labour force engaged in MSP and sustainable marine governance.

Expected Outputs (EN):

1) 2 training courses programs (including 6 curriculla and 6 manuals) - available at the SEAPLANSPACE portal. 2) Marine governance network consisting of 20 organisations from academia and the public sector expertising in marime spatioal planning. 3) Labour market partcipants furnished with new skills related to MSP. 4) Labour market entrants (e.g. students) furnished with new skills related to MSP.
