Description (EN):

As pillar of MARPOL, the EU Port Reception Facility (PRF) directive obliges ports providing adequate PRF, ships delivering waste in the port and recommends a cost recovery system (CRS) as an incentives. IMO has also developed a PRF database, a user service. The IMO Ballast Water Management Convention (BWMC) entered into force on September 2017. Despite regulations, discharge at sea is still practiced. Port users complain about the variability, cost and lack of adequate port discharge facilities. BLUEPORTS aims to provide a practical support to the ESSF/EMSA, using the Atlantic Area as a physical platform and its maritime community as a resource to design, prototype, test and demonstrate the “ideal” PRF and services for oiled and ballast water (as first concern). The overall goal is to create awareness and motivation within the maritime community to stop discharge at sea by designing in consensus the "Blue Port Services" for 2020 and beyond. The project will create a cooperation framework and network for all parties by addressing users, providers and policy makers. The project emphasizes innovation: in techniques, to reduce operation time, in financial instruments to facilitate investment and adjust service costs and in user friendly booking services.

Achievements (EN):

The EU Port Reception Facility directive obliges ports to provide adequate port reception facilities for ships waste. The International Maritime Organisation Ballast Water Management Convention entered into force. The Water Framework Directive engages all parties including ports to monitor sea water quality. Despite regulation maritime transport is still a source of marine pollution, hardly assessed in ports. What could be done beyond regulations? The BLUEPORTS project concentrated the question on ports. It aimed to provide practical support to policy makers, at all levels, using the Atlantic Area as a platform and its maritime community as a resource to design, prototype, test and demonstrate attractive port services. The overall goal was to raise awareness and motivation of all concerned parties to act. With that purpose, the project created a cooperation framework for all parties by addressing users, providers and policy makers. The result is a “Blue Ports” Network of 270 members. It implemented a series of pilots: a mobile port facility for treatment of ballast water, an innovative oily water treatment process, digital applications for risk and quality assessment in ports, baselines of business plans for investors, a knowledge database and e-training tools. BLUEPORTS has managed a strong sensitization of the maritime community, through events and demonstrations organised in partner ports. The consortium delivered its recommendations during a working session organised by the European Parliament and the Conference of Peripheral Maritime Regions with representatives of the European Commission, the European Maritime Safety Agency, public, private and scientific actors. Further cooperation actions and programms were born from this meeting. The Atlantic is now a leader area of the “Blue Ports” spirit and brand. Expected Results (EN):

- A strong sensitization of the Atlantic maritime community (80 % mobilized in 3 years measured through workshops, demos, awareness actions); - An effective reduction (target: 50%) of oil and ballast discharges at sea measured by quality indicators; - Easier location and access to port reception facilities (users feedbacks); - Decision of ports and public authorities to invest in advanced Port Reception Facilities (measured by a final survey, follow up projects); - Atlantic as leader "Blue Ports" area (adhesion to the network and brand).

Expected Outputs (EN):

- A pilot innovative oil treatment process; - The InvaSave mobile ballast water Port Reception Facilities (PRF) demonstrated in 5 ports; - A pilot digital "location, booking, reporting" application; - A knowledge database, e-training tools; - A sustainable "Blue Ports" Task Force, network, web site, action plan; - A contribution to the PRF revision agreed with European Maritime Safety Agency/European Sustainable Shipping Forum; - Recommendation and best practice document for policy makers for the implementation of the International Maritime Organisation/ Ballast Water Management Convention; - Recommendation document to EU/national decision makers to motivate provision/ use of PRF.
