The main objective of the project is to ameliorate energetical performances of public buildings on the cross-border territory, thorough the diffusion of new eco-construction models, based on valorisation of resources and local sectors. The project give a sustain to building sector, deeply touched these last years by a crisis, and promote a reconversion in terms of innovation and environmental durability. The objectives of the project are: • Enforce local cross-border sector of eco-material production used in the eco-construction, to ameliorate energetical performances of public buildings. • Encourage the adoption of innovative procurement (Green Public Procurement) and systems of control and of measures of energetical performances of public building. • Enforce the number of French and Italian industries using eco-material and innovative material coming from corss-border sectors and the application of innovative technologies of information and communication for the energetical requalification of public buildings.

L’obiettivo generale del progetto è il miglioramento delle prestazioni energetiche degli edifici pubblici sul territorio transfrontaliero attraverso la diffusione di nuovi modelli di bioedilizia fondati sulla valorizzazione delle risorse e delle filiere locali. Il progetto fornisce un supporto all’edilizia fortemente colpita dalla crisi economica di questi ultimi anni e favorisce una riconversione di questo settore in termini di innovazione e sostenibilità ambientale. Gli obiettivi del progetto sono: il rafforzamento delle filiere locali transfrontaliere per la produzione di eco-materiali impiegabili in bioedilizia per il miglioramento delle prestazioni energetiche degli edifici pubblici; l'incremento dell’adozione di procedure innovative di appalto pubbliche (Green Public Procurement) e sistemi di verifica e misura delle prestazioni energetiche degli edifici pubblici; l'incremento del numero di imprese italiane e francesi che utilizzano eco-materiali e materiali innovativi provenienti dalle filiere transfrontaliere e dall’applicazione delle tecnologie innovative di informazione e comunicazione per la riqualificazione energetica degli edifici pubblici.

L’objectif général du projet est l’amélioration des performances énergétiques des édifices publics sur le territoire transfrontalier, à travers la diffusion de nouveaux modèles d’écoconstruction, fondés sur la valorisation des ressources et des filières locales. Le projet apporte un soutien au secteur de la construction, fortement touché ces dernières années par la crise, et favorise ainsi une reconversion en termes d’innovation et de durabilité environnementale. Les objectifs du projet sont : - De renforcer les filières locales transfrontalières de production d’éco-matériaux employés dans l’écoconstruction, afin d’améliorer les performances énergétiques des bâtiments publics ; -D’encourager l’adoption de procédures innovantes de marché publics (Green Public Procurment) et de systèmes de contrôles et de mesures des performances énergétiques des bâtiments publics ; -De permettre d’accroître le nombre d’entreprises italiennes et françaises qui utilisent les éco-matériaux et matériaux innovants provenant des filières transfrontalières et de l’application des technologies innovantes de l’information et de la communication pour la requalification énergétique des bâtiments publics.

Expected Results (EN):

Activities of the project are developed on three main thematic: the enforcement of the built cross-border patrimony, the validation of an EcoBati method based on development of criteria of environmental primes and the sharing of knowledges thorough actions of communication and rising awareness A particular attention is given to local cross-border sectors of buildings: with a definition, analyse and identification of local products with environmental certification, by the definition of eco-compatible products for building construction and the development of an Eco-Bati prime system for bio-sourced material. Actions of communication are also an important part of the project, thorough a rising awareness towards industries of the sectors and technicians of public administrations. Some activities are also built for public thanks to communication campaign on this topic. La phase d’expérimentation du projet prévoit la réalisation de quatre chantiers pilotes, intéressants en tant que modèles mais aussi comme incitation à l’utilisation de matériaux biosourcés. Toutes les phases de travaux seront documentées à travers des vidéos et photos qui seront diffusées sous forme de contenu e-learning, avec l’objectif de promouvoir les connaissances acquises. The experimental phase of the project prevents the realisation of four pilot works, interesting as models but also as an invitation to use bio materials. All these phases of work will be documented thorough videos ans photos which would be diffused as e-learning content, with the objective to promote acquired knowledges. The main results expected are: • The increasing of environmental certification of materials in the local cross-border sector • The formation of technical staff of public administration to give them adequate competences to Green Public Procurement procedure management • The implication of industries to allow a raising of skill competences in the use of eco-materials produced by local cross-border sector.

Expected Results (IT):

L’attività progettuale si sviluppa su tre temi principali: il rafforzamento della cultura edilizia transfrontaliera, la validazione di una metodologia EcoBati basata sullo sviluppo di criteri di premialità ambientali e la condivisione delle conoscenze attraverso azioni di comunicazione, divulgazione e sensibilizzazione. Particolare attenzione verrà dedicata alle filiere locali edili transfrontaliere: grazie alla definizione, analisi e identificazione di prodotti locali senza certificazione ambientale, nonché attraverso la definizione di prodotti eco-compatibili per attività edili e allo sviluppo di uno schema di premialità EcoBati per eco-materiali. Le azioni di comunicazione rappresentano una parte importante del progetto, attraverso una informazione particolare nei confronti delle imprese del settore e dei tecnici delle pubbliche amministrazioni. Altre attività coinvolgono il pubblico generalista con campagne di sensibilizzazione su questo tema. Interessante anche la fase di sperimentazione del progetto che prevede la realizzazione di quattro cantieri pilota sia a carattere dimostrativo che come incentivo per l’adozione di eco-materiali. Tutte le fasi dei lavori verranno documentate attraverso video e foto che verranno poi divulgati in forma di materiale e-learning con l’obiettivo di promuovere le conoscenze acquisite. I principali risultati attesi del progetto: Un aumento delle certificazioni ambientali di prodotto all’interno delle filiere locali transfrontaliere; La formazione del personale tecnico delle pubbliche amministrazioni affinché possa raggiungere adeguate competenze professionali per la gestione delle procedure di Green Public Procurement; Il coinvolgimento delle imprese affinché possano acquisire adeguate competenze per l’utilizzo di eco-materiali prodotti dalle filiere locali transfrontaliere.
