Description (DE): Das Ziel jedes Gesundheitsdienstleisters ist eine verbesserte Patientenversorgung. Das Projekt Codex4SMEs (Companion diagnostics expedited for SMEs) strebt durch die zunehmende Einführung von Personalisierter Medizin (PM) eine bessere Gesundheitsversorgung in NWE und darüber hinaus an. PM verspricht "das richtige Medikament, in der richtigen Dosis, zur richtigen Zeit, am richtigen Patienten" und kann dadurch Einsparungen im Gesundheitswesen bewirken. Für optimalen Einsatz von PM ist eine Begleitdiagnostik (BD) unerlässlich. Allerdings existieren Begleitdiagnostik-Tests aktuell nur für wenige Therapien (1% in DE).
Ein starker Anstieg im globalen PM-Markt wird auch den BD-Markt ankurbeln. NWE KMUs als Innovationstreiber haben das Potential, diesen Markt auszuschöpfen. Dennoch ist NWE im Vergleich zu den USA nicht wettbewerbsfähig. Gründe dafür sind:
- Noch keine etablierte EU-Regulierung (neue IVD Direktive tritt 2020 in Kraft),
- Hohe Entwicklungskosten (> 5 Mio),
- Lange Entwicklungsdauer (> 5 Jahre).
Die USA sind uns bei der Gestaltung einer kommerziell attraktiven Marktstruktur und Regulierung weit voraus. Das Codex4SMEs-Projekt plant, ein Netzwerk von 11 Partnern aus sieben Ländern (DE, FR, NL, UK, IE, LU und AT als nicht-NWE-Gebiet) zu etablieren. Das Projekt wird in drei Phasen - Inkubation, Beschleunigung und Wachstum - Unterstützung entlang der Wertschöpfungskette von BD anbieten. Die Partner planen ca. 200 SMEs aus dem BD-Bereich in das Projekt zu involvieren. Davon werden 46 Firmen durch Zugang zu spez. Know How, Probenmaterial bzw. zu einem Validierungsservice für Biomarker den TRL ihrer BD-Produkte mindestens um eine Stufe anheben. Für vier Firmen wird sogar die Fertigentwicklung eines neuen Produkts noch während der Projektlaufzeit angestrebt. Nach Projektende sollen das Netzwerk und die Angebote für KMUs selbsttragend fortgeführt werden. Ziel ist es, dass sich mind. 100 zukünftige Mitglieder/Sponsoren schriftlich verpflichten.
Read more Description (FR): L’amélioration du service rendu aux patients est un objectif majeur pour les agences nationales de santé. Le projet Codex4SMEs (Companion Diagnostics expedited for SMEs) souhaite répondre à cet enjeu par une plus grande adoption de la médecine personnalisée (MP) sur le territoire ENO et au-delà. La MP promet en effet d’offrir à chaque patient le bon traitement, au bon moment et à la bonne dose, pour des coûts de santé optimaux. Les tests diagnostic compagnons (Cdx) sont un élément clé pour optimiser la mise en place de cette MP, mais seul un nombre très faible de thérapies sont actuellement prescrites avec un Cdx – 1% en DE. Le marché des Cdx bénéficiera de celui en plein essor de la MP, et les PMEs du territoire ENO peuvent en tirer pleinement profit en tant que leaders innovants dans le diagnostic. Cependant cette région ne peut encore rivaliser avec les USA dans la mise sur le marché des Cdx et dans l’établissement d’un cadre règlementaire et commercial attractif:
- Reglementation europennne non établie (nouvelle Directive sur les DIV effective en 2020),
- Coûts de développement élevés (>5 M€),
-Durée du projet (> 5ans).
Codex4SMEs établira un réseau de 11 partenaires à travers sept pays (DE, FR, NL, UK, IE, LU, et AT – hors ENO). Le projet soutiendra les PMEs tout au long de la chaîne de valeur des Cdx à travers trois phases - incubation, accélération et croissance.
L’objectif du consortium est d’impliquer près de 200 entreprises du secteur dans le projet dont au moins 46 passeront à un TRL supérieur dans leur développement de produit à travers un transfert de connaissance, un accès à des échantillons et une validation de biomarqueurs facilités.
De plus, 4 nouveaux produits seront finalisés d’ici la fin du projet grâce à l’aide apportée par Codex4SMEs. Enfin, l’autofinancement et viabilité du réseau ainsi que la pérennisation des services aux PMEs seront assurés par 100 lettres d’intérêts collectés de futurs membres et sponsors.
Read more Description (EN): All healthcare providers aim to deliver improved patient outcomes. The Codex4SMEs (Companion diagnostics expedited for SMEs) project plans to improve healthcare by enhanced adoption of Personalized Medicine (PM) in NWE and beyond. PM promises to deliver “the right drug, at the right dose, at the right time, to the right patient” with important cost-savings in public healthcare. Companion diagnostics (Cdx) are an indispensable tool for optimum application of PM, but currently only few therapies (1% in DE) are accompanied by Cdx tests.
A strong growth of the global PM market will also drive growth of the Cdx market. NWE SMEs, as diagnostics innovation drivers, have a strong potential to exploit this market. However, NWE is not competitive with the USA in the implementation of Cdx.
Reasons are:
- EU regulation not yet established (new IVD Directive becomes effective in 2020),
- High development costs (> € 5 m),
- Project length (> 5 years).
The USA are far ahead of NWE in creating a commercially attractive regulatory & market structure.
Codex4SMEs will establish a network of 11 partners from seven countries (DE, FR, NL, UK, IE, LU and AT as non-NWE participant). The project will support SMEs along the Cdx value chain in the three phases incubation, acceleration and growth. Partners aim to involve around 200 SMEs in the field of Cdx into the project. 46 of those will have increased the TRL levels of their Cdx products at least 1 level through the support in knowledge transfer/sample access and biomarker validation. At least four SMEs will finish the development of a new product already during the project duration thanks to Codex4SMEs. Finally, the long term sustainability of the network and the support services for SMEs beyond the project will be ensured by collection of at least 100 letters of intent from future members/sponsors.

Expected Outputs (EN): Cdx development takes over 5 years and costs €5m+. Partner regions have 300+ SMEs working in the field representing 3900+ jobs. With up to 66% of SMEs having products at TRL of 4 or more, the project aims to get the TRLs of their products up to 7-8.
