Das Projekt behandelt ein Problem vieler Europäischer Städte: Wie können angesichts steigender Immobilienpreise die Wohnbedürfnisse der geringer Verdienenden gesichert werden? Und wie können Wohnviertel mit hohem sozialem Zusammenhalt geschaffen werden, ohne Haushalte mit niedrigem Einkommen auszuschließen? Das Projekt geht das Thema in 4 Pilotstädten an: Brüssel, London, Gent und Lille. Diese experimentieren mit einem innovativen Wohnungsmodell, den Community Land Trusts (CLTs). Durch die Einführung von 4 CLTs wird das Projekt dazu beitragen, geringverdienenden Bevölkerungsschichten langfristig Wohnraum zur Verfügung zu stellen, die Bewohner aktiv in die Verwaltung ihrer Nachbarschaft einzubeziehen und aus den gewonnenen Erfahrungen Nutzen zu ziehen, in dem die Ausweitung des Models in der NWE Region erleichtert wird. Dieses wird folgendermaßen erreicht: - Aufbau von 4 Pilot-CLTs, demokratisch organisierte, gemeinnützige Organisationen, die die Wohnanlagen verwalten, - Umsetzung legaler und ökonomischer Mechanismen, die die dauerhafte Bereitstellung bezahlbarer Wohnpreise garantieren, - Sensibilisierung für die Möglichkeiten des CLT-Modells zur der Schaffung bezahlbarer Wohnungen durch direkten Machbarkeitsnachweis, - Ermutigung von Peer-to-Peer Austausch, Entwicklung und Verbreitung von optimierten Methoden und Instrumenten, - und Einführung einer erfolgreichen CLT Bewegung in der gesamten NWE Region. Das Projekt wird die bestehende Situation verändern, in dem es 4 Pilot-CLTs die Gründung oder Konsolidierung ermöglicht. Nach dem Ende des Projekts werden die Ergebnisse in den Pilotstädten bereitgestellt, die zu diesem Zeitpunkt von den gut strukturierten und funktionierenden CLTs profitieren und fähig sein werden, weitere Städte in Europa beim Aufbau von CLTs zu unterstützen. Dieses wird die CLTs als ein Werkzeug zur Bekämpfung der europäischen Wohnungskrise stärken.

Le projet cible un problème présent dans de nombreuses villes européennes : comment loger les personnes à faible revenu alors que les prix des logements ne font qu’augmenter ? Quatre villes d’Europe du Nord – Ouest de plus de 10000 habitants : Bruxelles (B), Londres(GB), Gand (B) et Lille(F) expérimentent un nouveau modèle de logement innovant appelé Community Land Trust (CLT) pour répondre à cet enjeu. Les CLT ont vocation à promouvoir du logement durablement abordable grâce à une dissociation entre le foncier et le bâti, et en s’appuyant sur la participation des habitants. Actuellement, Ces innovations restent marginales en Europe du Nord Ouest et touchent faiblement les secteurs urbains : il n´y a que 33 CLT urbains, dont 30 en Angleterre et au Pays de Galles (les 3 restants sont en Belgique et en France). Il s’agit d’un mouvement récent et encore fragile. Cette innovation connaît cependant un intérêt croissant à différentes échelles. La période est favorable pour passer d’un modèle de « niche » à un mode commun pour produire une offre et un stock de logement abordable à tous. Le projet vise ainsi à: 1) prouver l’efficacité du modèle; 2) créer un environnement politique, règlementaire et financier favorable pour les CLT à différentes échelles, locale, régionale et nationale, et 3) essaimer le modèle et mouvement dans toute la région. Les principaux résultats du projet seront: 1) consolider les quatre CLT pilotes 2) aider par un système d’amorçage au démarrage de 20 nouveaux CLT urbains; 3) contruire un espace d’échanges structuré 4) Elaborer un guide financier pour soutenir les CLT. A long terme le projet vise un environnement politique, réglementaire et financier favorable au développement de logements durablement abordables en Europe du Nord Ouest. La finalité est le développement de 500 CLT urbains représentant 7000 logements et 21 000 personnes.

The project seeks to address the growing problem with housing affordability found in many cities in the NWE region, by supporting the establishment of more and successful Community Land Trusts (CLTs), initially in four cities to prove the concept; - Brussels (Be), London (England), Ghent (Be) and Lille (Fr) - and then in cities (above 10,000 inhabitants) across the region. CLTs are democratic community-based organisations that develop and manage homes that are affordable to people on low and median incomes and remain affordable. CLTs create cohesive neighbourhoods through ongoing affordability and extensive community and resident involvement. The CLT sector in the NWE region is underdeveloped and unevenly spread - there are only 33 urban CLTs, of which 30 are in England and Wales (the remaining 3 are in Belgium and France) - and, where CLTs are present, the movement is still fragile. However, there is a growing interest in this innovative approach amongst communities and authorities and significant potential for CLTs to move from a niche model to a mainstream option for housing supply and urban renewal. To achieve that the project aims to 1) prove the concept; 2) create a supportive local, regional and national policy, funding and regulatory environment for CLTs, and 3) build a movement across the region. The main outputs of the project will be: 1) four successfully established pilot CLTs; 2) a voucher scheme leading to the start-up of 33 new urban CLTs; 3) a shared online platform and, 4) a policy paper on financial gaps and a financial guide for CLTs. The long-term effect of the project will be achieved through a supportive funding and policy environment in all parts of the region, a growing widespread awareness of CLTs, and an infrastructure of support for new CLTs. That will ultimately lead to 500 urban CLTs, 7000 urban CLTs homes delivered, and 21000 people housed.

Expected Outputs (EN):

There are 33 established Urban CLTs in Europe, including 30 in England and Wales, 1 in Lille, 1 in Brussels and 1 in Ghent. Urban CLTs to date have developed 62 homes (53 in England and Wales; 9 in Brussels). France has legislation enabling the creation of CLTs. There is no legislation or enabling policy in the rest of the region but the British Government has pledged £300m (£60m per annum) for community-led housing and the Brussels region has integrated CLTs into its housing investment plan.
