Description (EN):

The TACTICAL TOURISM project aims to unify all the Regions of the Cross-Border area by creating a network of bodies capable of materialising policies and actions for the preservation of the cultural and natural resources in the interests of touristic development. In fact, this project was initiatied by the legal representatives of all seven regional authorities of the region (Regional Councils of Vlore, Berat, Gjirokaster and Korce in Albania, Regions of Ionian Islands, Epirus and Western Macedonia in Greece). The provisional consortium decided to prioritise the actions included in this proposal selecting those that would have the biggest impact in assisting tourism within the available budget, whereby the final consortium was agreed upon the basis of the bodies that were best fitted to implement the proposed actions. The overall objective of this proposal is to perform targeted actions that promote tourism through the preservation and sustainable exploitation of the cultural and natural resources. The main outputs of the project can be categorised in three clusters: (1) The creation of new touristic points of interest such as the reconstruction of the birth-house of Ali Pasha in Tepelene and turning it into a Museum, The restoration of a building in Lefkas and turning it into a Cultural Center, a museum in the island of Lazareto in Corfu, and the creation of two diving parks in Thesprotia and Preveza (2) The improvement of accessibility to touristic points of interest such as a Footbridge in Tepelene and the island of Lazareto in Corfu, and (3) to focus on the preservation of cultural heritage such as byzantine churches in Kastoria, the legend of Ali Pasha, the beautiful paved neighborhoods of the UNESCO protected city of Berat. Another unifying aspect of this project is that it brings together all the UNESCO protected cities in the cross-border region (Corfu, Gjirokaster & Berat), creating another important cluster along with the city of Kastoria, aiming to join them through the actions of this project. The main novelty about the project is that for the first time all cross-border regioanal autorities come together to work on a single cause: assisting touristic development by creating the infrastructure and basis for it to flourish. This is extremely important, and even though all the actions do not necessarily immediately connect with each other, they are in fact pieces of the same greater puzzle. This will be for the benefit of the general public, for tourism, and particularly for touristic activity and entrepreneurial efforts related to tourism in the entire programme area.

Expected Results (EN):

The project will result in a robust association of bodies being able to specialise the development strategy for tourism, and also able to implement it. The particular project results from each of the implemented actions will contribute to the result indicators of the programme (some immediately and some with time). The results that will immediately contribute to the expected number of visits are those creating new points of interest, namely the new museums in Tepelene and Lazareto, and to a lesser extent the cultural center in Lefkas. The other actions will also contribute to the result indicators in due course. The migliorization of the touristic area of Berat, and the restoration of Byzantine churches does not directly help the increase in tourism, but it contributes to an improved touristic experience, which in time improves the touristic influx. The creation of alternative tourism activities such as the diving parks will in time be a great contributor to the increased in specialised "high end" tourism, while the classification of a city as a UNESCO protected city raises its image and has benefits beyond those of preservation.

Expected Outputs (EN):

The first expected output relating to the project activities is the cooperation between all the regional authorities and expert bodies for the development of touristic infrastructure for the benefit of sustainable touristic development. This will be achived by individual actions per partner. LB1 will reconstruct the birth house of Ali Pasha in the village of Becisht in Tepeleni and then turn it into a museum for Ali Pasha. Furthermore, it will facilitate pedestrian access to it by constructing a footbridge from the central square of Tepelene leading to the bridge of Ali Pasha on the river Vjose. In case of approval of the project, the Albanian government will fund the restoration of the road leading to the village accross Tepelene. PB2 will restore a building in Lefkas and turn it into a Cultural Center, and facilitate access and create a museum in the island of Lazareto in Corfu. PB3 will work on restoration studies on Byzantine churches of the region of Kastoria, and will perform restoration works on a selected church. PB4 will perform restoration works in the paved roads of the UNESCO protected area within the city of Berat. PB6 will make all the necessary studies leading to licencing of two diving parks for the regional units of Thesprotia and Preveza. PB7 will make all the necessary studies to create the application folder for Kastoria to become a candidate city for UNESCO. These actions will be supplemented by informational events, leading to two international conferences on tourism promotion in the cross-border area. Within the actions of the project there will also be novel uses of ICT technology to promote selected touristic destinations.
