Description (EN):

Sturgeons and other migratory fish species represent a historic, economic and natural heritage of the Danube River Basin and are indicators of the ecological status of aquatic ecosystems, especially of the functionality of ecological corridors. Their populations have suffered substantially from overfishing, pollution, habitat destruction and disruption of their migration routes. The need for their conservation is recognized at a high political and management level (EUSDR-PA 06, Biodiversity, DRBMP). Habitat fragmentation, as well as the lack of comprehensive knowledge on available habitats for migratory fish and on genetic diversity impede the restoration of migration corridors, vital to secure migratory fish on the long run. Concerted transnational management of these corridors and actions for their restoration as well as supportive conservation stocking of native species is highly needed. MEASURES will pave the way for the establishment of ecological corridors through identifying key habitats and initiating protective measures along the Danube and its main tributaries. A methodology for migratory fish habitat mapping will be developed and tested. A harmonized strategy (including prioritization) for the restoration of ecological corridors will be developed and will support implementation in future management plans. Two pilot actions are envisaged: (1) identify and map key habitats, (2) restocking of two native species to conserve their genetic pool. A network for concerted restocking of targeted species will be established, as well as a manual for the operation of broodstock facilities. A MEASURES Information System will be created to facilitate access to information for experts, decision makers and the general public. Concrete input into the next drafts of policy- and management plans (e.g. river basin- and flood risk management plans) will secure the translation of project outcomes into sustainable management of relevant sites restoring ecological corridors.

Achievements (EN):

MEASURES - HIGHLIGHTS FROM THE PROJECT: Biodiversity in freshwater ecosystems has declined twice as much as in our oceans or forests. Populations of migratory freshwater fish have declined by 76% since 1970, and sturgeon by 91% globally. But the future isn't all dark, and the below highlights are proof that our work is making a difference. Through the campaigns and scientific evidence collected by WWF over the past 15 years, the Romanian law now better protects sturgeon. In April 2021 Romania joined other countries in the region where sturgeon fishing has been banned permanently. So has the sale of wild sturgeon products. Furthermore, fishermen must now report sturgeon by-catches and release them immediately into the relevant catchment, regardless of their health. Conservation efforts around the world involving local fishermen and consumers, and transboundary collaboration between enforcement authorities, are also showing results. In 2020 near Christmas, a sterlet was caught in Slovenia, in the Drava River, after almost 20 years in which it hadn’t been seen at all. During the same year, in Giorgia, in the Rioni River, anglers were surprised to catch two ship sturgeon, again a species which had not been spotted for years. Partners in the MEASURES project have released almost 9000 baby sturgeon into the Danube in Romania and Hungary in during the project. Tagging sturgeon and research is slowly but steadily starting to pay off. One of the baby sturgeon tagged and released in Isaccea in 2020 by INCDD Tulcea arrived five days after release on the Chilia arm, 17 km from the sea. The information collected from these sturgeons is essential to discover migration routes and priority sturgeon habitats. We therefore need to continue to work with fishermen, involving them in conservation activities, communicate with the general public about sturgeon products and their legality, educate and provide seminars to authorities for better enforcement and, last but not least, increase research and monitoring projects to maintain migration routes for fish.

Expected Results (EN): Intensity of cooperation of key actors in the programme area in order to foster restoration and management of ecological corridors (survey based composite indicator)

Expected Outputs (EN):

The project will achieve programme result indicators, by means of the joint and cooperative work of key actors of various sectors, towards enhancing and protecting ecological corridors for migratory fish in the Danube River Basin through integrated transnational mapping and planning, alignment of EU directives as well as moderated stakeholder interaction. A harmonized methodology for migratory fish habitat mapping and interlinkage of habitats will be developed and tested. Two pilot actions are envisaged: (1) investigating known and potential migratory fish habitats to increase the protection status of key areas, (2) restocking of two native species. A network of aquaculture farms for concerted restocking of targeted species will be built up, and a model facility to secure native sturgeon species in captivity will be designed. Further, the MIS will be created to facilitate public and expert access to Danube migratory fish and ecological corridor information. Selected information will be transposed into policy tools to assist the decision making process. With this, MEASURES will bring the knowledge accumulated in the scientific community of the Danube basin to the policy and implementation level and support novel joint solutions. More specifically, the project will build up cooperation among academia and administrations, especially targeted to nature protection (ministries), navigation (ministries, navigation authorities), hydropower and the fishery sector.
