Description (EN): The eligible CB area is characterized by low quality and density of environmental infrastructure (mainly in the Albanian area), while, at the same time, the partnership, identified that waste monitoring and management are becoming an acute problem for their urbanization and economic development. Although public services have been around for a long time, they have seen only limited innovation with operational efficiency. Moreover, to a greater or smaller degree, waste management approaches at local scale (like municipalities solid waste management)affect both the urban profile and the "worth living" for both citizens and tourists. Considering the imperative need for introducing new and more effective approaches for municipal solid waste management (MSWM), little has been done to jointly address the risks, that participating countries face and the opportunities that arise. For instance, MSWM initiatives have been addressed in a rather superficial and conventional approach. Related infrastructure has not been sufficiently developed, the SWM practices have not been improved and both citizens and tourism activities are suffering. The INTERNET OF BINS project's overall objective is in full accordance with the programme's specific objective of the thematic priority in which belongs: To increase the capacity of CB infrastructure in waste management and monitoring by adopting innovative approaches/models for sustainable solid waste management at local level. The project itself, serves as a pilot project and model for other communities of the prog area and goes beyond the existing waste management practices both a) in the Programm area and b) in the participating countries as well. The overall and specific objectives of the project are going to be accomplished through a 3-step core procedure (WP3-4-5). WP3 is both the core step for the improvement of the CB waste management capacity and the "input" of the WP4. 57% of the total budget concerns supplies: Underground waste collection systems and load equipment, Garbage truck, compost and recycling waste bins and an integrated feasibility study for the Upgrade of PB3s Municipal's Solid Waste Management Capacity (PB4) are included. WP4 is the "Smart Waste-ICT Pillar" of the project utilizing both the WP3s outputs and the excising waste management equipment of the LB, PB2,3 and 4 to set-up a Smart Joint Waste Monitoring System/Network through the implementation of pilot actions. PBs will be equipped with smart waste management and monitoring telematic equipment for bins and trucks (GPS, ultrasonic bins filling level sensors, fuel level sensors) for online transmitting of quantitative and qualitative data (bins filling level, fuel consumption rate, route data) to corresponding intelligent operational platforms. All actions of the project have a strong cross-border character. Under the INTERNET OF BINS, the main elements of cross-border cooperation means cooperation of local authorities.

Expected Results (EN): Improvement of CB Waste Management Capacity. Rationalization and minimization of waste management costs. Modernization of the excising waste management equipment . Overall growth of quality of life affecting positively inhabitants as well as the development of the areas of interest as tourists destination. New practices and technologies tested and available for use by interested local governments. An integrated-sharing platform (data registry) available for use from interested local and regional governments. Project actions directly promote the implementation of EU and national legislation, particurlaly the adoption of the revised Waste Framework Directive (2008/98/EC). Harmonization with the new EUs approach on smart cities and communities. INTERNET OF BINS encourages and support a "smart-eco alliance" between Greece-Albania which can serves as a best practice/model for promotion of robust CBC networks. Several added-value and innovative outputs will be delivered to various beneficiaries and emerging technologies and tools will be adopted for multimodal purposes. INTERNET OF BINS pave the way for future investments which will produce tangible and visible results on waste management. The project beneficiaries will benefit from a great opportunity given for mutual learning and exchange of knowledge which will raise their level of experience and maturity concerning the applicability of innovative ICT tools for waste management. Optimization of the operating characteristics of waste collection systems for achieving maximum recycling/recovery rates through better planning and the provision of updated information and data in the areas of interest.
