Appropriate Waste Management remains an issue in the CBC GR-AL area.Many steps have been done towards an Integrated Waste Management but lots need still to be done.According the report of the European Environmental Agency named:"Municipal Waste Management",in Albania it is urgently required the establishment of a separate collection system for municipal solid waste (MSW) and currently the development of new regional landfills has been started which are in compliance with the EU environmental and sanitary standards On the Greek side,DIADYMA,the LB,the last decade,operates the Integrated Waste Management System(IWMS),a network of 10 local waste management units/transfer stations,a sanitary landfill,a recycling center and a MBT plant under construction. The overall objective of LESS-WASTE-II is waste prevention through promotion of recycling/composting practices by joint development and implementation of demonstration actions in the project partner areas Project's strategy is to combine centralized management of bio-wastes, to achieve 2020 targets for less landfilling. Cooperation with municipalities is crucial, due to their responsibility in waste collection. The project targets a. to improve significant the waste management capacities in the targeting areas, especially in composting and recycling sectors. b. Improve significantly the containers capacities for composting/recycling either in neighborhood level or in houses (Waste separation-at-source) improve the overall capacity at 30%. Main outputs of the project are: - Training activities and Local Publicity events for raise awareness; - Conduction of current study analysis of Waste Management that lead to the Development of 3 Waste Management Scenarios and the development of a complete Waste Prevention Strategy in the CBC area. In addition supply of the necessary equipment will take place as well as the material for set-up a complete composting unit. Finally a GIS system will be set to monitor the improvement of the composting levels. Beneficiaries are the local municipalities who are participated to LESS WASTE II project actively. The project will follow the Lead Partner principle due to the experience and the knowledge delivered by LP to the whole partnership. The project follows a common approach in planning and implementing the project and the CBC cooperation is crucial for the transfer of know-how in Waste Management and the prevention of landfilling. The original of the project is the integrated approach followed by initiating collection-at-source to composting and recycling following a holistic approach. The project results provide direct added value to the Programme Area as it promotes activities that concern the sustainable management of waste, which contribute to: the conservation and protection of the natural environment, the improvement of the quality of life and the sustainable development of the area in general.

Expected Results (EN):

The projects direct results relate directly to the Programmes overall result indicator on "Additional Solid Waste Management capacity created" and are summarized as follows: a. Environmental Results (verification 4th semester), Results: a. Improve significant the waste management capacities in the targeting areas, especially in composting and recycling sectors. Current target is set at 55% of MSW to be recylced/composted in Albania and 40% for organic fraction and 65% in Greece until 2020; b. Improve significantly the containers capacities for composting/recycling either in neighborhood level or in houses (Waste separation at source) improve the overall capacity at 30% b. Capacity Building Results (verification 3rd & 4th semester), Results: Demonstrations of use of equipment for the management of bio-wastes for rural residents, open calls for home-composting bins to all residents, trainings for related municipal and other stakeholders. Results Indicators: a. The residents of the 4 municipalities located at the western end of the CBC Programmee region have better access to information relating to the better management of bio-wastes. b. The actions target audiences at local, regional and cross-border level both as primary target groups through indirect involvment and motivation by the 3000 young students from primary and secondary schools that will be trained and participate to the competition of the 'Greener Neighborhood". c. Socio-economic Results (verification 3rd & 4th semester), Results: b. Change the citizens' attitude towards recycling/composting actively involved large parts of the population to the project training and pilot activities. Goal is to reach 3000 individuals from the 4 project community areas and to reinforce them to separate their waste at home. Result Indicator: 750 households will start the waste separation at home.

Expected Outputs (EN):

WP2) (D2x3): For 'Greener Neigborhood' project, 400 hours of training in CBC area is foressen. Goal is to train young students from primary and secondary schools in order to initiate their families and neigbors in waste separation and composting.(Target:3000 p.) D2x3 Report on Local Publicity events (5 in total).Target is 200 p. in each event where also the ceremony of competion prize awards will take place. Scope is the broad participation of local citizens towards change attitute on waste prevention. D211 Deliver a detailed communication plan (1) D2x2) Communication material (1000 leaflets, 2000 patches for students, 1 comm. brochure, 5000 bio-bags, 1000 recycled pencils). WP3) D3x1 Conduction of (3) current study analysis of WM and composting levels. D3x2-355:Development of 3 WM Scenarios based on previous analysis,concrete Action Plans for each area and an environmental impact analysis. Goal is to address the problem of WM locally and to initialize composting/recycling practice D354(1) complete composting and recylcing plan for PB6. D313 A complete Waste Prevention Strategy in the CBC area with scope to transfer experience from Greek to Albania side on waste prevention. D323 One(1) report with the best Waste Minimization Techniques.D324 LCA study for WM in the PP areas in order to examine the impact of composting in Greek partner areas. WP4)Two (2) Pilot Composting Action Plans, one in each country.D431,D441:Supply of bins -The equip will increase the organic waste capacities and will set the underpinns for a proper WM. D432,D442: Supply with a special vehicle solely for administrative purposes in the organic waste collection D461:Supply of a complete pilot combosting unit. This will be a pilot project for composting waste centrally having mainly educational purpose. WP5) D5x1: Set up a GIS system for controlling of the results of the Pilot Actions D5x3:Three (3) reviews of the Pilot Actions and an economic analysis of selected technologies(D521)
