Description (EN):

The project will develop an Integrated Public Supported Service, a Cross-Border Digital Decision Support System and an Online Knowledge Base for the Management of Floods and Other Natural and Environmental Hazards. A Flood Disaster Risk Information and Management System for the three Regions, using digital data and modern computing tools and models, in an online environment with an appropriate interface available to authorities, self-government, environmental organizations, professionals and citizens, suitable for each way. Natural disasters and hazards differ in predictability, in the ways of precaution and response, and impacts. However, it is possible to develop a system utilizing digital cartographic information, telemetric field data, computational risk assessment, forecasting and early warning disaster models as a single source of information and management for all risks. ERMIS-F will use geographic, and other information, and scientific risk assessment models to generate public knowledge that leads to precaution. It will focus on floods due to the significant social, economic and environmental impact on areas of interest and the timing of the implementation of the relevant European Directive in Greece and Cyprus.

Το έργο θα αναπτύξει μια Πρότυπη Ολοκληρωμένη Δημόσια Υποστηριζόμενη Υπηρεσία, ένα Διασυνοριακό Ψηφιακό Σύστημα Υποστήριξης Αποφάσεων και μια Διαδικτυακή Βάση Γνώσης για τη Διαχείριση Πλημμυρών και άλλων Φυσικών και Περιβαλλοντικών Κινδύνων. Ένα ενιαίο σύστημα πληροφόρησης και διαχείρισης κινδύνων φυσικών καταστροφών με εστίαση τις πλημμύρες για τις τρεις Περιφέρειες , αξιοποιώντας ψηφιακά δεδομένα και σύγχρονα υπολογιστικά εργαλεία και μοντέλα, σε διαδικτυακό περιβάλλον με κατάλληλη διεπαφή διαθέσιμο σε αρμόδιες υπηρεσίες, αυτοδιοίκηση, περιβαλλοντικές οργανώσεις, επαγγελματίες και πολίτες, με τον κατάλληλο για τον καθένα τρόπο. Οι φυσικές καταστροφές και οι κίνδυνοι διαφέρουν όσο αφορά την προβλεψιμότητα, τους τρόπους προφύλαξης και αντιμετώπισης, και τις επιπτώσεις. Όμως είναι δυνατόν να αναπτυχθεί σύστημα που θα αξιοποιεί ψηφιακή χαρτογραφική πληροφορία, τηλεμετρικά δεδομένα πεδίου, υπολογιστικά μοντέλα εκτίμησης κινδύνου, πρόβλεψης και έγκαιρης προειδοποίησης καταστροφών, ως ενιαία πηγή πληροφόρησης και διαχείρισης για όλους τους κινδύνους. Το ERMIS-F θα αξιοποιήσει γεωγραφική και άλλη πληροφορία και επιστημονικά μοντέλα εκτίμησης κινδύνων, για να δημιουργήσει δημόσια γνώση που οδηγεί σε στην προφύλαξη. Θα εστιάσει στις πλημμύρες, λόγω της σημαντικής κοινωνικής, οικονομικής και περιβαλλοντικής επίπτωσης στις περιοχές ενδιαφέροντος, και της χρονικής συγκυρίας της εφαρμογής στην Ελλάδα και την Κύπρο της σχετικής Ευρωπαϊκής Οδηγίας.

Achievements (EN):

ERMIS-F has been developed for three pilot regions: the Limassol area, Cyprus, with a number of rain gauges installed to measure rainfall; the North Aegean area, Greece, with a pilot early warning system developed for the Kalloni (Rema Kyprianou) area in Lesvos; the island of Crete, Greece, with a pilot early warning system developed for the Nea Kydonia area in Chania. The objective was to create a system that could support information, prevention, forecasting and management activities with respect to natural disaster risks, focusing on floods to begin with. The system would use existing data (digital cartographic information, field telemetry data, etc.) with the help of modern computing tools and models. In order to achieve this, the ERMIS-F system provides online web platform with a suitable interface to be freely available to everyone, from citizens to public authorities, from environmental organisations to professionals. The main applications of the project are: a Geoportal, which acts as a geospatial repository of digital data related to flooding, including flood risk maps among others; a Knowledge Base database, which provides a variety of information that can be used for flood management; an Early Warning System; a Social Network that is specific for the ERMIS-F website and that can be adapted to the needs of specific users; a Crowdsourcing application to collect data on flood events in real time, by relying on public participation. ERMIS-F also provides useful information on flooding, climate change etc. with specific focus on the Eastern Mediterranean region. A number of strategic options were selected to support the viability of the ERMIS-F project in the future. These include: the use of open source software, which allows the project to continue its operation even if some of the beneficiaries are reluctant to support it. Open source software can give the opportunity to interested parties in Greece and Cyprus to adopt the ERMIS-F platform for their areas of interest; key project outcomes, such as digital flood risk maps and early warning systems remain useful after the project is completed, even if they are not updated; low operating costs of the system allow local authorities to finance the continuation of ERMIS-F by charging a non-profit amount for professional use; communication and advertising activities have been designed in such a way as to create interest from the public. In turn, this will provide the framework for continuing the operation of the ERMIS-F project after it is delivered.

Expected results: - Unified Distributed Information System for Environmental Risk Management, - Creating a common culture and attitude, - Common courses - education, - Establishment of a network of co-operation between interreg local authorities to exchange good practices and methodology for dealing with environmental disasters, - Creation of a central cross-border environmental risk management platform. The ERMIS-F service will be accessible to the community, specialized in application areas and will be open to other municipalities.

Αναμενόμενα αποτελεσμάτα: - Ενιαίο κατανεμημένο (distributed) πληροφοριακό σύστημα διαχείρισης περιβαλλοντικών κινδύνων, - Δημιουργία κοινής κουλτούρας και στάσης αντιμετώπισης, - Κοινά μαθήματα-εκπαίδευση, - Δημιουργία δικτύου συνεργασίας μεταξύ οργανισμών Τοπικής Αυτοδιοίκησης των περιοχών του interreg για ανταλλαγή καλών πρακτικών κ μεθοδολογίας αντιμετώπισης περιβαλλοντικών καταστροφών, - Δημιουργία κεντρικής διασυνοριακής πλατφόρμας διαχείρισης περιβαλλοντικών κινδύνων. Η υπηρεσία ERMIS-F προσβάσιμη από το σύνολο της κοινωνίας, εξειδικευμένη στις περιοχές εφαρμογής, είναι ανοιχτή κ σε άλλους δήμους.

Expected Outputs (EN):

The expected outputs of the project are: - Standard Public Supported Cross-Border Internet Risk Management Service based on outputs as maps, risk assessment models, GIS, portal, knowledge base and decision support system, distributed cross-border information system , early warning system, individual flood management services, information material, and e-courses. - Risk assessment maps and models: at three levels of detail / precision depending on the available primary data for all regions. In addition to selected pilot sites, taking into account: extreme weather events during the Climate Change, future land use scenarios and preventive flood avoidance interventions, flood risk assessment maps for future weather scenarios. - Portal: designed to integrate other environmental risks with GIS as an access guide. - Knowledge bases and decision support system with legislation, measures and interventions, examples / technical specifications / cost data, case studies around the world for flood risk management, implementation practices of Floods Directive 2007/60 / EC in other European Regions, tools and models for flood risk management studies. - Pilot early warning systems (Chania, Kalloni) with telematics equipment installed on the ERMIS-F platform. - Training in schools as well as visibility and communication of the project and the ERMIS-F service to local communities, professionals and environmental organizations, to raise awareness among local communities about environmental risks / floods. - Mobile applications for citizens communication with crowdsourcing.

Οι αναμενόμενες εκροές του έργου είναι: - Πρότυπη Δημόσια Υποστηριζόμενη Διασυνοριακή Διαδικτυακή Υπηρεσία Διαχείρισης Πλημμυρικού Κινδύνου, που στηρίζεται στις επιμέρους εκροές: χάρτες, μοντέλα εκτίμησης κινδύνου, σύστημα γεωγραφικών πληροφοριών (GIS), διαδικτυακή πλατφόρμα (portal), βάση γνώσεων και σύστημα υποστήριξης αποφάσεων, κατανεμημένο (distributed) διασυνοριακό σύστημα πληροφόρησης, σύστημα έγκαιρης προειδοποίησης, επιμέρους υπηρεσίες διαχείρισης πλημμυρών, υλικό πληροφόρησης, και υλικό εκπαίδευσης (e-courses). - Χάρτες κ μοντέλα εκτίμησης κινδύνου: σε τρία επίπεδα λεπτομέρειας/ακρίβειας ανάλογα με τα διαθέσιμα πρωτογενή δεδομένα για όλες τις περιφέρειες. Επιπλέον σε επιλεγμένα πιλοτικά μέρη λαμβάνουν υπόψη: εμφάνιση ακραίων καιρικών φαινομένων κατά την Κλιματική Αλλαγή, μελλοντικά σενάρια χρήσης γης και προληπτικών επεμβάσεων για αποφυγή πλημμυρών, χάρτες εκτίμησης πλημμυρικών κινδύνων για μελλοντικά καιρικά σενάρια. - Portal: ανοιχτά σχεδιασμένο ώστε να ενσωματωθούν στο μέλλον και άλλοι περιβαλλοντικοί κίνδυνοι με GIS ως οδηγό πρόσβασης - Γνωσιακή Βάση και σύστημα υποστήριξης αποφάσεων με νομοθεσία, μέτρα και παρεμβάσεις, παραδείγματα/ τεχνικές προδιαγραφές/δεδομένα κόστους, case studies ανά τον κόσμο διαχείρισης πλημμυρικών κινδύνων, πρακτικές εφαρμογής της Οδηγίας 2007/60/EC περί πλημμυρών σε άλλες Ευρωπαϊκές Περιοχές, εργαλεία και μοντέλα για μελέτες διαχείρισης πλημμυρικού κινδύνου. - Πιλοτικά συστήματα έγκαιρης προειδοποίησης (Χανιά, Καλλονή) με εγκατάσταση εξοπλισμού τηλεματικής διασυνδεδεμένο στην πλατφόρμα ERMIS-F. - Ενέργειες εκπαίδευσης σε σχολεία καθώς και προβολής και επικοινωνίας του έργου και της υπηρεσίας ERMIS-F στις τοπικές κοινότητες, επαγγελματίες & περιβαλλοντικές οργανώσεις, για ευαισθητοποίηση των τοπικών κοινοτήτων σε θέματα περιβαλλοντικών κινδύνων/πλημμύρες. - Εφαρμογές κινητών συσκευών για αμφίδρομη επικοινωνία πολιτών με το ERMIS-F με δυνατότητα προσθήκης πληροφοριών (crowdsourcing)
