Ο βασικός στόχος του έργου είναι η δημιουργία Πρότυπου Διαλειτουργικού Συστήματος Ανοικτής Αρχιτεκτονικής για την Διαχείριση Αστικών Μεταφορών και Μέτρηση Περιβαλλοντικών Επιπτώσεων. Στο πλαίσιο της πράξης θα αναπτυχθεί μεθοδολογία ανοικτής αρχιτεκτονικής που θα βασίζεται σε υφιστάμενα αλλά και νέα συστήματα και η οποία θα εφαρμοστεί, θα αξιολογηθεί και θα βαθμονομηθεί για πιλοτικές δράσεις που θα υλοποιηθούν στις περιοχές πιλοτικής εφαρμογής, ήτοι Λευκωσία, πόλης Χανίων και στην Κω. Τα πιλοτικά έργα Συστημάτων Ευφυών Μεταφορών (ΣΕΜ) θα χρησιμοποιηθούν για τη άμεση διασύνδεση των μεταφορών στις πόλεις με τη μείωση των περιβαλλοντικών ρύπων. Οι πιλοτικές δράσεις συμβάλουν στη μείωση των καθυστερήσεων στις οδούς, στην καλύτερη διαχείριση της κυκλοφορίας, στην ενημέρωση των χρηστών και διαχειριστών των δικτύων και στην προώθηση Δημόσιων Συγκοινωνιών στις πόλεις έτσι ώστε να επιτευχθούν ορατά αποτελέσματα μείωσης των ρύπων

Description (EN):

The main objective of the project is the development of an Open Architecture Interoperable System for Urban Transport Management and Measurement of Environmental Impact. An open architecture methodology will be developed on existing and new systems and will be implemented, evaluated and calibrated for pilot actions implemented in the pilot areas of Nicosia, Chania and Kos. The pilot projects of Intelligent Transport Systems (ITS) will be used to directly link transport to cities by reducing environmental pollutants. Pilot actions contribute to reducing road delays, managing traffic, to inform users and network operators, promoting public transport in cities in order to achieve visible results of the reduction of pollutants

Expected Results (EL):

Τα αναμενόμενα αποτελέσματα από την υλοποίηση της πράξης συνοψίζονται παρακάτω: - Μείωση των ουρών στους σηματοδοτούμενους κόμβους και στις οδικές αρτηρίες λόγω υλοποίησης προηγμένων συστημάτων για φωτεινούς σηματοδότες. - Μείωση των χρόνων μετακίνησης σε οδικές αρτηρίες λόγω μείωσης των καθυστερήσεων σε κόμβους και αποτελεσματικότερης διαχείρισης των αστικών οδικών μεταφορών. - Μείωση των εκπομπών ρύπων λόγω μείωσης των ουρών και καθυστερήσεων μέσω αποτελεσματικότερης διαχείρισης των αστικών οδικών μεταφορών και την καλύτερης διαχείρισης φωτεινών σηματοδοτών. - Ενθάρρυνση επιβατών για φιλικότερα προς το περιβάλλον μέσα μεταφοράς, των λεωφορείων, μέσω εγκατάστασης συστήματος διαχείρισης στόλου λεωφορείων, πληροφόρησης κοινού επιβατών και παροχής προτεραιότητας σε κόμβους. - Καλύτερη διαχείριση του δικτύου μεταφορών των πόλεων μέσω ανάπτυξης διαχειριστικών εργαλείων παρακολούθησης και λήψης μέτρων για τις αστικές μεταφορές από τους αρμόδιους φορείς. - Βελτίωση επιπέδου εξυπηρέτησης χρηστών μεταφοράς. - Ευαισθητοποίηση κοινού σε περιβαλλοντικά θέματα μέσω δράσεων δημοσιότητας και ανάπτυξης νέων καναλιών επικοινωνίας. - Δημιουργία διασυνοριακού πλαισίου Ελλάδας - Κύπρου για την υλοποίηση Σχεδίων Βιώσιμης Αστικής Κινητικότητας στις πόλεις. Τα αποτελέσματα της πράξης θα συμβάλουν στην εκπλήρωση του στόχου του προγράμματος για βελτίωση του μέσου ετησίου επιπέδου αέριων ρύπων σε αστικές περιοχές. Ειδικότερα, στην πόλη της Λευκωσίας, πληθυσμού 360.000 κατοίκων, για την περιοχή υλοποίησης των πιλοτικών δράσεων είναι της τάξης του 5%. Επίσης, θα πρέπει να συνυπολογισθεί ότι η μείωση ρύπων λόγω μείωσης καθυστέρησης σε σηματοδοτημένους κόμβους είναι της τάξης του 3%. Η πλήρης υλοποίηση των πιλοτικών δράσεων σε κάθε πόλη μπορεί να επιφέρει μία μείωση ρύπων της τάξης του 15% (που θεωρείται ιδιαίτερα σημαντική για την εναρμόνιση των πόλεων με την Οδηγία ΕC/2008/50 - Air Quality Directive.

Expected Results (EN):

The expected results from the implementation of the project are summarized below: - Reduction of queues at signaling nodes and road arteries due to the implementation of advanced light-signaling systems. - Reduction of road journeys due to reduced nodal delays and more efficient management of urban road transport. - Reduction of queue emissions and delays by better management of urban road transport and better management of traffic lights. - Encourage passengers to use environmentally friendly means of transport, buses, by installing a bus fleet management system, providing common passenger information and prioritizing nodes. - Better management of the city transport network through the development of management tools for monitoring and taking measures for urban transport by competent bodies. - Improving the level of service for transport users. - Public awareness on environmental issues through publicity and development of new communication channels. - Creation of a cross-border framework between Greece and Cyprus for the implementation of Sustainable Urban Mobility Plans in cities. The results of the operation will contribute to the achievement of the program's objective of improving the average annual level of gaseous pollutants in urban areas. In particular, the city of Nicosia, with a population of 360,000 inhabitants, is about 5% for the pilot project. It should also be borne in mind that the reduction of pollutants due to a delay in labeled nodes is of the order of 3%. The full implementation of the pilot actions in each city can bring about a 15% reduction in pollutants (which is considered particularly important for the harmonization of cities with Directive EC / 2008/50 - Air Quality Directive.

Οι αναμενόμενες εκροές της πράξης συνοψίζονται στα εξής: - Προηγμένο σύστημα φωτεινής σηματοδότησης (ΦΣ) για την παροχή προτεραιότητας σε λεωφορεία και την αναπροσαρμογή των πλάνων σηματοδότησης με βάση τις τρέχουσες κυκλοφοριακές συνθήκες, - Πλατφόρμα στρατηγικής διαχείρισης κυκλοφορίας και περιβαλλοντικών συνθηκών για την κυκλοφοριακή/ περιβαλλοντική διαχείριση αστικών οδών, - Προμήθεια/ εγκατάσταση παρά την οδό μόνιμων κυκλοφοριακών ανιχνευτών και μέτρησης ρύπων, Προμήθεια και εγκατάσταση Ηλεκτρονικών Πινακίδων Ενημέρωσης Οδηγών για δυναμική πληροφόρηση οδηγών για κυκλοφοριακές συνθήκες και τις εκπομπές ρύπων. - Παραμετροποίηση υφιστάμενης πλατφόρμας διαχείρισης ποιότητας αέρα έτσι ώστε να τροφοδοτείται και να επεξεργάζεται κυκλοφοριακά δεδομένα σε πραγματικό χρόνο και να εξάγει προβλέψεις εκπομπών ρύπων. - Προμήθεια και εγκατάσταση συστήματος διαχείρισης στόλου λεωφορείων και πληροφόρησης κοινού για χρόνο άφιξης των λεωφορείων στις στάσεις επιβατικού κοινού. - Διαδικτυακές εφαρμογές και εφαρμογές για κινητά τηλέφωνα για την ενημέρωση κοινού αναφορικά με τις τρέχουσες κυκλοφοριακές και περιβαλλοντικές συνθήκες, τους χρόνους άφιξης λεωφορείων στις στάσεις κ.α.

Expected Outputs (EN):

The expected outputs of the project are summarized as follows: - Advanced light-signaling system (BS) to prioritize buses and adaptation of signaling plans based on current traffic conditions, - Strategic traffic management platform and environmental conditions for traffic / environmental management of urban roads, - Supply / installation despite the road of permanent traffic detectors and pollutant measurement, - Supply and installation of Electronic Driver Information Sheets for dynamic driver information on traffic conditions and emissions. - Parameterization of an existing air quality management platform to feed and process traffic data in real time and to derive emission forecasts. - Supply and installation of a bus fleet management system and public information for the time of arrival of buses at passenger stops. - Internet applications and applications for mobile phones to inform the public about current traffic and environmental conditions, bus arrival times at stops, etc.
