Nordwesteuropa (NWE) steht vor der grossen Herausforderung, bis 2050 auf eine CO2-arme Wirtschaft umzustellen. Gemeinden spielen eine zentrale Rolle, denn sie machen ~ 70% des NWE-Energieverbrauchs und der CO2-Emissionen aus. Insbesondere die öffentliche Straßenbeleuchtung macht ~ 30% des gesamten Stromverbrauchs der Gemeinden aus. Fortschritte in intelligenten Beleuchtungssystemen bieten die Möglichkeit, die Energieeffizienz deutlich zu steigern und damit den CO2-Fußabdruck zu reduzieren. SMART-SPACE will die Nutzung intelligenter Beleuchtung in kleinen und mittelgroßen Gemeinden ermöglichen, um die Energieeffizienz zu verbessern und die CO2-Emissionen zu reduzieren. Mithilfe intelligenter Sensoren an Lichtmasten kann die Straßenbeleuchtungsintensität automatisch an die tatsächlichen örtlichen Bedürfnisse angepasst werden, wodurch der Energieverbrauch um 60% reduziert wird. Bislang erfolgte die Umsetzung hauptsächlich in kleinen Pilotprojekten. Zur Erreichung der CO2-armen Ziele ist eine starke transnationale Zusammenarbeit erforderlich. SMART-SPACE bringt Endnutzer (Gemeinden/Bürger) und Innovationspartner (Forschungsinstitute, KMU, Unternehmen) aus NL, BE, FR und IE zusammen, um gemeinsam intelligente Beleuchtung zur Reduzierung des Energieverbrauchs und der CO2-Emissionen zu fördern. SMART-SPACE wird gemeinsam: 1) eine Smart-Lighting-Plattform entwickeln, die sich auf die spezifischen Bedürfnisse verschiedener Gemeinden anpassen lässt; 2) die Auswirkungen intelligenter Beleuchtung auf den Energieverbrauch und die CO2-Emissionen aufzuzeigen und gleichzeitig die Sicherheit und Lebensqualität des öffentlichen Raums in vier Pilotgemeinden verbessern; 3) die Bekanntheit von intelligenten Beleuchtungstechnologien und ihr Potenzial vergrössern; 4) ein Übergangsplans mit Beschaffungsstandards, Umsetzungsrichtlinien und politischen Empfehlungen für die EU entwickeln und 5) das nachhaltigen Wissenszentrums SMART-SPACE aufbauen.

L´Europe du Nord-Ouest (ENO) est confrontée au défi majeur d’une économie sobre en carbone d´ici 2050. Les municipalités jouent un rôle central car elles représentent environ 70% de la consommation énergétique et des émissions de CO2 de l´ENO. En particulier, l´éclairage public compte pour 30% de leur consommation d´électricité. Les avancées dans les systèmes d´éclairage intelligents permettent d´améliorer sensiblement leur efficacité énergétique, réduisant ainsi l´empreinte carbone. SMART-SPACE vise à faciliter l´adoption d´un éclairage intelligent dans les petites et moyennes communes pour améliorer l´efficacité énergétique et réduire le CO2. À l´aide de capteurs intelligents fixés aux poteaux, l´intensité de l´éclairage peut être automatiquement ajustée aux besoins réels, en réalisant une réduction d´énergie de 60%. Cependant, à ce jour, la mise en œuvre s´est faite principalement dans des projets pilotes, ce qui indique qu’il faut une collaboration transnationale forte pour aller au-delà des solutions fragmentées et atteindre les objectifs bas carbone. SMART-SPACE rassemble des utilisateurs finaux (communes/citoyens) et des acteurs de l´innovation (Recherche, PME, entreprises) pour faciliter l´adoption conjointe d´un éclairage intelligent. SMART-SPACE va : 1) développer une plate-forme d´éclairage intelligente interopérable et ajustable aux besoins spécifiques locaux; 2) démontrer l´impact de l´éclairage intelligent sur la consommation d´énergie et le CO2, tout en améliorant la sécurité et la qualité dans 4 municipalités pilotes; 3) accroître la sensibilisation aux technologies d´éclairage intelligentes; 4) élaborer une feuille de route de transition avec des normes d´approvisionnement et de mise en œuvre et des recommandations pour l´UE, et 5) créer le centre de connaissances durable SMART-SPACE.

Description (EN):

NEW faces a great challenge to shift towards a low carbon economy by 2050. Municipalities play a pivotal role, as they account for 70% of the NWE energy consumption and CO2 emission. Especially, standard public street lighting accounts for ~30% of municipalities‘ total electricity consumption. Advances in intelligent lighting systems offers the opportunity to significantly increase energy efficiency, thereby reducing the carbon footprint. SMART-SPACE aims to facilitate the uptake of smart lighting in small/mid-size municipalities to enhance energy-efficiency and reduce CO2 emission. Using smart sensors attached to light poles, street lighting intensity can be automatically adjusted to the actual local needs, realizing 60% reduction in light energy consumption. However, until now implementation occurred mainly in small scale pilot projects, indicating that to reach the low carbon objectives requires a strong, transnational collaboration to move beyond piecemeal solutions. SMART-SPACE brings together end-users (cities/citizens) and innovation stakeholders (research institutes, SMEs, enterprises) from NL, BE, FR and IE to jointly facilitate the uptake of smart lighting to reduce energy consumption and CO2 emission. SMART-SPACE will jointly: 1) develop an interoperable smart lighting platform adjustable to the specific needs of different municipalities; 2) demonstrate the impact of smart lighting on energy consumption and CO2 emission, while enhancing public space safety and liveability at 4 pilot municipalities; 3) increase awareness on smart lighting technologies and their potential; 4) develop a transition roadmap with procurement standards, implementation guidelines, and policy recommendations to the EU, and 5) establish the sustainable SMART-SPACE knowledge centre. On the long-term, SMART-SPACE will result in the widespread uptake of smart lighting technologies for the public space to reduce energy consumption and CO2 emission across NWE.

Expected Outputs (EN): At the pilot, public street lighting consumes on average 3.400.000 kWh /year, emitting 2,789 ton CO2 per municipality, equalsing 11,156 ton CO2 emission/year for the 4 pilots. No small/mid-size municipality in NEW has adopted smart lighting.
