Description (EN): The Europe 2020 strategy promotes a “smart, sustainable and inclusive economy” for Europe. Yet observations show that more and more urban territories and their populations are excluded from the mainstream economic growth dynamics. Furthermore, the gap between successful territories and territories experiencing decline is continuously increasing. Smart sustainable development thus seems to be reserved to ‘wealthy’ territories (and populations), when others concentrate environmental and social problems. Especially at the level of the city and even in cities considered as ‘successful’, observations show that without any public intervention, inequalities between the different neighbourhoods (environmental, economical and social inequalities) tend to increase.
The main objective of the N-POWER project is to support innovative ‘neighbourhood development policies’ enabling the EMR cities to effectively reintegrate their ‘excluded’ neighbourhoods and populations in a creative, inclusive and sustainable development pathway. This will not only contribute to the reduction of environmental inequalities between neighbourhoods and to the economic revitalisation of the deprived neighbourhoods through the creation of new local activities and jobs, but also, to the social development of neighbourhoods (through effects in terms of e.g. community learning, social integration, social cohesion and collective organisational capacity). The N-POWER project will thus jointly work on environmental, social and economic reintegration of the excluded neighbourhoods and their inhabitants.
To reach this objective, N-POWER will build on a strong partnership issued from all EMR regions, associating local public authorities (main and second tier EMR cities) and key research and education partners (+ RIMO Limburg as associated partner).
The main activities that will be implemented by the N-POWER project and the expected results are structured along 3 main WPs: WP T1 - Training programme & material: A training programme will be offered to all stakeholders concerned by neighbourhood development policies (local elected officials, local officers, social workers, etc.) in order to improve these policies in the sense that they better contribute to social integration of citizens, collective capacity building and empowerment within the neighbourhoods. This training programme builds, inter alia, on the results of the former SUN project which developed innovative methods to engage local citizens in the sustainable transition of their neighbourhood. The N-POWER project will go a step forward by focussing on the transfer and dissemination of the best citizens’ empowerment approaches, based on the lessons learned from the SUN project and from other projects. One of the main outputs of the WP will be a ready-to-transfer « training & education package » including guidance, online courses, etc.
WP I1 - Pilot empowerment projects: the same stakeholders (local elected officials, local officers, social workers, etc.) will be invited to apply these empowerment approaches through concrete pilot projects in the neighbourhoods chosen as laboratories, in order to ‘learn by doing’ (the practical side of learning); these pilots are part of a euregional experiment and will be collectively evaluated and compared by the research partners, in order to serve as an input for the training and education material developed under WP T1 (key lessons, demonstration and illustration role).
WP T2 - Innovative funding: the structural funding of the neighbourhood development policies tend to decrease and is anyway not sufficient to finance new neighbourhood empowerment projects, so N-POWER will explore how to raise complementary funding for these projects (e.g. crowdfunding campaigns, voluntary work and services provided by private companies, sponsoring, etc.); at least two fundraising models will be tested during the N-POWER project, and the money raised will be used to finance other neighbourhood empowerment projects than the ones implemented under WP I1. The main output of this WP will be sustainable partnerships with existing fundraising organisations enabling to secure funding for future neighbourhood empowerment projects.
The transborder cooperation brings an added value for the development of the training programme and related educational material (cities and partners having different and complementary knowledge and know-how), for the development and evaluation of the pilot empowerment pilots (which are part of a cross-regional comparative experiment) and for the development of innovative funding approaches (partners having different levels of experience with these).
Read more Description (FR): La stratégie EU2020 promeut une économie « intelligente, durable et inclusive » pour l’Europe. Pourtant les observations montrent que de plus en plus de territoires urbains et leurs populations sont exclus de la dynamique économique. De plus, le fossé entre les territoires qui réussissent et ceux qui subissent un déclin, s’accroît de plus en plus. Le développement durable et intelligent semble donc réservé aux territoires « en bonne santé » (et à leurs populations), tandis que d’autres accumulent les problèmes environnementaux et sociaux. En particulier, à l’échelle de la ville, et même dans les villes considérées comme ‘compétitives’, les observations montrent que les inégalités (environnementales, économiques et sociales) entre les différents quartiers tendent à augmenter.
Le but principal du projet N-POWER est de soutenir des ‘politiques de développement des quartiers’ innovantes, permettant aux villes de l’EMR de réintégrer les quartiers et populations exclus dans une trajectoire de développement créatif, inclusif et durable. Ceci contribuera non seulement à la réduction des inégalités environnementales entre quartiers et à la revitalisation économique des quartiers actuellement exclus par la création de nouvelles activités et emplois locaux, mais contribuera également au développement social des quartiers (au travers d’effets en termes d’apprentissage, d’intégration sociale, de cohésion sociale et de capacité d’organisation collective). N-POWER va donc travailler conjointement sur la réintégration environnementale, sociale et économique de ces quartiers et de leurs habitants.
Pour cela, N-POWER s’appuie sur un partenariat solide issu de toutes les régions de l’EMR, associant des autorités publiques locales (villes principales et secondaires de l’EMR) et des acteurs clés de la recherche et de l’enseignement (+ RIMO Limburg comme partenaire associé).
Les principales activités du projet et les résultats attendus se structurent autour de 3 principaux ‘Work Packages’:
- WP T1 – Programme de formation et matériel didactique: une formation sera offerte à tous les acteurs concernés par les politiques de développement des quartiers (élus locaux, agents communaux, travailleurs sociaux, etc.) afin d’améliorer ces politiques pour qu’elles contribuent davantage à l’intégration sociale des habitants, au développement de capacités collectives et à l’empowerment dans les quartiers. Ce programme de formation s’appuie, entre autres, sur les résultats du projet SUN qui a développé des méthodes innovantes pour impliquer les citoyens dans une transition durable de leur quartier. Le projet N-POWER ira un pas plus loin en mettant l’accent sur le transfert et la diffusion des meilleures techniques d’empowerment, basées sur les enseignements du projet SUN et d’autres projets. L’un des résultats principaux de ce WP sera un « pack formation et enseignement » directement transférable et incluant de la guidance, des cours en ligne, etc.
-WP I1 – Projets pilotes d’empowerment: les mêmes acteurs (élus locaux, agents communaux, travailleurs sociaux, etc.) seront invités à mettre en pratique les méthodes d’empowerment à travers l’organisation de projets pilotes concrets d’empowerment dans les quartiers choisis comme laboratoires (volet pratique de l’apprentissage); ces projets pilotes font partie d’une expérience eurégionale et seront tous évalués et comparés par les partenaires scientifiques, afin d’alimenter le pack didactique développé dans le WP T1 (leçons à en tirer, démonstration et illustration du modèle).
-WP T2 – Financement innovant: le financement structurel des politiques de développement des quartiers a tendance à diminuer et n’est de toute manière pas suffisant pour financer de nouveaux projets d’empowerment dans les quartiers. Dès lors, N-POWER va explorerifférentes pistes afin de lever des fonds pour ces projets (campagnes de crowdfunding, services et volontariat par des entreprises privées, sponsoring, etc.); au moins deux modèles seront testés durant le projet N-POWER, et l’argent levé sera utilisé pour financer d’autres projets d’empowerment que ceux mis en place dans le cadre du WP I1. Ce WP permettra aussi de créer des partenariats durables avec les organismes déjà actifs dans la levée de fonds, afin de garantir le financement des futurs projets d’empowerment dans les quartiers.
La coopération transfrontalière est une valeur ajoutée pour le développement du programme de formation et du matériel didactique (les villes et partenaires possèdent des connaissances et des savoir-faire différents et complémentaires), pour le développement et l’évaluation des projets pilotes d’empowerment (qui font partie d’une expérience eurégionale croisée), et pour le développement d´approches innovantes de financement (les partenaires possédant différents niveaux d’expérience dans ce domaine).

Jedoch zeigen Studien, dass zunehmend städtische Bereiche und deren Bewohner vom allgemeinen wirtschaftlichen Wachstumstrend ausgeschlossen sind. Zudem wächst die Schere zwischen erfolgreichen Gebieten und solchen im Abwärtstrend kontinuierlich. Smarte und nachhaltige Entwicklung scheinen daher "wohlhabenden" Vierteln (und Bewohnern) vorbehalten zu sein, während sich soziale und Umweltprobleme eher in anderen Vierteln zu konzentrieren scheinen. Insbesondere in Städten und sogar in als "erfolgreich" geltenden Städten zeigen Studien, dass ohne staatliche Einflussnahme die Ungleichheiten (ökologische, wirtschaftliche und soziale Unterschiede) zwischen Stadtvierteln wachsen.
Hauptziel des N-POWER-Projekts ist die Förderung innovativer Maßnahmen zur Viertelentwicklung, die die EMR Städte dazu befähigen, ausgegrenzte Viertel und ihre Bewohner wieder in integrative, kreative und nachhaltige Entwicklungsprozesseeinzubinden. Dies wird zur Reduzierung ökologischer Ungleichheiten zwischen Wohngebieten beitragen, durch die Entwicklung neuer lokaler Aktivitäten und Jobs zur wirtschaftlichen Wiederbelebung benachteiligter Viertel und zur sozialen Entwicklung der Nachbarschaften (durch kollektives Lernen, soziale Integration, sozialen Zusammenhalt und gemeinsame organisatorische Leistungen). Daher wird das N-POWER-Projekt gemeinsam an der ökologischen, sozialen und wirtschaftlichen Wiedereingliederung ausgegrenzter Viertel arbeiten.
Zum Erreichen dieses Ziels baut N-POWER auf die starke Partnerschaft mit allen EMR Regionen, den dortigen öffentlichen Behörden (Städte der ersten und zweiten Ebene in der EMR) und wichtigen Partnern aus Wissenschaft und Bildung (+ RIMO Limburg als assoziierter Partner).
Die Hauptaktivitäten des Projekts und deren zu erwartende Ergebnisse sind in 3 Hauptarbeitsbereiche gegliedert:
- WP T1 – Trainings- und Weiterbildungspaket: Ein Trainingsprogramm wird allen von Nachbarschaftspolitik betroffenen Interessensvertretern (Lokalpolitikern, städtischen Beamten, Sozialarbeitern etc.) angeboten, um diese Strategien hinsichtlich der sozialen Integration, der Förderung gemeinschaftlicher Leistungen und einem verstärkten Empowerment der Menschen im Viertel zu verbessern. Dieses Trainingsprogramm baut unter anderem auf den Ergebnissen des früheren SUN-Projektes auf, das innovative Methoden entwickelt hat, um Anwohner in die Gestaltung eines nachhaltigen Wandels ihres Viertel einzubinden. Das N-POWER-Projekt geht einen Schritt weiter, indem es sich auf die Übertragbarkeit und Verbreitung der besten Empowerment-Ansätze konzentriert, basierend auf den im SUN-Projekt und anderen Projekten gemachten Erfahrungen. Eines der Hauptergebnisse dieses Arbeitspaketes wird die Bereitstellung eines anwendungsbereiten „Trainings- und Weiterbildungspakets“ sein mit Anleitungen, Online-Kursen etc.
- WP I1 – Empowerment-Pilotprojekte: Die gleichen Akteure (Lokalpolitiker, städtische Beamte, Sozialarbeiter etc.) werden zur Anwendung dieser Empowerment-Ansätze in konkreten Pilotprojekten in den ausgewählten ‚Labor‘-Vierteln eingeladen, um durch praktisches Arbeiten zu lernen. Diese Pilotprojekte sind Teil des euregionalen Experiments und werden kollektiv ausgewertet und verglichen durch die wissenschaftlichen Partner, um zum unter WP T1 zu entwickelnden Trainings- und Weiterbildungsmaterial beizutragen (Haupterkenntnisse, Demonstrations- und Veranschaulichungsrolle).
- WP T2 - Innovative Finanzierungsmodelle: Die strukturelle Finanzierung der Viertelentwicklungspolitik nimmt tendenziell eher ab und ist ohnehin unzureichend, um neue Projekte zum Empowerment von Nachbarschaften zu finanzieren. Daher will N-POWER alternative Förderwege für zusätzliche Finanzmittel für diese Projekte untersuchen (z.B. Crowdfunding-Kampagnen, ehrenamtliche Arbeit und Dienstleistungen von Privatfirmen, Sponsoring usw.). Mindestens zwei Finanzierungsmodelle werden während des N-POWER-Projekts getestet und das damit erwirtschaftete Geld wird zur Finanzierung von anderen als den unter WP I1 vorgesehenen Projekten zum Empowerment der Nachbarschaften eingesetzt. Hauptergebnis dieses WP werden nachhaltige Partnerschaften mit bestehenden Fundraising-Organisationen sein, um die Finanzierung zukünftiger Nachbarschaftsprojekte zum Empowerment finanziell zu fördern.
Die grenzüberschreitende Kooperation bietet einen Mehrwert für die Entwicklung der Trainingsprogramme und des damit verbundenen Weiterbildungsmaterials (Städte und Partner haben unterschiedliches und sich ergänzendes Wissen und Fachkenntnisse), für die Entwicklung und Evaluierung der Pilotprojekte (die Teil eines überregionalen Vergleichsexperimentes sind) und für die Entwicklung innovativer Finanzierungsansätze (Partner haben diesbezüglich verschiedene Erfahrungsniveaus).
Read more Achievements (EN): Some cities that were more advanced in terms of neighbourhood development when the project started (Heerlen, Genk or even Aachen) => obviously did not achieve the same results.
The Walloon cities therefore saw the N-POWER project as a new "playground" to test different approaches, but N-POWER remains one project among others, limited to a single neighbourhood and not part of a more global strategy. The Dutch, Flemish and German cities had already institutionalized some methods and saw N-POWER as an opportunity to evaluate and improve their current practices.
In most cities, the tools and methods implemented so far fail to create opportunities for community empowerment, although some cities are progressively supporting more active citizenship. These differences illustrate very different levels of understanding, willingness and capacity
(cultural, organizational, technical...) a lack of shared know-how on how to facilitate EP and EC => stabilization of a formal PRU and a dedicated city department, It has been shown that individuals do not become self-sufficient on their own. It is only once the individual has more confidence, feels comfortable interacting with their environment, that they can build a relationship with others and their direct environment, which shows that EP and CE are linked.
Intermediary actors such as neighborhood managers are therefore essential to recreate a healthy dialogue and long-term relationship between stakeholders. => Sustainability of these intermediary roles.
Turnover of some project managers and neighborhood managers: a loss of information, a loss of experience and discontinuities in the monitoring of the process. Moreover, this situation is very difficult for citizens who had developed a trusting relationship with one person (Brooker in Heerlen, WM in Genk).
Absence of POLITICAL SUPPORT => pilot project + summit meeting + learn from eachother but in need of the right people…
=> Some are not ready to transfer the power.

It would be interesting to broaden the evaluation of the project to the opinions of the participants themselves. Of course, we interviewed some citizens, but not enough to get a representative idea of how they feel and how they want to be involved in the future. It is also very difficult for the project to estimate with certainty how the empowerment of citizens and communities has evolved over the course of the project. In addition, the actors involved in the project need to step back to better visualize the impact of N-POWER on their usual practices.

Expected Outputs (EN): Cities are increasingly socially fragmented, with deprived populations being more and more concentrated in some neighbourhoods. By focussing on these neighbourhoods and by supporting their populations and offering them opportunities to develop their potential and improve their skills and competences, the N-POWER project will contribute to reduce poverty and social exclusion.
