El proyecto SAPYRA tiene por objetivo mejorar la seguridad de los accesos pirenaicos frente al riesgo de avalanchas, en particular en el acceso a Andorra. Todos los inviernos, los itinerarios pirenaicos están sujetos a cortes por motivo de avalanchas o de riesgo de avalanchas. El cambio climático se traduce en nuestras regiones en un aumento del número de eventos extremos, y por consiguiente, con el aumento de episodios con nevadas más abundantes. En un momento en que los intercambios nacionales e internacionales toman cada vez más importancia en nuestra sociedad, estos cambios climáticos son un verdadero freno a la vida de los habitantes de nuestras regiones y al desarrollo económico de la zona de la CTP. SAPYRA permitirá, mediante la realización de infraestructuras de protección e instrumentalización para la prevención del riesgo de aludes, reducir sensiblemente el número de días y de horas de cierre de los ejes viarios afectados. Francia y Andorra están directamente afectadas por estos peligros y por estos cierres. Fue entonces necesario trabajar en un proyecto conjunto transfrontenizo para tratar este problema y resolverlo en parte. Por un lado, los equipamientos permitirán reducir el riesgo; por otro lado, los estudios y los dispositivos de gestión que de ellos resultarán permitirán desarrollar la información y la cooperación transfronteriza, tanto durante el proyecto como a su fin, para avanzar hacia soluciones perennes.

Description (EN):

The SAPYRA project has for objective to reassure the Pyrenean accesses in front of risk avalanche, in particular for the access to Andorra. Every winter, Pyrenean routes are subject to cuts because of avalanches or of risks of avalanches. The climate change is translated in our regions by an increase of the number of events extrèmes, and thus by more plentiful snowfalls for the periods which tend to increase. While the national and international exchanges take a more and more important part in our companies, this climate change is a real brake in the life of the inhabitants of our regions and in the economic development of the zone of the CPT. SAPYRA will allow, by the realization of infrastructures of protection, and instrumentation of prevention, to decrease appreciably the number of days and closing hours the concerned routes. France and the Principality of Andorra are directly concerned by these hazards and by these cuts. It thus seemed necessary to work in cross-border partnership to handle this problem and solve it partly. Equipments will allow to decrease the risks, and the studies, as well as the plans of management which will result from it, will allow to develop the information and the cross-border, long-term cooperation of the project and very beyond, to go towards long-lasting solutions.

Le projet SAPYRA a pour objectif de sécuriser les accès pyrénéens face au risque avalanche, en particulier pour l'accès à Andorre. Tous les hivers, les itinéraires pyrénéens sont sujets à des coupures en raison d'avalanches ou du risques d'avalanches. Le changement climatique se traduit dans nos régions par une augmentation du nombre d'événements extrèmes, et donc par des chutes de neige plus abondantes dans des périodes qui ont tendance à augmenter. Alors que les échanges nationaux et internationaux prennent une part de plus en plus importante dans nos sociétés, ces changements climatiques sont un véritable frein à la vie des habitants de nos régions et au développement économique de la zone de la CPT. SAPYRA permettra, par la réalisation d'infrastructures de protection, et d'instrumentation de prévention, de diminuer sensiblement le nombre de jours et d'heures de fermeture des itinéraires concernés. La France et la Principauté d'Andorre sont directement concernées par ces aléas et par ces coupures. Il est donc apparu nécessaire de travailler en partenariat transfrontalier pour traiter ce problème et le résoudre pour partie. Les équipements permettront de diminuer les risques, et les études, ainsi que les dispositifs de gestion qui en résulteront, permettront de développer l'information et la coopération transfrontalière, dans la durée du projet et bien au delà, afin d'aller vers des solutions pérennes.
