La libre circulación de trabajadores es una de las cuatro libertades fundamentales de la Unión Europea, así como uno de los pilares del mercado único. Las zonas transfronterizas son, quizás, las más sensibles a esta realidad, por lo que desarrollar su capacidad y potencial de integración e impulso en el ámbito laboral debe ser uno de los ejes desde el que reforzar el mercado único europeo. La adopción del Plan Estratégico 2014-2020 de la AECT Eurorregión Aquitania-Euskadi supuso un hito en la historia de las relaciones entre ambas regiones así como la consolidación de la apuesta del proyecto eurorregional, como parte de la construcción europea a nivel interregional e internacional de proximidad. Esta decidida apuesta política identificó una serie de temáticas prioritarias, entre las que se encuentra el desarrollo de una cuenca de empleo eurorregional que ayude a la vertebración del perímetro de ambas regiones como una zona dinámica y de oportunidad económica, tanto para las empresas como para la población activa. El presente proyecto pretende abordar esta problemática multidisciplinar a escala eurorregional, tanto a nivel teórico como práctico para empresas y trabajadores y desempleados.

La libre circulation de travailleurs est l’une des quatre libertés fondamentales de l’Union Européenne, ainsi que l’un des piliers du marché unique. Les zones transfrontalières sont, peut être, les plus sensibles à cette réalité; c’est pour cela que le développement de leur capacité et leur potentiel d’intégration et de consolidation dans le monde du travail doit être l’une des forces qui permettra le renforcement du marché unique européen. L’adoption du Plan Stratégique 2014-2020 du GECT Eurorégion Aquitaine-Euskadi marque un tournant dans l’histoire des relations entre les deux régions et permet la consolidation du projet eurorégional qui voulait faire partie de la construction européenne à l’échelle interrégionale et internationale de proximité. Ce pari politique ferme a identifié une série de thématiques prioritaires, parmi lesquelles se trouve le développement d’un bassin d’emploi eurorégional qui permettra la structuration du périmètre des deux régions comme une zone dynamique et d’opportunité économique, aussi bien pour les entreprises que pour la population active. Le présent projet souhaite aborder ce problème multidisciplinaire à l’échelle eurorégionale, aussi bien du point de vue théorique que pratique pour des entreprises, travailleurs et chômeurs.
