El reto principal del proyecto H2Ogurea se centra en traducir el contenido del documento de gestión de los ríos compartidos en acciones concertadas transfronterizas. La asociación alrededor de un proyecto transfronterizo permite instaurar partenariados pertinentes en función de exigencias medioambientales, las cuales, no entienden de fronteras. H20gurea se concentrará en los siguientes ejes de trabajo: la gestión de las inundaciones, la mejora de la calidad de los ríos y la animación de intercambios fronterizos regulares. El objetivo principal de H2Ogurea es construir una visión de conjunto de las cuencas transfronterizas y actuar para alcanzar las objetivos de las directivas europeas de gestión del agua. Los principales resultados esperados son una coordinación en la gestión y la protección de la calidad de los ríos y los usos asociados para que los esfuerzos de mejora del territorio en este campo sean óptimos para todos los usuarios del territorio y por ende del agua. Además se contempla la realización de una serie de obras, indispensables, para la protección, la optimización y el uso sostenible de nuestros recursos locales. Realizar este proyecto transfronterizo es esencial para no reducir el enfoque agua a meros límites administrativos sino tratarlo a la escala física de la cuenca de alimentación. La originalidad del proyecto reside en que se propone un enfoque innovador y completamente integrado del ciclo del agua aplicando las directivas comunitarias.

Description (EN):

The main issue of the H2Ogurea project is to translate the signature of shared watercourses management Charter into implementation of concrete cross-border actions. The collaboration within the framework of a cross-border project enables to set up relevant partnerships to meet environmental requirements, which do know no borders, as fully as possible. Therefore H2Ogurea will focus on the following areas of work: floods, drinking water, stream quality and regular exchanges. The main objective of H2Ogurea is to build an overview of transboundary watersheds and to take actions to achieve the objective of European water management directives. The key expected results are the coordination in the protection of the streams quality and the related uses so that improvement efforts of the territory in this area are optimal for all the users of the territory and so water users. Moreover, various works are planned, indispensable to conservation, development and sustainable use of our local resources. It is essential to carry out this project in a cross-border way in order not to limit anymore the water approach to administrative boundaries but rather to deal with it at the basin scale. The originality of the project is that it develops an innovative and fully integrated approach of the whole water cycle, in accordance with the Community directives.

L’enjeu principal du projet H2Ogurea est de traduire la signature de la Charte de gestion des cours d’eau partagés par la mise en œuvre d’actions concertées transfrontalières. L’association autour d’un projet transfrontalier permet de mettre en place des partenariats pertinents au plus près des exigences environnementales qui ne connaissent, elles, pas de frontière. H2Ogurea se concentrera ainsi sur les axes de travail suivants : les inondations, l’eau potable, la qualité des cours d’eau et les échanges réguliers. L’objectif principal de H2Ogurea est de construire une vision d’ensemble des bassins versants transfrontaliers et d’agir pour l’atteinte des objectifs des directives européennes de gestion de l’eau. Les principaux résultats attendus sont une coordination dans la protection de la qualité des cours d’eau et les usages associés pour que les efforts d’amélioration du territoire dans ce domaine soient optimaux pour tous les usagers du territoire et donc usagers de l’eau. De plus, plusieurs travaux sont prévus, indispensables pour la protection et la mise en valeur et l’utilisation durable de nos ressources locales. Mener ce projet en transfrontalier est essentiel afin de ne plus restreindre l’approche de l’eau à des limites administratives, mais de la traiter à l’échelle du bassin versant. L’originalité du projet est qu’il propose une approche innovante et complètement intégrée de l’ensemble du cycle de l’eau, en application des directives communautaires.
