Le territoire du programme EFA, structuré par une chaîne de montagnes reliant l’Atlantique à la Méditerranée (les Pyrénées), présente une vulnérabilité potentiellement importante au changement climatique. Ce territoire transfrontalier alimente les écoulements et les zones de recharge des principaux bassins versants et aquifères de la region, et constitue la source principal des ressources en eau pour le territoire POCTEFA. PIRAGUA vise à caractériser le cycle de l’eau dans les Pyrénés pour améliorer la capacité d’adaptation des territoires face aux défis du changement climatique et soutenir les investissements pour l'adaptation au changement climatique de la gestion de la ressource en eau. PIRAGUA s’intègre dans la stratégie de coopération transfrontalière de l’Observatoire Pyrénéen sur le Changement Climatique (OPCC), et développera des actions: i) d’amélioration des connaissances et de développement de bases de données régionales; ii) d’établissement et suivi d’indicateurs clés; iii) d’élaboration de scénarios futurs en termes de ressource en eau; iv) de développement d’expériences pilotes sur les questions de gestion des barrages, des exploitations forestières, etc.; v) d’estimation des coûts associés au changement climatique; vi) d'élaboration de recommandations pour des adaptations sectorielles; etc. vii) de transfert des résultats aux acteurs impliqués dans la gestion des ressources en eau des territoires du programe POCTEFA.

Vertebrado por una cordillera montañosa que se extiende del Atlántico al Mediterráneo (los Pirineos) el territorio del Programa EFA es particularmente vulnerable al cambio climático. Este territorio transfronterizo alimenta las escorrentías y las zonas de recarga de las principales cuencas vertientes y acuíferos de la región, erigiéndose como la fuente principal de recursos hídricos del territorio POCTEFA. PIRAGUA aborda la caracterización del ciclo hidrológico en los Pirineos para mejorar la capacidad de adaptación de los territorios frente a los retos impuestos por el cambio climático y apoyar la inversión destinada a la adaptación al cambio climático de la gestión del recurso agua. PIRAGUA se alinea con la estrategia de cooperación transfronteriza del Observatorio Pirenaico del Cambio Climático (OPCC), y desarrollará acciones enfocadas a: i) la mejora del conocimiento y el desarrollo de bases de datos regionales; ii) el establecimiento y seguimiento de indicadores clave; iii) la elaboración de escenarios futuros de recursos hídricos; iv) el desarrollo de experiencias piloto en los ámbitos de la gestión de embalses, de explotaciones forestales y otros; v) la estimación de los costes asociados al cambio climático; vi) la elaboración de recomendaciones sobre las adaptaciones sectoriales; y vii) la transferencia de los resultados a los agentes implicados en la gestión de los recursos hídricos en el territorios del programa POCTEFA.

Description (EN):

Structured by a mountain chain spanning from the Atlantic to the Mediterranean (the Pyrenees), the POCTEFA territories are particularly vulnerable to climate change. The Pyrenees host the headwaters and recharge areas of the main rivers and aquifer systems of the region, thus constituting the source of most of the water resources of the POCTEFA territory. PIRAGUA focuses on the evaluation and integrated management of the hydrological cycle in the Pyrenees, with the main goal of improving the adaptation capacity to the consequences of climatic change. As such, PIRAGUA will support the already existing investments dedicated to adaptation to climate change with respect to water resources. PIRAGUA is thus closely related to the trans-boundary strategy of the Pyrenean Observatory for Climate Change (OPCC), and will develop actions aiming at: i) Improving the existing knowledge and building datasets on climate change impacts on the hydrological cycle and the water resources in the region. ii) Defining and monitoring relevant indicators. iii) Elaborating future water resources scenarios. iv) Developing pilot experiences at the local level with focus on different water uses and economic sectors. v) Estimating the costs associated to climate change in relation with the water resources. vi) Elaborating recommendations for improving the sectorial adaptation to climate change. vii) Transferring of the results to the relevant water agencies in the POCTEFA territories.
