El proyecto SAREA pretende mejorar los servicios de atención a la infancia y personas mayores de Guipúzcoa y Pirineos Atlánticos mediante el desarrollo de modelos y prácticas innovadoras que potencien el empoderamiento de usuarios y familias en el diseño de sus proyectos de vida. Para conseguirlo SAREA propone consolidar una red transfronteriza de profesionales de la acción social del territorio que conceptualice estrategias e intervenciones existentes para su transferencia y contribuir así a la inclusión social de los siguientes colectivos: personas mayores, los Menores Extranjeros No Acompañados, los jóvenes adultos (16-21 años) y las familias con medidas de protección y con personas mayores. Los principales resultados serán la consolidación de red de profesionales, la modelización y experimentación de las prácticas más relevantes para cada colectivo, la formación para profesionales, formadores, alumnado y familias acogedoras y un sistema de evaluación para usuarios de diferentes servicios. La cooperación entre los profesionales que se viene desarrollando desde 2015 ha permitido compartir las necesidades reales de los colectivos de ambos lados de la frontera e identificar aquellas que se pueden satisfacer a partir de la transferencia de las prácticas y servicios existentes para conseguir un servicio de atención a la infancia y a personas mayores mejorado e integrado en el conjunto del territorio cubierto por el proyecto.

Le projet SAREA vise à améliorer l’accueil des enfants et des personnes âgées en Gipuzkoa et Pyrénées Atlantiques au travers du développement de modèles et pratiques innovantes encourageant le renforcement des capacités des usagers dans la conception de leurs projets de vie et du rôle des familles. Dans ce but SAREA propose de consolider un réseau transfrontalier de professionnels de l'action sociale qui conceptualise les stratégies et les interventions existantes afin de les transposer et contribue ainsi à l'inclusion sociale des catégories suivantes: personnes âgées, les mineurs étrangers non accompagnés (MENAs), les jeunes adultes (16-21 ans), les fratries et les familles lors de placement des enfants et lors des prises en charge des personnes âgées. Principaux résultats: consolidation du réseau de professionnels, modélisation et expérimentation des pratiques les plus importantes pour chaque catégorie, la formation pour les professionnels, les formateurs, les élèves et les familles d'accueil et un système d'évaluation pour les usagers des différents services. La coopération entre les professionnels depuis 2015 a permis de partager les besoins réels des catégories concernés des deux côtés de la frontière et d'identifier ceux qui peuvent être satisfaits à partir du transfert des pratiques et des services existants dans le but d'améliorer un service d’accueil et de prise en charge pour les enfants et les personnes âgées et de l'intégrer dans l'ensemble du territoire.

Description (EN):

SAREA project seeks to improve the services for children and for the elderly in Guipúzcoa and the Atlantic Pyrenees by the development of innovative models and practices encouraging the empowerment of users and families in the design of their lifes. For this purpose, SAREA proposes to consolidate a cross-border network of professionals within the domain of social action in the territory that will help conceptualize existing strategies and interventions so as to transfer them, thus contributing to the social integration of the following population categories: elderly, unaccompanied foreign minors, young adults (16-21 years of age), sibships under child protection measures and families under protection measures and with elderly members. The main results will be the consolidation of a network of professionals, the modelling and experimenting of most relevant practices for each category, the training of professionals, trainers, students and host families, and an evaluation system available for users of the different services. Ongoing cooperation between professionals since 2015 has allowed to share the actual needs of these population categories on both sides of the frontier and to identify those that can be met by transferring existing practices and services to attain a service for children and the elderly which is both improved and integrated in the territory covered by the project.
