Description (ES): Los territorios a lo largo de la frontera entre Pirineos Atlánticos, Aragón, Navarra y Gipuzkoa están sujetos a muchos riesgos tanto naturales como relacionadas con la actividad humana. Aunque los riesgos afectan a un lado como al otro de la frontera, la coordinación operativa entre los servicios de emergencia sigue siendo insuficiente: problemas de comunicación, coordinación entre los diferentes actores locales, compatibilidad de materiales, de intercambio de informaciones y de metodologías operativas... En materia de seguridad civil, La frontera entre los diferentes actores sigue siendo una importante separación. La gestión operativa de rescates se realiza con enfoques diferentes en cada país. Los actores han identificado varias ejes de cooperación: - Poner en comunicación las plataformas de recepción de llamadas de emergencia, base de toda intervención - Poner a colaborar a los equipos de terreno sobre los riesgos identificados - Armonizar las técnicas operativas A pesar de la voluntad de una colaboración de parques transfronterizos, la falta de coordinación afecta notablemente el buen funcionamiento de las operaciones y podría tener consecuencias nefastas en casos graves. Ante esta situación, los integrantes de la protección civil de estos espacios comunes desean comprometerse en una cooperación operativa transfronteriza permanente para mejorar la cobertura de riesgos sobre personas, bienes y el medio ambiente.
Read more Description (EN): The territories along the border between the Atlantic-Pyrenees, Aragon, Navarra and Gipuzkoa are subject to many natural and human-related risks.
Although these risks impact either side of the border, there is still insufficient operational coordination between the emergency services: problems of communication, coordination between the different actors in the field, compatibility of equipment, exchange of information and operational methodologies.
In terms of civil security, the boundary between the various actors remains an important separation. The operational management of relief is a different approach in each country.
The actors identified several axes of cooperation:
- By communicating with each other the platforms for receiving emergency calls, the basis of any intervention
- By collaborating field teams on identified risks
- By harmonizing operational techniques
Despite the desire for collaboration between the cross-border fire stations, the coordination deficit greatly affects the smooth running of operations and could have adverse consequences in the event of a serious situation.
Faced with these findings, the civil security actors in these common spaces want to engage in long-term cross-border operational cooperation to improve the coverage of risks to people, property and the environment.

Bien que ces risques impactent l’un ou l’autre côté de la frontière, la coordination opérationnelle entre les services de secours reste insuffisante : problématiques de communications, de coordination entre les différents acteurs de terrain, de compatibilité de matériels, d'échange d'informations et de méthodologies opérationnelles.
En matière de sécurité civile, la frontière entre les différents acteurs reste une séparation importante. La gestion opérationnelle des secours relève d’approches différentes dans chaque pays.
Les acteurs ont identifié plusieurs axes de coopération:
- En faisant communiquer entre elles les plateformes de réception des appels de secours, base de toute intervention.
- En faisant collaborer les équipes de terrain sur des risques identifiés.
- En harmonisant les techniques opérationnelles.
Malgré la volonté d’une collaboration des casernes transfrontalières, le déficit de coordination impacte fortement le bon déroulement des opérations et pourrait avoir des conséquences néfastes en cas de situation grave.
Face à ces constats, les acteurs de la sécurité civile de ces espaces communs souhaitent s'engager dans une coopération opérationnelle transfrontalière pérenne pour améliorer la couverture des risques sur les personnes, les biens et l'environnement.
Read more Achievements (ES): El proyecto ALERT (Anticipar y Luchar en un Espacio común contra los Riesgos Transfronterizos) se finaliza tras 4 años de colaboración activa entre el SDIS64 (líder del proyecto), el Gobierno de Navarra, el Gobierno de ARAGÓN y la Diputación Foral de GUIPUZCOA.
BALANCE MUY POSITIVO :
A pesar del impacto de la crisis sanitaria, el proyecto ha llevado a cabo más del 80% de todas las acciones previstas y ha ejecutado más del 95% de la dotación presupuestaria.
Más allá del aspecto cuantitativo, se ha conseguido el objetivo general del proyecto ALERT. De hecho, el proyecto permitió a los equipos de ambos lados de la frontera conocerse mejor, comunicarse y aprender a trabajar juntos. El resultado es una mejor colaboración, una información compartida y un conocimiento mutuo de los procedimientos, para una mejor respuesta a los riesgos identificados a lo largo de la frontera pirenaica.
Si globalmente ALERT ha llevado a cabo su programa y ha logrado el objetivo general, esta primera colaboración ha demostrado, sin embargo, que el proyecto no ha aportado todas las claves necesarias para optimizar las misiones de rescate transfronterizas.
De hecho, este proyecto ha permitido identificar ejes de mejora para que el rescate en el territorio transfronterizo pueda llevarse a cabo de manera compartida y/o complementaria. Por lo tanto, está claro que a pesar de los beneficios positivos generados por el proyecto ALERT sobre la colaboración transfronteriza, será esencial iniciar un nuevo proyecto sobre la base de los logros de este primero para que la colaboración de los servicios de rescate franco-españoles del departamento de Pirineos Atlánticos se convierta en una realidad en el perímetro fronterizo de todos los socios del proyecto.

VERY POSITIVE BALANCE:
Despite the impact of the health crisis, the project carried out more than 80 % of all planned actions and implemented more than 95 % of the budget allocation.
Beyond the quantitative aspect, the overall objective of the ALERT project has been achieved. In fact, the project allowed teams from both sides of the border to get to know each other better, communicate and learn to work together. The result is better collaboration, shared information and mutual knowledge of procedures, for a better response to risks identified along the Pyrenean border.
If ALERT has carried out its programme overall and has achieved the overall objective, this first collaboration has shown, however, that the project has not provided all the necessary keys to optimise cross-border rescue missions.
In fact, this project has made it possible to identify axes for improvement so that the rescue in the cross-border territory can be carried out in a shared or complementary way. Therefore, it is clear that despite the positive benefits generated by the ALERT project on cross-border collaboration, it will be essential to start a new project based on the achievements of this first so that the collaboration of the French-Spanish rescue services of the Pyrenees-Atlantic department becomes a reality in the border perimeter of all the project partners.
