The Carlingford Lough Cross Border Greenway will be developed against the majestic backdrop of the Cooley and Mourne Mountains, linking communities along the west side of Carlingford Lough from Carlingford to Newry. The Greenway will build on the recently completed and already popular Omeath to Carlingford Marina Greenway providing a world class cross border green travel route running parallel to the R173 Road Newry Dundalk Link Road. The peninsula extends for approximately 25 km from Newry City through Omeath and Carlingford to Greenore. The peninsulas community and the community of Newry are constrained by vehicular free limited public spaces. The cross-border road is narrow and uncompromising for cyclists. Therefore the common modal shift challenge is to reduce the number of vehicles on the cross-border road by offering an attractive active work and travel alternative. Project costs for the preferred option are estimated at €4,560,301 (Section 5). The capital output is the creation of 10.1 km of new cross-border Greenway, linking Carlingford to Newry City via Omeath. The new Greenway links to existing sections of Greenway in Ireland and Northern Ireland creating a total cross border accessible traffic free link from Portadown to Carlingford and forming an integral element of the Great Eastern Greenway. Costs have been professionally estimated and will be subject to EU tendering. The main objective, is to enable more sustainable mobility on a cross-border basis resulting in reduced energy consumption and carbon emissions. The current situation is that 2.7% of cross-border commuters journey to/from work or education by cycling or walking and the Interreg programme aims to increase this to 10% by 2023. The Carlingford Lough Greenway project seeks to convert cross-border car commuters to cycle or walk to work or education on a more regular basis. Additionally, through implementing a Greenway Activity Programme, local businesses, schools and residents, 1,500 participants will be encouraged to respond to Programme activities under the themes of Sustainable Transport, Active Travel, Healthy Living and Social Cohesion. The key modal shift objective to increase the number of cross border commuters travelling to work or education by bicycle/on foot using the Carlingford Lough Greenway from a zero base to 150 on a regular basis equivalent to 30 on a daily basis over a 3 year period. This will result in the total number of cross border commuters to work or education in the Newry and Louth region increasing from the established low baseline of 49 (2.7%) to 199 exceeding the Interreg target. When measured against the Interreg target of 10% of total cross border commuters (baseline of 14,687), the Interreg target is 1,468 cross border commuters walking or cycling to work or education with 176, being 12% attributable to Newry and Louth region. The Carlingford Lough Greenway project: Involves the construction of a new cross-border route for cycling and walking. Creates a safe and attractive active travel cross-border route from Carlingford to Newry for commuters and others. Engages Louth County Council and Newry, Mourne & Down District Council in an exciting collaborative project that establishes a new physical link between jurisdictions. Will recruit businesses that employ significant numbers of cross border workers and third level education institutions to utilise the Greenway for cross border commuting. Will engage schools and the local population in utilising the Greenway and commuting to work. Involves the delivery of a Greenway Activity Programme that will encourage and facilitate people to cycle/walk and promote behavioural change to reduce their carbon emissions. Meets the local and regional strategies in terms of tourism and healthy and active living. This cross border project has been developed through a signed Memorandum of Understanding and will be implemented on a joint basis between Louth County Council and Newry, Mourne & Down District Council. Cross border and cross community co-operation are at the core of the project as evidenced by the planned progression of activities and support for the project. Funding the project is the key constraint facing the partners. There are no other material constraints that will impact upon the project. Risks have been identified and are capable of successful mitigation and management. In addition an extensive programme of activities aimed at recruiting citizens, businesses and schools to utilise the Greenway will directly assist in achieving the cross border modal shift and additionally informing and driving behavioural change in terms of transport mode impacts and of changing modes of transport in the medium term and in promoting sustainable regional, cross border and local mobility.

Construction of 10.1km of Carlingford Lough Cross Border Greenway between Newry and Carlingford by December 2019; Recruitment of staff; Recruit 10 businesses which have significant cross border commuting workers to utilise the Greenway for commuting to work; To have 150 people utilise the Greenway to commute cross border to work/education on regular basis over a 5 year period; To have equivalent of 30 people using Greenway to commute cross border to work/education on daily basis; Engage local primary and post primary schools from both jurisdictions in utilisation of the Greenway for commuting to school and for additional educational activities; Record up to 60,000 visits/users of the Greenway crossing the border in either direction in Year 1 rising to 100,000 users by Year 3; Engage a Project Co-ordinator for the project duration; Establish a Friends of Carlingford Lough Greenway Committee to promote modal shift and utilisation of the Greenway; Deliver Greenway Activity Programme to encourage cross-border commuting and usage; and, Record 1,500 participants involved in activities delivered through the Greenway Activity Programme in Year 1, increasing by 10% in each of Years 2 and 3.
