The Marine Protected Areas Management and Monitoring (MarPAMM) project will use the wide experience of a novel partnership to deliver four models designed to support the conservation of habitats and species that underpin Marine Protected Area (MPA) designations within the eligible region. These include two mobile species models (seabirds and seals, coupled with underwater noise assessments), a seabed-dwelling species and habitats model and a coastal processes model. Together with models produced by sister INTERREG VA projects (e.g. COMPASS) and existing datasets, the new models will provide the sound scientific evidence base required for marine management plan development for MPAs. Six MPA management plans will be delivered by the project, using a cross-border, collaborative focus and extensive stakeholder engagement. A novel regional approach will be used to ensure cross-border pressures and processes are represented and understood in each plan. The following MPA management plans will be delivered and implemented, with suitable governance structures in place by the end of the project: Argyll (Regional - Scotland). Down – Co. Louth (Regional – cross-border Northern Ireland - Republic of Ireland). North Coast Ireland – North Channel (Regional – cross-border Republic of Ireland – Northern Ireland)Outer Hebrides (Regional - Scotland)Carlingford Lough Special Protection Areas (2 adjacent cross-border sites – Republic of Ireland and Northern Ireland)Murlough Special Area of Conservation (Co. Down, Northern Ireland). Together, these outputs will meet key challenges within the INTERREG VA area. A network of designated MPAs has been developed separately across Ireland, Northern Ireland, offshore UK waters and Scotland, with some designated features in common (e.g. Natura 2000 sites) but some differing designation priorities e.g. features protected by Scottish Nature Conservation MPAs, and those protected by the Northern Irish Marine Conservation Zones. Most MPAs have defined conservation objectives; for these to be achieved MPAs require management plans to be developed and implemented, based upon sound scientific evidence. Some MPAs in the region have such plans developed, many do not, and some plans were developed at the time of designation and the presssures affecting achievement of conservation objectives may have altered in subsequent years. As all the MPAs in the eligible area are connected by the wide habitat use of mobile species (e.g. seabirds, cetaceans and seals) and pelagic life stages of benthic species (e.g. horse mussels), effective management requires knowledge of such connectivity and the cumulative pressures from a regional, cross-border context. MarPAMM has been co-developed by all project partners and key stakeholders, building on the close links of project partners with marine managers in the three jurisdictions. MarPAMMs overriding objective is to increase cross-border capacity for the monitoring and management of marine protected areas and species; there is not currently a mechanism for fostering cross-border collaboration for the management of MPAs, yet features within MPAs are subject to pressures at a regional, shared water scale, including impacts acting outside of designated areas that can affect mobile species and those with mobile life stages, or coastal processes affecting seabed and intertidal habitats. Without cross-border collaboration it is not possible to develop scientifically robust models at a relevant scale and geographical coverage to meet the information requirements for development and implementation of effective MPA management strategies. Furthermore, mobilisation of stakeholders to embed them within MPA management is vital to implement strategic management actions rather than reactionary actions, which can alienate users of MPAs. A well-managed network of MPAs meets requirements set by the jursidictions Biodiversity Strategies, but can also support development of a sustainable Blue Economy by fostering the ecosystem services provided by MPAs, such as provision of nursery grounds for commercial fish/shellfish species, enhancing water quality, or playing a role in climate change adaptation and resilience. MarPAMM’s outputs will be delivered through a series of co-designed work packages, with a separate work package for each model, and a further work package for development and implementation of the MPA management plans. Work package leads are distributed across the partnership, based on partner expertise, and each work package has a number of partners contributing to it from across the eligible region. Throughout the project, effective project management and communication strategies will act to support the implementation work packages, with a continual cycle of progress monitoring and evaluation, in line with SEUPB requirements. All partners have experience of EU projects and are committed to delivery of MarPAMM’s objectives, while embedding the horizontal principles of sustainable development, equal opportunities and equality. MarPAMM has been formally endorsed by 16 stakeholder organisations; letters of support are attached to the application (attachments 12_1 - 12_16).
