The programme will deliver an iconic, innovative multimodal hub, enhanced integrated cross-border public transport services, rail services and active travel infrastructure which will support the delivery of behavioural change initiatives. The Hub will be located in the North West on the site of the old Waterside Station in Derry and will connect to the existing extensive cross-border active travel network supported by DCSDC and DCC. Following the completion of the construction phase in 2020, enhanced integrated cross-border public transport services will be commenced. This will be supported by a range of promotional activites, including the introduction of a liveried connection from Foyle Street Bus Station to/from the Hub, which will encourage modal shift and achievement of the operational programme target in relation to cross border journeys made by public transport by 2023. The concept of the Hub has been developed with interdepartmental co-operation across a range of partner organisations including representatives from all 3 jurisdictions as well as Councils on either side of the border and public transport service providers both North and South. The proposed design includes the provision of facilities to be utilised by the community and an Active and Sustainable Travel Centre to promote a range of supportive actions around sustainable transport alternatives. The Hub aligns with Government strategies both North and South as well as, at regional level, The One Plan and emerging Community Plan will provide a range of additional benefits including improving the connectivity between the Waterside and Cityside areas of Derry. Governments from both jurisdictions together with local representatives are supportive of the development of the Hub and its progression of the North West Gateway Initiative. A number of options were considered before determining that the best location for the Hub was the site of the former Waterside Station, which is also the preferred location identified in a survey of local residents. Negotiations continue regarding the purchase of the site and Heads of Agreement have recently been exchanged and solicitors instructed to draw up formal contracts. The Hub will be developed at a capital cost of €30.390m with an intervention rate of 85% up to a maximum of €20m ERDF. The Lead Partner, the Department for Infrastructure, has committed to provide the additional funding required to deliver the Hub, and the Accountable Department has recently written to SEUPB to confirm it will support the project in line with the Chancellors recent statement on EU projects. The development of the Hub will be managed through a programme board supported by 3 projects: Construction; Connectivity; and Public Transport. Any associated economic appraisals will be developed to Green Book standard and receive the necessary Department of Finance approvals. The delivery of the programme and associated projects will be supported by the application of a number of project management methodologies and best practices including Managing Successful Programmes (MSP), Prince II and Gateway Review. This includes the development and management of risk assessment plans and issues logs and a benefits realisation plan.
