Description (EN):

This project is directed to reducing energy consumption in municipality buildings with public functions and thus will affect the development of environment protection activities, which for its part would have a positive impact on improving the quality of life for people on both sides of the border in cross border region. The overall objective is to prevent the environment through reduction of energy consumption in the municipal buildings in Rila and Probishtip. The envisaged main outputs are: enhanced capacity of municipalities teams in in the field of local sustainable energy planning; rehabilitated municipal buildings in Rila and Probishtip - Improved condition of the public buildings and enhancement of its energy efficiency; reduced expenses in municipality budgets through saving energy; extended exploitation of public infrastructure; Improved comfort of public buildings; reducing carbon emissions from public buildings; ensured access of people with disabilities to the buildings; Implemented actions for environmental protection in the cross-border area; conducted energy efficiency seminar in Rila; strengthen relationships between the municipality of Rila and municipality of Probishtip and expert level of colaboration; raised awareness of new methods in energy consumption reduction; analyzing new technologies and approaches that can improve efficiency uptake; and examining a new regulatory structure to support new approaches to energy efficiency.

Проектот е насочен кон намалување на потрошувачката на енергија во општинските згради и на тој начин ќе влијае на развојот на активности за заштита на животната средина што од своја страна ќе има позитивно влијание врз подобрување на квалитетот на животот на луѓето од двете страни на границата во прекуграничниот регион. Општата цел на проектот е заштита на животната средина преку намалување на потрошувачката на енергија во општинските згради во Рила и Пробиштип. Предвидените главните резултати се: зголемување на капацитетот на општинските тимови во областа на локалното планирање за одржлива енергија; рехабилитирани општински згради во Рила и Пробиштип; Подобрена состојба на јавните објекти и подобрена енергетската ефикасност; намалување на трошоците во буџетите на општината преку заштеда на енергија; продолжена употребна вредност на јавната инфраструктура; Поголема удобност на јавните згради; намалување на емисиите на јаглерод диоксид од јавните објекти; обезбеден пристап на лицата со посебни потреби на објектите; Спроведени активности за заштита на животната средина во прекуграничната област; Спроведен семинар за енергетска ефикасност во Рила; Зајакнување на односите помеѓу општина Рила и општина Пробиштип и соработката на експертско ниво; подигање на свеста за нови методи за намалување на потрошувачката на енергија; анализа на новите технологии и пристапи со кои може да се подобри ефикасноста; и испитување на нови регулаторни структури за поддршка на нови пристапи за енергетска ефикасност.

Този проект е насочен към намаляване на потреблението на енергия в сградите с обществени функции - общинска собственост, като обхваща изпълнението на дейности по опазване на околната среда и цели постигането на положително въздействие върху качеството на живот на хората от двете страни на границата в трансграничния регион. Главната цел на проекта е опазване на околната среда, чрез прилагане на мерки за енергийна ефективност за намаляване консумацията на енергия в административните сгради на общинските администрации на общините Рила и Пробищип. Предвижданите резултати са: повишен капацитет на общинските екипи в областта на местното устойчиво енергийно планиране; рехабилитирани административни сгради на общините Рила и Пробищип – подобрена енергийна ефективност, общо физическо състояние и естетически облик; намалени разходи за енергия в общинските бюджети, чрез намалено потребление; удължена експлоатация на обществената инфраструктура; подобрен комфорт на обитаване на обществените сгради; намалени въглеродни емисии от обществените сгради; изградена „достъпна среда“ до обществените сгради, включително за хората с увреждания; реализирани съвместни дейности за опазване на околната среда в трансграничния регион; проведен семинар за енергийна ефективност в гр. Рила; утвърдени връзки между община Рила и община Пробищип и установена комуникация и сътрудничеството на експертно ниво; повишена осведоменост наразличните заинтересовани страни по отношение съвременните методи за намаляване на консумацията на енергия; анализирани нови технологии и подходи за енергийна ефективност; проучване за нова регулаторна структура в подкрепа на нови подходи за енергийна ефективност.

Achievements (EN):

The interventions made contribute to the enhancement of the authorities’ cooperation in the cross-border region, improvement of the knowledge and expertise for developing and implementing joint projects and raising the public awareness on the benefits of the cross-border initiatives. This project results lead to reducing energy consumption in municipality buildings with public finctions and thus will affect the development of environment protection activities, which for its part would have a positive impact on improving the quality of life for people on both sides of the border in cross border region.
