Der Bausektor ist für mehr als 60% des Rohstoffverbrauchs in Europa verantwortlich indem 30-50% des gesamten Materialverbrauchs im Wohnungsbausektor erfolgt. Außerdem verursacht der Sektor ein Drittel des gesamten Abfalls in der EU. Daher ist die Verbesserung der Energieeffizienz im Wohnbausektor von höchster Bedeutung für eine nachhaltige Gesellschaft. Derzeit ist die Tendenz das Wiederverwerten der Baumaterialien zu verbessern, dies verschlechtert den Wert des Materials. Eine Kreislaufwirtschaft fördert ein optimales Wiederverwerten der Baumaterialien mit einem höheren Wert. CHARM bietet eine Managementmethode der Wiederverwendung von Materialien an, die die Verschlechterung der Materialen in der Renovierung und im Bau von Sozialwohnungen verhindern soll: 1.Schaffung und Durchführung einer Kreislaufbeschaffungsstrategie für Sozialwohnungsbaugesellschaften. 2.Schaffung und Umsetzung von Materialaustauschplattformen um die Verbreitung von Materialen und Baukomponenten im Kreislauf des Sozialwohnungsbausektors zu ermöglichen. 3.Pilotbaustellen einer Kreislaufwirtschaft im Wohnungsbau. Die Projektergebnisse werden gemeinsam mit Sozialwohnungsbaugesellschaften von 4 Ländern in der Region NWE (Belgien, Frankreich, Niederlande, Großbritannien) erarbeitet mit der Beteiligung von Lieferketten und akademischen Akteuren. Die Wohnungsbaugesellschaften sind Spitzenreiter in verschiedenen Bereichen, die entscheidend sind für die Entwicklung einer Kreislaufstrategie der Wiederverwendung. Die Pilotbaustellen werden dazu beitragen, die Verschlechterung von 36% Materialien während der Laufzeit der Wohnung zu verhindern (Heute max 10%). Das kann zu 40.000 ton/jahre aufgewerteten Materialien durch die Projektpartner führen. Die Verbreitung und die Verwendung der Ergebnisse im Sozialwohnungsbausektor in der NWE Region werden durch die Beteiligung eines europäischen Innovationsnetzwerks ermöglicht.

En Europe le secteur du bâtiment utilise, à lui seul, plus de 60% des ressources avec plus de 30-50% du total d’utilisation des matériaux affecté au secteur de la construction de logements. Ce secteur est aussi producteur d’un tiers des déchets. Ainsi optimiser la gestion des ressources dans le secteur de l’habitat est d 'une importance cruciale dans une société durable. Aujourd’hui, les efforts visent à améliorer le recyclage des matériaux de construction issus des déchets de démolition. Or cela conduit à déclasser la valeur des matériaux. En revanche une économie circulaire promeut une réutilisation optimale des matériaux de construction et ce à un niveau de valeur plus élevé. CHARM vise à mettre en place une méthode de gestion du ré emploi de matériaux revalorisés dans la rénovation et la construction de logements par: l’élaboration et la mise en en œuvre d’un guide favorisant une stratégie d 'achat publique circulaire pour les bailleurs sociaux ; la création et la mise en œuvre de plateformes d 'échange de matériaux permettant des flux circulaires de matériaux et de composants de construction dans le secteur locatif social; démonstrateurs de logement circulaire. Le résultat sera coproduit par des organismes de logement social de 4 pays, en co création avec des acteurs du secteur de la construction et du ré emploi et des universitaires. Les bailleurs sociaux sont pionniers à différents égards et acteurs clefs pour structurer une stratégie dans le contexte émergeant d’une filière du réemploi. Les chantiers pilotes contribueront à valoriser au moins 36% de matériaux sur le cycle de vie des logements (maintenant max 10%). Cela peut conduire à terme à 40.000 tonnes/année revalorisés par les acteurs du projet. L’acculturation auprès des acteurs du secteur du logement social se fera notamment grâce à la mobilisation de réseaux d’échanges d’innovation européens.

Description (EN):

The building sector is responsible for more than 60% of the resource use in Europe with more than 30-50 % of material use taking place in the housing construction sector. The sector also generates about one third of all waste in the EU. Thus, increasing resource efficiency in the housing sector is of great importance for a sustainable society. Currently, the trend is to improve recycling of building materials from demolition waste. This often leads to downcycling in the shape of reducing the use value of materials (e.g. concrete from buildings being converted to aggregate for foundations of roads). A circular economy promotes optimal reuse of building materials at at least an equivalent value (e.g. bricks reused as bricks). CHARM develops and implements an asset management approach that prevents downcycling of materials in renovation and construction of social rented dwellings by creating: - circular building strategies tested in demonstration examplers; - guidelines for a circular procurement strategy for social housing organisations; - material exchange platforms to enable circular flows of materials and building components in the social rented sector. The project output will be jointly generated by social housing organisations from 4 countries in the InterregNWE region (Belgium, France, the Netherlands, United Kingdom), in co-creation with supply chain partners and knowledge institutes. The housing organisations are front runners in different aspects that are crucial to circular asset management strategies. The CHARM building strategies lead to 36% of materials being prevented from downcycling, compared to the current maximum of 10%, being equivalent to 40.000 tonnes annual material recovery by the project partners alone. Dissemination and uptake of the results in the social rented sector in the NWE region will be achieved through the involvement of European as well as national innovation exchange platforms.

Expected Outputs (EN): At least 90% of materials is now downcycled. No comprehensive circular SHO asset management is in place to prevent this. Current material recovery is max 10%, equaling max 17000 tonnes material recovery for the annual production of the 4 SHO partners.
