ESTLAT-WBL project aims to support the cross-border mobilities of work-based learning (WBL) students (VET trainees), based on cooperation between vocational education and training (VET) schools and employers on both sides of Latvia-Estonia border. Latvia and Estonia are developing their WBL systems as successful WBL may become the source of qualified labour force and economic growth. In many cases WBL also offers direct path to jobs for young people. ESTLAT-WBL project will arrange 112 cross-border mobilities: 80 of WBL students (young people and adults): approximately 40 from Latvian VET to Estonian SMEs, and approximately 40 from Estonian VET to Latvian SMEs. 12 to Employers tutors to VET schools ( 6 from Latvia to Estonia and 6 from Estonia to Latvia). 20 VET school tutors ( 10 from Latvia to Estonia and vice versa). In the course of matchmaking between VET and companies, Estonian VET tutors will visit several companies in Latvia, and Latvian VET tutors will visit companies in Estonia. WBL will cover sectors important for companies of the region: hospitality and catering, timber and construction, retail, IT and other industries. In addition, there will be approximately 32 mobilities of VET tutors and work-place tutors supervising apprentices from school and company side. The pairs of VET tutors and work-place tutors will be offered training in Latvia and Estonia. WBL students, VET and work-place tutors will be offered support for improving language skills (Estonian, Latvian, English) needed in international and regional environment. The model, results and conclusions, training programme and success stories will be published in the Handbook for Cross-Border WBL to promote such mobilities after the project lifetime; Cooperation of employers/SMEs and VET schools of 2 countries, involvement of business organizations will serve as a long-term mechanism to sustain regional and cross-border approach in WBL. Partnerships established between VET schools and enterprises will serve to support cross-border mobilities of VET trainees after the project period as well. Project partners are committed to sustain this initiative of cross-border WBL to continue it as a service in Latvia-Estonia border region. Thus, ESTLAT-WBL will be a step towards more integrated and flexible labour market, as well as better access to jobs for VET graduates and better access to employees for SMEs.

Achievements (EN):

ESTLAT-WBL project provided a step towards a more integrated and flexible labour market, as well as better access to jobs for vocational education and training (VET) graduates and better access to employees for SMEs. The objective of the project was to support integration of labour market and access to jobs through cross-border work-based learning (WBL) and apprenticeships. Achieving of this objective was based on cross-border cooperation between employers and VET schools. Meanwhile, the sub-objective was to increase companies’ readiness to cooperate with VET schools and participate in the apprenticeship system. Activities carried out and achieved results: Preparation of the WBL cross - border training programme for Latvia and Estonia. Cross-border WBL tutor trainings (2 in Latvia and 2 in Estonia). These trainings were carried out as workshops, during which VET tutors and company tutors came together to discuss what should be taken into account during preparation, implementation and after apprenticeship takes place. 131 cross-border mobilities comprised of 81 VET students, 31 VET teachers, 13 company representatives. Language support. In total, 4 language support courses were carried out – 1 in Estonia and 3 in Latvia, and the total number of participants that benefited from these courses was 82. 2 matchmaking events (1 in Latvia and 1 in Estonia), gathering VET school tutors and company representatives to speak about potential cooperation opportunities. 2 result promotion events (1 in Latvia and 1 in Estonia). 1 final conference where results of the project were presented to company and school representatives. Business plan of cross-border service. Based on the prepared business plan, new cross-border service was created, which aims to continue cross-border activities and support companies and VET schools. Quality management activities Development of Employers’ Need Report. This report shows and sums up what do employers in companies in the Northern region of Latvia and Southern region of Estonia tend to look at, when it comes to the selection of trainees and future employees. Development of project Handbook. Sums up all information about the project and its steps, and also includes information about all project partners. Creation of a new service “Work Based Learning and Apprenticeship Support”. This service is to support continuation of cross-border mobility between Latvian/Estonian companies and Estonian/Latvian VET schools.

Expected Results (EN): Work commuters crossing the border

Expected Outputs (EN):

Output indicators: 112 persons over the period of 2 years. New service for job providers and seekers: 1. Establishing a mechanism for further cross-border WBL and apprenticeships. LCCI is willing to develop new service for job providers – entrepreneurs from Latvia and to cooperation with Estonian partners, to develop this type of service in Estonia. The service will rely on partnerships between VET schools with companies on the other side of the Estonia-Latvia border. Social partners (as for instance, LCCI, municipalities) will support and encourage these partnerships through their regular activities. This mechnism of partnerships between VET and enterprises, supported by social partners will be established and described during ESTLAT-WBL project. Meanwhile we need to take into consideration strategical, economic and political situation in both countries. It means, that generally main responsible organization for WBL are Ministry of Education of the Republic of Latvia and Ministry of Education and Research of the Republic of Estonia. Both Ministries cooperates with responsible governmental institutions and private sector organizations. Latvian Employer’s confederation (LDDK) and Foundation INNOVE is taking strategical and implementation role in the countries. ESTLAT-WBL project acts in more focused and practical way with aim to achieve target results during 2 years. Mobilities aim to promote employment possibilities, accelerate the completion of vacancies and improve the availability of information for the young VET job seekers across the border. VET learners and entrepreneurs on both sides of the border will have better access to relevant information and supporting activities that help to fill vacancies in the future. Both new service and mobilities will help prepare better cross-border regions and local communities to contribute youth into the labour market and labour movement issues on the national and cross-border levels.
