Description (EN):

South Adriatic (SA) area is very dense in CBC initiatives,bi-multilateral in transport,energy,etc.The CBC needs however follow up in concrete initiatives.SA suffers from: i)high territorial fragmentation of transp.infrastructure that constraints the potential for integrated territorial development&accessibility;ii) low interoperability;iii)lack of agreement amongst countries on the priorities of development of existing transport infrastructure&future investments;iv)need for shared vision&political commitment of countries to the Connectivity agenda; v)changing priorities for the projects beneficiaries;vi)low level of communication amongst stakeholders; vii)local ownership,compliance & post-investment sustainability; viii)influence of agreements with other stakeholders (China,etc.).-The project aims to increase the efficiency of existing Connectivity coordination mechanisms-at policy & project level- and to pioneer new ones. It will create the conditions for the application of an integrated connectivity governance approach that considers all platforms,i.e. EUSAIR,Berlin Process,TEN-T,bilateral agreements&national prioritization tools. It will be completed with a multi-actor scene (policy-makers,IFI,business,NGO,research bodies,etc) to allow for political commitment,efficiency,local ownership&sustainability.-Outputs:i)Comprehensive SA Connectivity Initiatives Map;ii)a pilot on Transport connectivity &tool-box;iii)new approach in connectivity based on higher stakeholder interaction&coordination,iv)critical mass of transferable connectivity know-how & skills.All the above mentioned connectivity stakeholders will profit.-The partnership includes central®ional bodies,NGO&research institutions having a stake to more efficient connectivity.SA is considered as 1 area;the problems we will tackle are real&concrete.The new approach targets the context where connectivity projects are rooted,through higher involvement of local actors,shared vision& interaction.

Expected Results (EN): Agreements for cross-border passengers and freight sustainable transport systems and multimodal mobility solutions

Expected Outputs (EN):

The main project results are at:i)policy-making:comprehensive view of transport connectivity initiatives & of success factors;ii) pilot connectivity project: ToR developed for VTMIS in ALB; iii) HR&institutional:critical mass of knowledge on connectivity& related acquis.Project results contribute to:i) better knowledge of existing connectivity initiatives (TEN-T,EUSAIR,Berlin Process,IPA CBC & national planning through NSPP);ii) better coordination of all partners&stakeholders during connectivity project cycle;iii) synergies during lobbing & political action in the international fora on prioritization of corridors in the area & the mobilization of financing. These results, being also materialized in a Trilateral MoU/Agreement for furthering maritime coordination in SA,impact the Programme Result Indicator (PRI).The VTMIS is instrumental to:increase safety at sea;reduce the no. of accidents at sea;prevent pollution caused by vessels;contrast illegal immigration,smuggling,etc.
