In mehreren Pilotversuchen zur Verkehrsverlagerung und -verbesserung wurde exemplarisch an den Grenzpendelnden am Hochrhein untersucht, wie sich die CO2-, Lärm- und Schadstoffemissionen sowie der Flächenverbrauch beim Berufsverkehr reduzieren lassen. Im Rahmen von zwei öffentlichen Fachveranstaltungen wurden die Ergebnisse und Erfahrungen verbreitet und ein Impuls für klimafreundlichere Mobilität am Hochrhein gegeben. Über 36.000 Personen pendeln täglich (Stand Juli 2018) aus den süddeutschen Landkreisen Lörrach und Waldshut zu ihren Arbeitsorten in die Schweiz. Von diesen Grenzgängerinnen und Grenzgängern profitieren beide Länder, dennoch sollten deren Arbeitswege das Klima nicht unnötig belasten. Von Sommer 2016 bis Herbst 2017 wurden im Interreg-Projekt „Klimafreundlich Pendeln“ mehrere Pilotversuche zu Elektromobilität und Fahrgemeinschaftsbildung mit Mitarbeitenden von ABB Schweiz mit Wohnort in Deutschland durchgeführt. Fünf ABB-Standorte in den Kantonen Aargau und Schaffhausen waren beteiligt. Dabei wurden folgende Maßnahmen getestet: - Vier Mitarbeitende mit Wohnort in Deutschland sind während zwölf Monaten mit einem elektrisch betriebenen Projektauto zur Arbeit gependelt. Am Arbeitsort war das Laden der Fahrzeuge für die Mitarbeitenden kostenlos. Alle Projektteilnehmer haben sich positiv zum Thema Elektromobilität geäußert. - Ein Pool-Auto, das untertags allen Mitarbeitenden für Dienstreisen zur Verfügung steht, einem Hochrheinpendler für Heimfahrten zur Verfügung gestellt. So wurde das Auto mit dem Ziel, eine konstant hohe Auslastung zu erreichen, während eines Jahres dual genutzt: Als Pendelauto und als Pool-Fahrzeug. - Im Rahmen des Projektverlaufes wurden wissenschaftliche Untersuchungen angestellt, inwiefern extrinsische Motivationsanreize für die Bildung von Fahrgemeinschaften funktionieren. Die monetären Anreize erfolgten über das Parkraummanagement. Für einen Standort wurde der kombinierte Anreiz aus kostenfreiem Parkplatz und einer Parkplatzreservierung gewählt. An einem zweiten Standort wurde nur der kostenfreie Parkplatz als Anreiz angeboten. Begleitende Kommunikationsmaßnahmen schlossen Mailing, Flyering, Fahrgemeinschaftsmittagessen, Infomaterial, direkte Vermittlung über Fahrtweganalyse und eine firmeninterne Mitfahr-App ein. Dank diversen Kommunikationsmaßnahmen konnte an einem Standort ein besonders beachtlicher Erfolg erzielt werden: 25% der Grenzpendelnden fahren heute in einer Fahrgemeinschaft zur Arbeit. Das ist erheblich mehr als der der Schweizer Durchschnitt (10%). Mobilitäts-Wettbewerb „Pendeln und Punkten“ - Zur Untersuchung von intrinsischen Anreizen für den Umstieg auf ein klimafreundliches Verkehrsmittel wurde an einem Standort ein Mobilitäts-Wettbewerb unter dem Titel „Pendeln und Punkten“ durchgeführt. Dabei konnten Mitarbeitende für die Anreise an den Arbeitsort nach Distanz und Auswahl des Verkehrsmittels Punkte sammeln. Außerdem wurden kostenlose E-Bikes für Testfahrten zur Verfügung gestellt. - Im Rahmen von zwei grenzüberschreitenden Fachveranstaltungen inkl. einer Podiumsdiskussion mit lokalen Entscheidungsträgern konnten durch das Projekt einen Impuls für klimafreundlichere Mobilität am Hochrhein gegeben und wichtige Akteure über die Grenze vernetzt werden. - Während der gesamten Projektlaufzeit wurde aktive Medien- und Öffentlichkeitsarbeit betrieben. Die Ökobilanzierung der insgesamt 17 Pendlerinnen und Pendler, die ihr Mobilitätsverhalten aufgrund des Projekts nachweislich geändert haben, zeigt die Einsparung von 45 t CO2e / Jahr (-45%) bzw. 41 Mio. UBP / Jahr (-32%) auf. Umfragen zeigen eine positive Tendenz Die Befragung der Mitarbeitenden von ABB Schweiz mit Wohnort in Deutschland vor und nach den Pilotversuchen ergab, dass während der Projektlaufzeit eine Verschiebung im Modal-Split stattgefunden hat. So haben sich die CO2-Emissionen gegenüber 2013 statistisch um 9 % reduziert. Der Anteil der Alleinfahrten im Verbrennungs-PKW ging dabei um 11 % zurück. Gleichzeitig ist 2017 6 % weniger Parkfläche nötig als 2013. 27 % der Befragten, die während der Projektzeit zu einem klimafreundlicheren Verkehrsmittel gewechselt haben, geben als Grund das Pilotprojekt „Klimafreundlich Pendeln“ an.

The project, based on a feasibility study that has already been carried out by ABB Schweiz with regard to climate-friendly commuting, revealed a high level of implementation potential for electro-mobile car-sharing. The practical phase with scientific support which is now planned, should test the mechanisms and incentives that will best exploit this potential, the specific environmental effects that are associated with it and how they can be transferred in a targeted way to other companies. In the High Alpine region (between Basel and Lake Constance) around 55,000 employees commute from the south of Baden to their work in northern Switzerland each day. More than 35,000 alone come from the Lörrach and Waldshut districts. These strong interconnections are not only a challenge for the employment market (workforce shortages, etc.), the commuter traffic also causes considerable CO2, dust and noise emissions. Reducing these is a challenge for the entire region. Sustainable and mobility solutions that protect resources for employees are an important instrument for increasing the quality of life in the region as well as the attractiveness of cooperation. The development of cross-border (individual) electro-mobility is particularly promising for the High Alpine region as the range of local public transport can only be extended to a limited degree there due to the settlement structure and the topography. The project will start with a pilot phase here, in order to quantify the CO2-saving potential on the one hand, and to cover the framework conditions and incentive structures of the long-term implementation of electro-mobility on the other hand. The objective of the project is to promote climate-friendly commuting in the High Alpine region, based on the example of the routes of the employees of the Swiss company ABB, from and to work. Energy transition in Switzerland and Germany should thereby be actively supported and contribute to a reduction in air pollutants. A feasibility study on the climate-friendly commuting of German employees has already been carried out by ABB Schweiz in preparation for the project. The regional council of of Freiburg was the initiator of this, and also involved were the High Rhine commission, the Fraunhofer Institute for Solar Energy Systems and Offenburg university along with ABB Schweiz. The study included all relevant technical and administrative aspects for the implementation of a commuter concept supported by the company. This incorporated the study of the prevailing mobility behaviour of commuters as well as their willingness to change over to electro-mobile car sharing models. The result of the feasibility study should now lead to a practical phase at ABB Schweiz, which will be supported scientifically. The changeover to electric vehicles and the formation of car pools with these electric vehicles should be encouraged by suitable mechanisms. The company supports the structural preconditions in the form of expertise, staff resources, e-vehicles and the energy charging infrastructure. An important result of the project is the summarising and publication of the experience gained, so that other companies can apply similar mobility strategies and thereby benefit from the experiences.

In several pilot tests for modal shift and improvement, an exemplary study was carried out at the border commuters on the High Rhine to reduce CO2, noise and pollutant emissions as well as land use in professional transport. At two public events, the results and experiences were disseminated and an impetus for more climate-friendly mobility on the High Rhine. More than 36,000 people commute daily (as of July 2018) from the southern German districts of Lörrach and Waldshut to their places of work in Switzerland. Both countries benefit from these cross-border workers, but their working paths should not unnecessarily burden the climate. From summer 2016 to autumn 2017, the Interreg project “Climate-Friendly Commuting” carried out several pilot tests on electromobility and car pooling with employees of ABB Switzerland living in Germany. Five ABB locations in the cantons of Aargau and Schaffhausen were involved. The following measures were tested: — Four employees living in Germany are connected to work with an electrically operated project car for twelve months. At the place of work, the loading of the vehicles was free of charge for employees. All project participants have expressed positive comments on the topic of electromobility. — A pool car, which is available to all employees for business trips during the day, provided to a high Rhine commuter for home trips. For example, the car was used dually during a year with the aim of achieving a consistently high utilisation rate: As a pendulum car and as a pool vehicle. — In the course of the project, scientific studies were carried out on the extent to which extrinsic motivational incentives for the formation of carpools work. The monetary incentives were made through parking management. For one location, the combined incentive was chosen from free parking and a parking reservation. At a second location, only the free parking space was offered as an incentive. Accompanying communication measures included mailing, flyering, car sharing lunches, information material, direct mediation via travel route analysis and an in-house ride-sharing app. Thanks to various communication measures, a particularly remarkable success was achieved at one location: Today, 25 % of cross-border commuters travel to work in a carpool. This is significantly higher than the Swiss average (10 %). Mobility Competition “Pendels and Points” — In order to investigate intrinsic incentives to switch to climate-friendly means of transport, a mobility competition was carried out at one location under the title ‘Pendles and Points’. Employees were able to earn points for their journey to the place of work by distance and choice of means of transport. In addition, free e-bikes were provided for test rides. — As part of two cross-border specialist events including a panel discussion with local decision-makers, the project provided an impetus for more climate-friendly mobility on the High Rhine and networked key players across the border. — Active media and public relations work was carried out throughout the project. The life cycle assessment of a total of 17 commuters who have demonstrably changed their mobility behaviour as a result of the project shows the savings of 45 tonnes of CO2e/year (-45 %) and UBP 41 million per year (-32 %). Surveys show a positive trend The survey of ABB Switzerland employees living in Germany before and after the pilot trials showed that there was a shift in the modal split during the project period. For example, CO2 emissions have been statistically reduced by 9 % compared to 2013. The share of driving alone in the combustion car decreased by 11 %. At the same time, 6 % less parking space is needed in 2017 than in 2013. 27 % of respondents who switched to a more climate-friendly mode of transport during the project period indicate the pilot project “Climate-friendly commuting”.

Expected Results (DE):

Der Beitrag zur Verringerung der Luftverschmutzung lässt sich anhand des Rückgangs der Emissionen gegenüber dem Status quo messen. Dadurch, dass konventionelle Fahrzeuge durch Elektrofahrzeuge ersetzt werden, entfallen lokal die Feinstaubemissionen sowie weitere Luftschadstoff- und CO2-Emissionen, die sonst durch diesel- oder benzinbetriebene Fahrzeuge verursacht worden wären. Emissionen bei der Stromerzeugung hängen vom verwendeten Strommix ab; dieser hat in der Hochrheinregion einen hohen Wasserkraftanteil, sodass weniger Emissionen anfallen, als bei den Fahrzeugen eingespart werden.
