Das Projekt nutzt die Regionenmarke VLRB - VIER LÄNDER REGION BODENSEE als gemeinsames Kommunikationselement, um das wirtschaftliche Potenzial, die Lebensqualität sowie den lokalen Dialog innerhalb der Region zu stärken und um regionale Potenziale als metropolitaner grenzüberschreitender Verflechtungsraum zu kommunizieren. Dabei wird die positive kommunikative Wirkung der Regionenenmarke VLRB gezielt mit wichtigen Themen der Regionalentwicklung sowie des Standort- & Regionalmarketings verknüpft, die Zusammenarbeit, das Verständnis für nat. geprägte Sichtweisen der Partner werden gestärkt und die Bildung int. Netzwerke gefördert. Zur Entwicklung der Bodenseeregion sind eine Stärkung der grenzüberschreitenden Zusammenarbeit sowie eine Vernetzung aller Lebens- und Arbeitsbereiche erforderlich. Besonderes Augenmerk wird hierbei auf die Handlungsfelder Politik, Arbeitsmarkt & Fachkräftesicherung, Ansiedlung & Investition, Wissenstransfer & Clusterbildung, Standortpositionierung & -marketing sowie auf die Kommunikation der Potenziale und Etablierung als grenzüberschreitenden metropolitanen Verflechtungsraum gelegt. Für die Bodenseeregion gibt es keine einheitliche Abgrenzung. Für jede Organisations- oder Verwaltungseinheit existieren unterschiedliche Perimeter. Hinzu kommen eine EU-Außengrenze und zwei Währungen. Der grenzüberschreitende Verflechtungsraum befindet sich in einer zentralen Lage Europas. Seine natürlichen Teilräume liegen jedoch fernab der jeweiligen Hauptstädte. Bis auf den Bodensee besitzt die Region kein eindeutiges Zentrum. Die besondere raumstrukturelle Vielfalt zeigt sich in der engen Nachbarschaft dynamischer Wirtschaftszentren, dicht besiedelter Teilräume und ländlich strukturierter Gebiete, in denen die Landwirtschaft sowie KMU bis heute eine prägende Rolle spielen. Die außerordentliche landschaftliche Attraktivität sowie der hohe Freizeitwert wirken als Motor der touristischen wie der wirtschaftlichen Entwicklung. Als attraktiver, wachsender Arbeitsmarkt für (hoch)qualifizierte Fachkräfte sowie als innovativer und starker Wirtschaftsraum ist die Region jedoch kaum bekannt. Insgesamt „wächst“ die Bodenseeregion und setzt sich dabei deutlich von den durchschnittlichen nat. Entwicklungen in Deutschland, Österreich und Gesamteuropa ab. Diese Potentiale werden jedoch kaum kommuniziert und genutzt. Die wirtschaftlichen Verflechtungen und damit die Grenzgänger insbesondere nach Zürich und Liechtenstein nehmen weiter zu. Zudem stellt die Region einen Transferraum für die transnat. Nord-Süd- und Ost-West-Verkehre dar, gleichwohl der Verflechtungsraum noch immer als ländlicher Raum wahrgenommen wird. Das Projekt stellt sich mit seinem grenzüberschreitenden regional-institutionellen Ansatz diesen Herausforderungen und soll die Region als metropolitanen grenzüberschreitenden Verflechtungsraum etablieren. Zielsetzungen des Projektes sind, dass die Bodenseeregion auf int. / nat. Ebene als starker und zukunftsorientierter metropolitaner Wirtschaftsraum wahrgenommen wird; die VLRB für ihre Bevölkerung sowie darüber hinaus durch eine ausgezeichnete Lebensqualität und einen gut funktionierenden grenzüberschreitenden Arbeitsmarkt gekennzeichnet ist; eine vielfältige Innovations- und Forschungslandschaft und ausgezeichnete int. Verkehrsanbindungen dazu beitragen, dass die Region für ansässige Unternehmen langfristig attraktiv bleibt und neue Unternehmen sowie Investoren anzieht; nat. Anliegen der beteiligten Körperschaften im Kontext der VLRB an Bedeutung gewinnen; sich die institutionelle grenzüberschreitende Zusammenarbeit weiter manifestiert, vorhandene Netzwerkstrukturen gestärkt und ausgebaut werden; die VLRB über die Grenzen hinaus bekannt wird und sich als Markenzeichen nat. und int. etabliert. Neben Standortpromotion sowie Wissens- und Technologietransfer wird eine positive Wirkung bei der Fachkräftesicherung für die Region erwartet. Maßnahmen sind die Entwicklung neuer Kommunikationsmittel, Marketing- und Kommunikationsstrategien, Onlinemarketing, die Entwicklung von Marketing- und PR-Instrumenten, neue Standortmarketingangebote, Präsenz auf reg., nat. und int. Messen und Veranstaltungen, Konzeption von Standortkampagnen und Netzwerkausbau.

Description (EN):

The project uses the regional brand VLRB – (FOUR COUNTRIES OF THE LAKE CONSTANCE REGION) as a general communications element in order to strengthen the economic potential as well as the local dialogue within the region, and to convey the regional potential as a metropolitan cross-border area of interconnection. The positive communicative effect of the regional brand VLRB is thereby associated in a targeted way with the important topics of regional development as well as location and regional marketing and cooperation. Understanding of nationally characterised points of view of the partners is also strengthened and the formation of international networks is promoted. The reinforcement of cross-border cooperation as well as the networking of all living and working areas are requirements for the development of the Lake Constance region. Special attention is required here in terms of the areas of activity of politics, the employment market, ensuring the availability of specialists, settlement and investment, knowledge transfer and cluster formation, location positioning and marketing, as well as the communication of potential, and establishment as a cross-border metropolitan interconnected area. There is no uniform boundary for the Lake Constance region. Different perimeters exist for each organisational or administrative unit. This includes an external EU border and two currencies. The cross-border interconnected area is located in a central position in Europe. However, its natural subregions are located far from the capital cities in each case. The region has no clear centre except for Lake Constance. The special structural diversity of the area is evident in the close vicinity of dynamic economic centres, densely populated subregions and rurally structured areas, in which agriculture has played a key role along with SMEs up to today. The exceptional scenic attractiveness as well as the leisure value act as a drive for tourist as well as economic development. However, the region is scarcely recognised as an appealing, growing employment market for (highly) qualified specialists, as well as an innovative and strong economic area. Overall, the Lake Constance region is “growing” and is therefore set apart considerably from the average national development in Germany, Austria and the whole of Europe. This potential is barely communicated and used, however. Economic interdependencies and therefore cross-border commuters to Zurich and Liechtenstein in particular are increasing. The region also represents a transfer area for transnational north-south and east-west traffic, and at the same time the interconnected area is still perceived as a rural area. With its cross-border regional-institutional approach, the project confronts these challenges and sets out to establish the region as a metropolitan cross-border area of interconnection. The objectives of the project are that:  the Lake Constance region be perceived as a strong and forward-looking metropolitan economic area at an international / national level;  the VLRB be identified as having an excellent quality of life and a well functioning cross-border employment market for its population and beyond;  a varied range of innovation and research and excellent international transport connections contribute to the region remaining attractive in the long term for companies established there, as well as attracting new companies;  the national concerns of the bodies involved gain significance in the context of the VLRB;  the institutional cross-border cooperation is further manifested, and existing network structures strengthened and extended;  VLRB becomes known beyond the borders and establishes itself as a brand nationally and internationally. Besides the promotion of the location and knowledge and technology transfer, a positive effect is expected in securing specialists for the region. The measures are the development of new means of communication, marketing and communications strategies, online marketing, the development of marketing and PR instruments, new location marketing services, presence at regional, national and international trade fairs and events, the conception of location campaigns, and extending the network.

Projektziel war es die nationale und internationale Wahrnehmung der Region als zukunftsorientierten Wirtschaftsraum darzustellen, der durch einen grenzüberschreitenden und gut funktionierenden Arbeitsmarkt, eine vielfältige Innovations- und Forschungslandschaft sowie hervorragender Infrastruktur und optimale internationale Verkehrsanbindung gekennzeichnet ist und die Bewohner der Region von der hohen Lebensqualität profitieren. Dadurch durch soll die grenzüberschreitende Zusammenarbeit sowie Netzwerke gestärkt und weiter ausgebaut werden. Dies soll durch die Vernetzung der bestehenden Institutionen vorangetrieben werden. Die Vierländerregion Bodensee soll auch über die Grenzen hinweg als Markenzeichen etabliert und bekannt werden, sodass die Standortpromotion als Wissens- und Wirtschaftsstandort verstärkt und forciert wird. Oberste Aufgabe war es den Aufbau und die Weiterführung der länderübergreifenden Marke Vierländerregion Bodensee im Auftrag der Projektpartner fortzuführen sowie weiter zu etablieren. Dazu gehörten auch die Betreuung der Lizenznehmer und Kontrolle der Markenrechte sowie Verträge. Daneben führte die BSM als Projektkoordinator und –partner eine Reihe von Aktivitäten zur Bewerbung und Bekanntmachung der Regionenmarke Vierländerregion Bodensee durch. Lernkoffer: Das Projekt „Lernkoffer Vierländerregion Bodensee“ zielte darauf ab, den Schulen der vier Bodenseeländer Unterlagen über den gemeinsamen Lebensraum Bodensee zur Verfügung zu stellen und damit das grenzübergreifende Denken und Handeln zu stärken. Hierzu wurden Unterrichtsunterlagen erarbeitet, welche Klassen und weiteren Interessierten durch die didaktischen Zentren / Lehrmittelstellen zur Verfügung gestellt werden (Ausleihsystem). Die Koffer richten sich an Kinder im 3.-5. Schuljahr, da in diesem Alter die Lehrpläne die Auseinandersetzung mit dieser Region ermöglichen und ein fruchtbares gegenseitiges Kennenlernen über die Grenzen hinweg möglich ist. Die Erarbeitung und Konzeption der Inhalte des Lernkoffers fand mit der Auftaktveranstaltung am 16.11.2017 in Romanshorn in Zusammenarbeit mit Schülerinnen und Schülern aus allen vier Ländern statt. Die finanzielle Umsetzung und Produktion des Lernkoffers ist derzeit in Abstimmung. Toolbox für die Lizenznehmer: Mit dem Logo haben die Lizenznehmer auch Videos und Poster sowie Anzeigen erhalten, die sie in ihrer Kommunikation einsetzen konnten. Weiterhin wurde ein kleiner Filmteaser zur individuellen Anpassung an das jeweilige Unternehmen entwickelt, in welchem ein Unternehmen oder eine Institution seine Zugehörigkeit zur Region, als auch seinen genauen Standort in der Region verbildlichen kann.

This will strengthen and further strengthen cross-border cooperation and networks. This will be driven by the networking of existing institutions. The four-country region of Lake Constance is also to be established and known across borders as a trademark, so that the location promotion as a knowledge and business location is strengthened and promoted. The ultimate task was to continue the development and continuation of the cross-border brand Vierländerregion Bodensee on behalf of the project partners and to further establish it. This also included the support of licensees and control of trademark rights as well as contracts. In addition, the BSM, as project coordinator and partner, carried out a number of activities for the promotion and promotion of the region brand Vierländerregion Bodensee. Learning case: The project “Lernkoffer Vierländerregion Bodensee” aimed to provide the schools of the four Lake Constance countries with documents on the common habitat of Lake Constance and thus to strengthen cross-border thinking and action. For this purpose, teaching documents were developed which classes and other interested parties are provided by the didactic centres/teaching centres (loaning system). The suitcases are aimed at children in 3-5. School year, since at this age the curricula make it possible to engage with this region and a fruitful getting to know each other across borders is possible. The development and conception of the contents of the learning case took place with the kick-off event on 16.11.2017 in Romanshorn in cooperation with pupils from all four countries. The financial implementation and production of the learning case is currently in coordination. Toolbox for licensees: With the logo, licensees have also received videos and posters as well as advertisements that they could use in their communication. Furthermore, a small film teaser was developed for individual adaptation to the respective company, in which a company or an institution can visualise its affiliation to the region as well as its exact location in the region.
