3. A new Secretariat for EUSDR The success story of EUSDR should be continued and a new DSP, a secretariat for the EUSDR, should be established. It mainly has to help organizing the tasks and duties of actors on the field of EUSDR. The main tasks have been defined and grouped by the NCs: Internal and external communication, Support for EUSDR stakeholders (Presidency, NCs, PACs), Coordination between EUSDR stakeholders and financing/funding instruments,Capacity building towards PACs and non-EU countries wherever needed, Monitoring and evaluation of the Strategy. The first four tasks are closely interlinked with each other. The role of the secretariat will be to support stakeholders wherever needed, in cooperation with funding instruments, in communication to the public (one or the other important brochures or leaflets should be translated to DR-languages) and in building capacities for specific needs of one or the other PAC and/or for capacity building for EUSDR in non-EU countries. The secretariat will also have to encourage collaboration between stakeholders of EUSDR, because the secretariat is e.g. collecting information about activities of PACs and capable of possible synergies. One of the most visible actions of EUSDR is the Annual Forum. The secretariat should support the Presidency in content issues, technical and organizational subjects as desired by the Presidency. The fifth task includes the monitoring of the current activities of PACs. As DTP-JS has established an elaborated reporting system, the DSP new will rely on DTP-JS’s reporting system for PACs (Annex 1 – PACs progress report) and in cooperation with the PACs – add a qualitative description of activities. An Annual Report drafted by DSP will be. available again. Following the roadmap of the Presidency, in close cooperation with EUSDR-stakeholders, the secretariat will promote procurement, the contracting and the evaluation process itself. According to the results of the evaluation, a proposal for adapting the Action Plan and its structure will be drafted in cooperation with NCs, PACs and DG Regio. Mission Statement EUSDR has proved a successful way of improving the integration and coherent development of the Danube Region. The role of EUSDR is to promote regional and social cohesion with respect to the cultural diversity of the Danube Region. The secretariat of EUSDR is the supportive body for all stakeholders within the Strategy, will encourage cooperation between stakeholders and other actors (funding facilities, administration, civil society, local/regional/national authorities), make the Strategy visible for as many people as possible and documentations about the added value of the Strategy for countries and people. The secretariat will – in close cooperation with NCs, PACs and DG Regio - stimulate the process of evaluation of EUSDR and – according to the results of the evaluation – will make proposals for adapting the Strategy’s Action Plan and its structure to make EUSDR fit for the forthcoming MFF. Austria and Romania Both countries were supporting the idea of a macro regional strategy for the Danube Region from the very beginning and introduced this idea to the European Council successfully. Austria and Romania want to promote the next steps towards a prosperous Danube Region and help to make EUSDR more visible, soundly organised and fit for the forthcoming MFF-period. Both countries are experienced in coordinating Priority Areas. On the Austrian side the City of Vienna is ready to step in as Lead Partner for the secretariat of EUSDR. The Romanian Ministry for Regional Development has great experience in managing ESIF programmes and structures, including a secretariat, and will step in as Project Partner. This cooperation is an example of cooperation of different levels of government and administration. Connectivity of both, Vienna and the Romanian Capital Bucharest with the Danube Region is excellent.

Expected Results (EN): The status of management capacities of Priority Area Coordinators (PAC) to effectively implement EUSDR goals, targets and key action (survey composite indicator)

Expected Outputs (EN):

DSP will foster the capacity of all EUSDR actors (Presidency, NCs, PACs, EC), especially of PACs. PACs will be supported in increased cross-cutting activities and mutual exchange to be able to contribute to enhanced fulfillment of the EUSDR. DSP seeks to install long-lasting cooperation and communication structures between PACs. DSP new will strengthen the effectiveness of the Danube Region Strategy in terms of its goals, targets and key actions. The visibility of the EUSDR will be widely enhanced as a result of all related activities by the DSP. Further, the exchange with other MRS will be highly encouraged by the organization of exchange workshops. Generally, the cooperation between all EUSDR actors and the coherence of all activities will be intensified to better implement the goals of the EUSDR. As a result, the Danube Region is strengthened and all EUSDR actors are better connected by the effort of DSP new.
