IMPULSE introduit un système intégré de soutien à la planification d’interventions en faveur de l’efficacité énergétique dans les bâtiments publics. L’enjeu principal est la faible capacité des administrations publiques à mettre en place des plans d'efficacité énergétique fiables et abordables pour leur patrimoine bâti public, ce qui se traduit au niveau local par des plans d’actions en faveur de l’énergie durable (PAED) incomplets ou inexistants. Le principal problème est le manque de données de consommation d’énergie du patrimoine bâti et de systèmes simples d'aide à la décision pour le développement des plans d'action les plus abordables avec des solutions réalistes et finançables. Le projet établit le besoin de donner des solutions concrètes d’aide à la décision dans une approche transnationale pour tenir compte des conditions MED des bâtiments, solutions d'énergie, climat, règlements, etc. Cette approche prévoit des tests extensifs dans les MED Villes pilotes dans 6 pays, sur des méthodes déjà établies pour définir des typologies MED de bâtiments publics, accompagnées par des interventions de coût optimal et des plans de rénovation financiers et graduels. Les résultats seront organisés dans une interface WEB commune et avec un système SIG, outil décisionnel convivial pour mettre en place des PAED abordables avec un fort impact. L'outil est testé sur des projets de rénovation à petite échelle dans chaque ville pilote puis évalué avec des activités de transfert ciblées.

Description (EN):

IMPULSE introduces an integrated management support system for planning energy efficiency interventions in public buildings. The main challenge tackled is the insufficient capacities of public administrations to set-up reliable and affordable energy efficiency plans for their public building stock, which at local level is reflected by missing or incomplete Sustainable Energy Action Plans (SEAPs). The main problem is the lack of available energy consumption data for the building stock and of easy-to-use decision-support systems to conclude the most affordable action plans with bankable and realistic solutions. The project acknowledges the need for concrete decision-support solutions as well as the transnational approach needed to account for MED diversified conditions in buildings, energy solutions, climate, regulations, etc., towards the wider capturing of MED specificities. The project’s transnational approach foresees extensive testing in representative pilot MED Cities in 6 Countries, of previously established methods for the conclusion of MED public building typologies accompanied with cost-optimal interventions and financial and gradual renovation plans. The results are organised into a transnational purpose web and GIS-based information system being a user-friendly decision making tool for affordable SEAPs with high impact. The tool is verified through small-scale renovation projects in each pilot City and further evaluated through targeted transferring activities.

Achievements (EN):

The project has concluded 6 inventories of replicable energy upgrading scenarios for more than 350 representative municipal buildings in the participating Mediterranean Cities. These are presented by means of categorized projects ranging from minor to deep retrofits, accompanied with energy, environmental and cost indicators. In addition, the responsible partners have produced GIS-based maps of the pilot Cities with depicted municipal buildings, which are now under further processing towards the development of the integrated IMPULSE information system, a GIS online tool with cartographies of affordable gradual energy upgrading plans. The tool is expected to be released by Spring 2019. A PLUG-IN processor is developed, which provides affordable energy-upgrading roadmaps, as well as an excel-based financial tool has been produced, which evaluates mixes of financial resources throughout the period of the projects’ roadmap implementation. Responsible partners have started pilot testing of both tools and produced initial (draft) gradual renovation plans for the municipal buildings of the participating Cities. Despite that the IMPULSE integrated online system is still loading, partners continued disseminating the excel-based platforms by participating in external events, distributing newsletters as well as by performing story-telling actions such as info-kiosks and videos. The interim results have been also disseminated in the last MEDNICE-GREENCAP Conference in Ljubljana (October 2018). In the framework of communication activities, EnvirobatBDM in collaboration with all partners has finalized the Networking forum (which is now available in the url https://impulseforum.eu/). In Greece, CRES presented the IMPULSE tools to the Ministry of Environment and Energy contributing to targeted templates for homogeneous public-buildings’ energy efficiency plans in the framework of local-authorities’ compliance with the directive 2012/27/EU. Finally, all partners have started planning transferring activities in their Countries. In Greece, the Municipality of Heraklion already co-organized a Focus Group meeting and a training seminar. In the focus group meeting, policy and technical actors mainly from the public sector (e.g. Municipalities and Regions) met and discussed the challenges of public-buildings’ energy renovations and the solutions provided by the IMPULSE project, while in the training seminar 37 technical representatives were trained in the use of IMPULSE tools.
