The North Sea Region (NSR) is facing a significant increase in the frequency and severity of floods in response to climate change. Flood management approaches have to urgently adapt to this new reality to keep people safe, the environment healthy and our economies prosperous. To respond to this challenge the project Cluster for Cloud to Coast Climate Change Adaptation (C5A) delivered the 'Cloud 2 Coast' approach for the management of flood risk. Ten partners form six countries in the North Sea Region worked from 2019-2022 on the development of this approach, based on seven real world case studies. To implement this approach, guidelines have been developed within the project. All the results and policy recommendation are now available on an easy accessible website (www.c5acloud2coast.eu). The overall achievements of this partnership are: Development and Implementation of The 'Cloud 2 Coast' approach The co-development of the 'Cloud 2 Coast' approach that promotes the adoption of a whole-system, and long-term perspective for climate change adaptation, that is purposeful and collaborative. The approach is based on the following pillars: Inclusive process, whole system approach, adaptive approach, and a continuous dialogue. Practical guidelines The co-design of practical guidelines to put the 'Cloud 2 Coast' approach into practice. These guidelines target local and sub-national regional organizations that are responsible for climate change adaptation. The guidelines consist of three complementing categories: Pillars of the approach, tools for implementation, and mainstreaming strategies. Case studies and local impact Case studies have been used to support its development and understand its benefits. An interaction between researchers and practitioners as well as peer-2-peer learning underpins the approach and shapes the guidelines; a process that ensures both are based on real world evidence and practical experience. This interaction has triggered a new perspective at a local level, helping local stakeholders develop an understanding of the whole-system behaviour, adopt a longer-term perspective to climate change adaptation, and seek purposeful collaboration. These need outcomes are evidenced across the case studies, including for example: Ringkøbing Fjord (Denmark): The inclusive process has raised the flood awareness of landowners and increased the coping capacity of society; DCA and CDR have also developed a roadmap on holistic flood risk management for Danish municipalities. To implement this roadmap- a relationship has been developed with the national climate program DK2020. This program ensures uptake and implementation on a national basis. Weijerswold (The Netherlands): The whole system perspective for the IJssel and Vecht rivers has reactivated the dialogue about the mutual benefits of floodplains; Discussions are now afoot on utilising the cushioning effect of the floodplains to counter potential flooding in a larger city downstream in the system. Policy recommendations The C5a project has produced a Policy Brief with four priority recommendations to support the uptake and implementation of the Cloud-to-Coast approach in practice. These recommendations enable the consideration of risks and opportunities across the whole-system (from Cloud to Coast) and promote multi-level governance arrangements and mechanisms in support of a flood resilient society and the delivery of SDGs. The four recommendations are: 1) Focus on liveability, not flood risk alone; 2) Plan across sectors; 3) Collaborate to find a fair comprise; 4) Embed "the push" of science and "the pull" of policy.
