The technological development towards automated transport is fast. It is likely that automated road transport (ART) will change spatial development and the transport system in the North Sea Region and beyond in a fundamental way. Currently, much enabling of technological developments and test applications of automated vehicles can be observed but little guidance is being provided for public authorities on how to deal with these new technologies, particularly in their sustainable mobility plans, street design and regional development plans. In addition, not every aspect of the technology development can accepted as positive. Therefore, it is necessary to better involve and build the knowledge base of public authorities – enabling them to raise their voices in the development of new framework settings for this technology. ART-Forum will create a debating ground for local/regional authorities in the NSR, address risks and opportunities and help guide policy development with regard to the impact that automated transport could have on the entire road transport system and life in cities and regions in the NSR. A transnational approach is required as the onset of ART will pose a similar challenge for cities and regions across Europe and a joint public dialog and development of sound policy frameworks can help spread lessons learned and prepare other communities for this game changing technological development more rapidly than any one organisation could accomplish alone.

Achievements (EN):

A.R.T. you ready? This is a question that few stakeholders and authorities have yet to address. With interdisciplinary and mixed partners, ART-Forum helped the target groups to find an answer about their readiness according to automated road transport. They learned the importance of planning for the potential benefits and negative effects. The project has provided a critical-constructive reflection on the potential implications of AVs on the work towards and achievement of more sustainable futures. Cities of ART-Forum sharing lessons learned on implementing autonomous applications. In Aalborg the self-driving shuttle was the first in Denmark at all and pointed out, that mobilizing is more than running a pilot and is able to develop a whole district. In Mechelen the first autonomous pilot on a public road in Flanders combined delivery of goods and persons with an autonomous shuttle. The digital regulation pilot in the city of Bergen has explored a method to manage large fleets of shared, connected vehicles in a city. Since large fleets of automated vehicles are not yet available, shared e-scooters were used to test the concept. Several outputs are showing the State of the A.R.T. and what the future holds. RGU has created the board game “Automation”, to demonstrate the challenges facing and opportunities open to municipalities in a very playful way. Mobile Zeiten compiled comprehensive basic knowledge with a situation analysis. DLR-TR did a stakeholder view to experience the opportunities and risks. Aalborg University elaborated a social study of potential urban mobility implications. The Belgian Partners Autodelen,net, Mpact and Mechelen used expert workshops to produce a discussion paper that a fundamental paper on federal level. All partner summaries and outputs are avaiable on www.art-forum.eu. With the A.R.T. of simulation, RGU and DLR-TS gave insights on specific aspects of automated road transport by modelling the future mobility with data from today and developed scenarios in different spatial areas. The strongest suit of the project partners was communication. Communication about the impacts of automated mobility through presentations carried out by Aalborg University, Bergen, DLR, Aalborg City, Bremen, Mpact, Autodelen.net and RGU at presentations at countless international events including Polis, NextUrbanism, ECOMM, Autonomy, ITS-World Congress and many more in individual as well as joint sessions. Workshop were organised all around the consortium. The Conquer- the-space campaign in Aalborg, Gent and Mechelen as well as the Living Lab to engage the public by Autodelen.net. Mpact was very active in creating different approaches to get in contact with joungsters (student challenge, lost lectures or podcasts). During the project period the partners had a great transnational exchange and tackled the complex relations of automated mobility. Even if the full adoption of automated technologies is still a long way off and many questions are still unsanswered. ART-Forum built capacity and has convinced stakeholders, society and authorities to take on the topic in the North Sea Region. So, A.R.T. you ready?
