Description (EN):

ENTRAIN project aims at improving the capacities of public authorities to develop and implement local strategies and action plans for enhancing the use of endogenous renewable energy sources in small district heating (DH) networks. This outcome will lead to fossil fuels and CO2 emission reduction, improvement of local air quality and socio-economic benefits for local communities through the growths of technical expertise and the start-up of investments and innovative financial tools. ENTRAIN main objective is to promote structural cooperation between public authorities and key stakeholders at transnational level and to build-up skills and know-how for a systematic, holistic and efficient planning of small DH systems within 5 target regions (IT, DE, HR, SI, PL), based on renewable heat sources (solar, biomass, waste heat, heat pumps and geothermal). 5 Regional Stakeholders Advisory Groups involving 11 partners, 24 associated partners and local actors will be set up and will be responsible for developing 5 initial surveys and 5 local action plans. Acting as regional and transnational energy networks, they will be crucial for implementation and achievement of ENTRAIN objectives, by involving local and regional authorities, DH utilities, energy and development agencies, consumers. Heat planning guidelines and quality criteria will be made available, based on knowledge transfer from regions with advanced planning capacities and long term experience in renewable DH (AT, DE), also through an ambitious capacity building programme with 25 training session. ENTRAIN will trigger the initiation of 9 pilot local DH networks and 9 heat planning studies, along with the development of 3 innovative local and regional financing schemes and the adaptation and adoption of the existing Austrian quality management system “QM Holzheizwerke” in at least 3 of the target regions.

Achievements (EN):

Just imagine: You are sitting at home and evening is approaching. A gulf of fresh air comes in from the open window and you start feeling chilly. You switch on the heating, but the familiar sound of your little gas boiler is simply not there. You wonder why and realise that there is no gas boiler anymore! Thanks to the ENTRAIN project! Renewable district heating (DH) systems are currently among the most effective and economically viable options for reducing fossil fuel consumption and decarbonising heat use in urban areas. Despite the existence of ready solutions, in central Europe such approaches often lack the support of effective policies or investments. District heating systems fed by heat produced from renewable sources and focusing on quality has been one of the main objectives of the ENTRAIN project: building on existing experiences and collecting available knowledge to foster the diffusion of RES DH plants operating on quality standards and thus assuring economic and environmental sustainability.

Expected Results (EN): R 2.2 Status of capacities of the public sector and related entities for territorially based low-carbon energy planning and policies achieved through transnational cooperation.

Expected Outputs (EN):

The major expected results of ENTRAIN are: - Regional Stakeholder Advisory Groups set up in 5 target regions. Acting as regional and transnational networks, they ensure a structural and multilevel cooperation between public authorities and key stakeholders, fostering project results beyond the project consortium and after the project end. - 21 specific training sessions in 6 regions for opinion leaders, decision makers, technicians and market actors for ensuring knowledge transfer on small local RES DH. - 4 transnational coaching sessions realised to enhance the project partners training skills, thus allowing them to conduct future training autonomously and trigger further training actions and a sustainable know how build-up in their regions and beyond. - 5 Regional action plans fostering the diffusion of small renewable DH networks in target regions. - Detailed spatial and heat plans in 9 pilot municipalities from 3 target regions, possibly foreseeing integration into existing SAEPs or local strategies. - 9 pilot projects of small renewable DH networks in 3 target regions. - 3 innovative financing schemes in 3 regions to support RES DH. - adoption of the improved quality management system for RES DH by 3 regions or local authorities. - 11 project events reaching 400 participants, 300 visitors/month on the project website, 10,000 stakeholders reached through newsletters, press release, video, publications and social media ; 1,000 downloads of the training toolbox.
