Description (EN):

The WaVE project focuses on the improvement of regional and local policies to open up their possibilities for supporting the development of integrated adaptive reuses of water-linked cultural heritage sites in human settlements. The focus is based on the partnership’s commonality of having a rich history of cultural heritage that has been formed through an interaction with water as well as the shared vision that the correct valorisation of these forms of heritage, building upon its combined (i.e. integrated) socio-economic and nature-based elements is crucial for these sites to become drivers for regional growth and nature preservation. WaVe Partners share the common understanding, supported by the general consensus among European heritage value chain actors, that the focus on the integrated valorisation of water-linked cultural heritage is crucial and that it has not been outlined in its concreteness before. While local and regional policies and governance structures exist in partner regions that allow for the redevelopment of cultural heritage, there is a need to redefine the potentials of these policies to support integrated solutions that are able to unleash both socio-economic and nature-based values of water-linked cultural heritage sites. Moreover, as their integrated valorisation often affects both local and regional levels at the same time, the process needs to be tackled from both a local and regional perspective. Through a joint work of interregional knowledge sharing, learning, transmitting good practices and engaging with local stakeholders, the Partnership will define Action Plans to tackle the subject-matter. The goal is to improve the overall support by the addressed policy instruments for integrated valorisation approaches of cultural heritage, to sparkle ideas for the creation of new projects aiming at integrated valorisation of water-linked cultural heritage, and to raise awareness for the subject at other cities and regions in Europe.

Achievements (EN):

In terms of activities, the project has organised a total of 110 policy learning events. It has also identified 14 good practices, produced 5 action plans and led to the increased capacity of 60 people. In terms of results, the project has succeeded in improving 3 regional development policies for a total amount of funds influenced of EUR 720,000. 00.

Expected Results (EN):

Based on Specific Objective 4.1, the main objective of the project can be outlined as follows: to improve the performance of regional development policies and programmes by strengthening their contribution to the development of integrated adaptive socio-economic and nature-based reuses of water-linked cultural heritage in human settlements. Based on this objective, the project seeks to add to the development of an ecosystem in which nature and culture based heritage operates and cooperates together to create sustainable exploitation models of water-linked cultural heritage sites that cover its economic, social, as well as its nature-based values. This is defined as the main sub-objective of the project. Moreover, the WaVE project elaborates on 3 thematic focus points that the partnership has defined to be crucial for their joint approach to tackle policy instruments in order for these to allow for the adoption and support of integrated and adaptive reuse methods for water-based cultural heritage, being: 1) the valorisation of integrated working methods related to the (re)development of water-based cultural heritage by linking tools and instruments that cover both cultural and natural preservation means; 2) the improvement of the role and functioning of local and regional governance systems linked to the preservation of water-based cultural heritage sites in their potentials to better address challenges linked to the changing socio-economic ecosystems of their built and water linked environments; 3) the improvement of multi-level schemes and frameworks in their ability to transform, regenerate and exploit water-linked cultural heritage in a sustainable manner.

Expected Outputs (EN):

The direct results, i.e. those that are tangible and directly related to the implementation of the project are 5 Regional Status-Quo analyses, one per region, 1 menu of Good Practices, 3 Interregional Knowledge Exchange Seminars (IKES), focusing on the 3 thematic focus points defined by the project (see C.3), 5 Action Plans that address the possibility to improve 3 Policy Instruments that are ERDF related (IT, ES, HU) and 2 local strategies (NL, DK), mainly focusing on the creation of structural changes and the development of new projects. Moreover, the project’s learnings will be consolidated in 1 ‘Towards Water-Based Cultural Heritage’ publication, that will target a wider group of stakeholders such as heritage value chain actors, policy makers and EU level institutions. The indirect results, i.e. those results that are expected to be the outcome of the implementation of the action plans, during phase 2 and beyond the end of the project’s life-time, include changes in performance and implementation of the policy instruments addressed that will thus be better able to support the development of integrated and adaptive reuses for water-based cultural heritage. Seen from a mid and long-term perspective, these will lead to the creation of new projects revolving around the integrated valorisation of heritage, as well as the development of structural awareness among Managing Authorities, responsible for the Policy Instruments addressed as well as local and regional policy makers on the possibilities and potentials of water-based cultural heritage and other types of cultural heritage that have a strong interlinkage with nature, for regional growth. By doing so, although the current EU funding cycle is coming to its end by 2020 (affecting the 3 ERDF related Policy Instruments addressed in the project) , the project will open-up room to discuss possibilities to include support for the integrated valorisation of water (and nature) linked cultural heritage in the new ERDF related policy instruments of the new EU funding cycle.
