According to World Health Organization (WHO) "making cities and communities age-friendly is one of the most effective local policy approaches for responding to demographic change”. However, regional initiatives still lack alignment between absolutely complementary policy areas such as health, social affairs, territorial sustainable development, employment and wellbeing. This silo approach restrains the creation, availability and large-scale adoption of age-friendly solutions across Europe. Known is also the gap between technological developments and end-users real needs and expectations. Therefore, policy alignment, collaborative efforts and sharing of good practices will be keystones to add better quality of life, more inclusive and sustainable health and social care systems and citizen’s access to the services. The EU_SHAFE project will improve policies and practices in 7 European regions by developing a comprehensive approach to Smart Healthy Age-Friendly Environments (SHAFE). Through a 'learning by sharing' methodology, this robust multi-disciplinary and intersectoral consortium will build a four-helix European community to exchange experiences and practices to improve multilevel policy instruments. The consortium will create a cooperative, inclusive ecosystem between public authorities, European networks and user’s associations, embedding their experience and skills with research & design knowledge from academia and SMEs for the growth of community-based services and “ageing at home” around Europe. • EU_SHAFE will Invest in policy design and adaptation of regional instruments derived from ETCF (R&I priorities) and ESF (Social Inclusion), through the creation of a large Euro-local network of stakeholders that will work together in ecosystems towards a common model – a White Paper on SHAFE. • Select and re-design concrete and scalable interventions in the area of social innovation for SHAFE, that may be implemented as realistic innovative models for the future.

Achievements (EN):

In terms of activities, the project has organised a total of 46 policy learning events. It has also identified 40 good practices, produced 6 action plans and led to the increased capacity of 93 people. In terms of results, the project has succeeded in improving 5 regional development policies for a total amount of funds influenced of EUR 64,490. 53.

Expected Results (EN):

EU_SHAFE aims to create a group of 7 regional ecosystems that can deliver effective innovation in their regional value chains by facilitating cooperation and joint initiatives between companies, academia and R&D centres, health and social care providers and housing industry in key regional areas of smart specialisation related to Smart Healthy Age-friendly Environments. This main objective can be described in 3 main axes: - Develop a quadruple-helix comprehensive approach on SHAFE, focusing on sustainable inclusive growth of solutions and long-term policy improvement in the areas of health, demographic change and wellbeing, through the delivery of a White Paper. - Promote a cluster of community-based services in the consortium regions, by stimulating a workable framework for investment and the broad adoption of effective “ageing in place” solutions, combining the housing sector and ICT infrastructure with health and care provision and facilitating the commercialisation of R&D results. - Exchange good practices and evidence-based results that may lead to the selection and re-design of concrete and scalable interventions in the area of social innovation for SHAFE, that will re-shape and adapt regional policy instruments for the future. The 3 sub-objectives of EU_SHAFE will then be: - Challenge and change the behaviour and thinking of policy makers and main actors of participating regions, in relation to the well-being of citizens of all ages and the creation of inclusive and adequate environments for people as they age, while improving their participation in society. - Provide visibility and prioritize the inclusion in society of people of all ages for the creation of inclusive ecosystems in the participating regions, between all types of stakeholder organisations, namely public and private organizations. - Communicate and disseminate the results and new knowledge generated in the project, in addition to reinforcing international cooperation amongst all sectors of society.

Expected Outputs (EN):

The project approach and activities during the 1st phase of the project (30 months) will be focused on the exchange of experiences among the partners and stakeholder to identify, learn and share knowledge about policies, initiatives and good practices related to Smart Age Friendly Enviroments based on an initial assessment report in each regions ton 4 out of 8 SHAFE areas defined by WHO for age-friendly cities (built environment, transport, housing, social participation, respect and social inclusion, civic participation and employment, communication, and community support and health services) which allows the identification of 28 good practices that will be sharing between region to exchange experiencies and knowledge. Exchanges of experiences will provide different quantitative and qualitative outcomes. During this phase, 35 policy learning events (28 regional stakeholder meetings; 4 Domain focused Inter-regional policy learning meetings – to Bilbao-, Campania, Litija and Coimbra, 3 Intense sharing of good practices for inter-regional learning meetings – Hamburg, Louth and Aarhus) will take place in 7 regions during the Phase 1 (five semesters). The 4 Domain focused Inter-regional policy learning meetings have the objective of learning from the lessons learned and collected in the regional assessment reports and the presentation of the 7 selected good practices in the each domain. The 3 intense sharing of good practices for inter-regional learning meetings have the aim to improve policy instruments from the implementation perspective and the lessons learned in interaction with stakeholders. Thanks to all these events, a strong and international collaboration bettween the most relevant actors of Europe will be created since at least 10-20 persons will be present in the different regional stakeholders events and 60-70 persons will be present in the interregional events (Domain focused Inter-regional policy learning meetings and Intense sharing of good practices for inter-regional learning meetings). Comunication and dissemination activities will have an important role in the project, in order to reach all the key institutions and organizations in the World. In fact, it is expected to have at least 70 number of appearances in media and each regional, interregional event and study visit will be disseminated through a press release comunication in the region in which takes place. As result of this phase, 7 action plans are expected to be produced. Initially, every regional partner is committed to desing and develop an implementation plan during this 1st phase. During the implementation of phase 1 it is also expected to create a Final Report on SHAFE including not only the identified good practices but also the lessons learned and the action plans. After the phase 1 and during 12 months (Phase 2), the action plans will be deployed and 1 final event will be organised in order to disseminate the lessons learn in the project.
