Description (EN):

The overall objective of the project is to initiate a process of policy change in the partners' regions improving the implementation of the policy instruments under Structural Funds programmes and other regional strategies dedicated to the conservation of biodiversity and the maintaining nature’s capacity to deliver the goods and services that we all need, through policy learning and capacity building activities. The policy instruments tackled by the project are the ERDF OPs at regional or national level and other regional strategies dealing with the protection and valuing biodiversity and ecosystem services. The approach proposed by the project is firmly based on policy learning and capacity building of the partner organizations and relevant stakeholders of the concerned policy subsystems, as it stimulates a collective multidimensional and dynamic exchange of experience. The project brings together local authorities and their associations, local development agencies, universities and research centres with a balanced mix between more and less developed regions and thought to asssure geographical balance. Exchange of experience is built on the partners' competences and experience in the design and implementation of policies protecting and valuing biodiversity and ecosystem services. The sub-objective is to contribute to capacity building and policy learning in the partners’ regions by supporting exchange of experience among relevant stakeholders, in order to: - promote the measurement of the costs and benefits of ecosystem services derived from land use. - support the horizontal integration of the ecosystem concerns into the sectoral policies and plans at regional and/or national level. - explore innovative financial and marketing mechanisms for payment for ecosystem services. - improve landscape governance for economic and environmental sustainability.

Achievements (EN): In terms of activities, the project has organised a total of 51 policy learning events. It has also identified 25 good practices, produced 6 action plans and led to the increased capacity of 49 people.

Expected Results (EN):

The overall objective of the project is to trigger a process of policy change in the partners' regions improving the implementation of the policy instruments under Structural Funds programmes and other regional strategies dedicated to the conservation of biodiversity and the maintaining of nature’s capacity to deliver the goods and services that we all need, through policy learning and capacity building activities. The policy instruments tackled by the project are the ERDF OPs at regional or national level and other regional strategies dealing with the protection and valuing biodiversity and ecosystem services. Policy change in the partners’ regions will occur through a collective multidimensional and dynamic learning process involving, along to the partner organizations, regional stakeholders of the concerned policy subsystems. The policy learning activities will occur at a policy level, as all partners will assure the involvement of policy makers in project's activities. Learning will deal with the exchange of experiences on the ways regions are striving to halt biodiversity loss and protecting and restoring natural ecosystems so to ensure long-term social and economic benefits. Stakeholder learning will ensure the qualitative outreach of the learning process and inform partners' Action Plans so to influence the nature and scope of the policy change to be achieved. Participation of the project partners at policy learning platforms will ensure learning beyond the regions. The sub-objective is to contribute to capacity building and policy learning in the partners’ regions by supporting exchange of experience among relevant stakeholders related to Structural Funds programmes, in order to measure costs and benefits of ecosystem services derived from land use, support horizontal integration of the ecosystem concerns into the sectoral policies and plans, explore innovative financial and marketing mechanisms for payment for ecosystem services and improve governance.

Expected Outputs (EN):

The main expected result produced by the project will be the improvement of policy instruments related to the Structural Funds at regional / national level and other regional strategies related to the protection of the biodiversity and the reduction of loss of ecosystem services. This result will be a direct consequence of the policy learning process and capacity building activities stimulated by the interregional cooperation bringing about partners to tackle together common challenges related to the conservatoin of biodiversity, ecosystems sustainability as well as their capacity to deliver ecosystem services. This process will allow to embed into the ERDF Structural Funds programmes and other regional policies the good practices exchanged by the partners and their implementation through the Action Plans developed by: - Promoting the measurement of the costs and benefits of ecosystem services derived from land use. - Supporting to the horizontal integration of the ecosystem concerns into the sectoral policies and plans at regional and/or national level. - Exploring innovative financial and marketing mechanisms for payment for ecosystem services. - Improving landscape governance for economic and environmental sustainability. Interregional cooperation will lead to the improvement of the implementation of regional development policies and programmes related to the Structural Funds and other regional policies and strategies, tailored to the specific needs and circumstances of each partner region in maintaining nature’s capacity to deliver the goods and services. A closer cooperation with regional stakeholders and the impact of interregional learning on these groups is expected to understand the constraints in protection and sustaining biodiversity and natural heritage originating from complex geographical specifics, social, political and economic drivers as well as to reinforce the links between regional players involved in protecting and valuing biodiversity and ecosystem services. The main outputs of the project will be as following: - 4 interregional thematic seminars organised to exchange experiences; - 4 interregional training workshops organised to learn from exchange of experiences; - 8+ study visits organised to exchange experiences - 42 meetings of the stakeholders group - 320+ Participants at interregional seminars, training sessions and study visits - 4 intermediate good practices guides 16+ good practices identified - 1 final good practices guide - 4 policy instruments under the Structural Funds improved. - 2 policy instruments addressed without structural funds link improved - 6 Action Plans developed, monitored and implemented.
